Z-3882 Staff AnalysisAugust 10, 1982 SUBDIVISIONS Item No. 4 NAME: Huddleston Conditional Use Permit MrATTON: 1201 Kavanaugh OWNER/APPLICANT: Lea and Richard Huddleston 327 Charles Little Rock, AR REQUEST: For conditional use review of a proposed duplex in an "R-3" zoning district. PRnPORAL: This is a plan for the construction of an efficiency apartment, which is to be built in an existing single family structure, below an old garage unit that is now obsolete for most modern cars. At present, the existing home is being used as a rental unit. ORDINANCE DESIGN STANDARDS: 1. Site Location This site is located in what is predominately a multifamily area along Kavanaugh. 2. Compatibility with Neighborhood A duplex on this site will be compatible with the surrounding area. 3. On -Site -Drives and Parkin The property currently has a two -car driveway. 4. Screening and Buffering The applicant has not indicated his plans. 5. Analysis Staff.has no major objections to the proposal. It should not adversely affect the area since there are neighboring duplexes and apartments. The applicant is requested to address the parking issue. Duplex requires 1.5 parking spaces per unit. It was decided that the proposal's failure to conform to the parking requirements for duplexes was not significant in this instance, since an existing structure was involved and the absence of drives was prevalent among neighboring structures. The applicant stated that he would submit a petition in favor of the development from neighboring property -owners at the Public Hearing. A motion for approval was made and passed by a vote of 4 ayes, 0 noes and 1 absent. PLANNING COMMISSION ACTION: The applicant was present. Two neighboring property owners spoke. Mr. Robert Boyce of 321 Charles spoke favorably of the application because he felt that it would not change the nature of the neighborhood. The lone objector was Mr. Marty Quicky, the adjacent property owner to the north. He felt that a multifamily residence this close to his property would adversely affect the value of his single family home. The Commission's concerns centered around its reluctance to approve a conditional use permit without the required number of parking spaces. The applicant agreed to amend the site plan to provide three off-street parking spaces and to provide some type of privacy landscaping for the adjacent neighbors. A motion was made for approval subject to this agreement. The vote - 8 ayes, 0 noes, 1 abstention, 2 absent (abstention: Commission Scribner).
