Z-3870 Staff AnalysisJuly 13, 1982 SUBDIVISIONS Item No. 14 NAME: Lighthouse Baptist Temple LOCATION• South of Intersection of Mabelvale Cutoff and Woodbridge REQUEST: For conditional use review of a site plan for use as church/ related activities. PRnPOSAL: To construct church/related facilities in an "R-2" zoning district. SITE PLAN REVIEW I' 1. This property is located in a single family residential area. The site is currently vacant with no existing structures. 2. Compatibility with Neighborhood Staff considers churches compatible uses in single family area. 3. On -Site Drives and Parkin There is one existing drive to the property from Mabelvale Cutoff. The applicant plans to utilize this drive for access to the site. The proposal includes 16 parking spaces. 4. Screeninq and Buffers The applicant has not indicated his plans to staff. ENGINEERING CONSIDERATIONS to For construction of a temporary building, require dedication of right-of-way along Mabelvale Cutoff for a total of 8'. 2. For construction permanent building, require construction of one-half minor arterial (1/2) 48' along south side only of Mabelvale Cutoff. 3. No improvement required on Brimer Road access is taken off Brimer. July 13, 1982 SUBDIVISIONS Item No. 14 - Continued ANALYSIS: Staff does not oppose the use of this site for the purpose proposed. The plan, however, fails to tie the street and drive to the parking area. There are several nonconformities in the plan, so staff is requesting that the applicant's engineer come in for a conference so these these things can be worked out. As an example, a 40' setback is mistakenly shown from the centerline of the street. Parking requirements for churches are.one space for every five spaces in the principal assembly room. The applicant should indicate to the staff the proposed number of seats to be provided, so that parking may be reviewed. A plat will be required as a follow-up to provide for dedication of right-of-way for Mabelvale Cutoff. STAFF RECOMMENDATION: Approval, subject to comments made. SUBDIVISION COMMITTEE RECOMMENDATION: As recommended by staff, the vote: 4 ayes, 0 noes, 1 absent. PLANNING COMMISSION ACTION: Mr. Bruce Tynes, pastor of the church, represented the proposal. Staff reported that a revised sketch that satisfied previous concerns was submitted. Mr. R.O. Blessing, an abutting property owner, expressed concerns that he was not notified, and that the proposed development could possibly create a traffic hazard due to the merging of three streets in front of the property. He stated that he was not in objection to the project, but felt that the street configuration should be given special consideration. Staff commented that, as modified the proposal includes only the dedication of right-of-way through the submission of a plat, and the waiver of improvements. A motion for approval, subject to comments made, was made and passed, subject to these comments. The vote - 8 ayes, 0 noes, 2 absent.
