(Z -3862-B) BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That Ordinance No. 14,274 be amended to provide for modification of District described as: Parkway Village Long -Form PRD SECTION 2. That the revised Site Development Plan and plat be approved as recommended by the Little Rock Planning Commission. SECTION 3. That the maintenance of the zoning classification, the revised plan for Parkway Village Expansion Amended Long -Form PRD is conditioned upon obtaining final plat approval within the time specified by Article VII, Section (7), Chapter 36 of the Code of ordinances. SECTION 4. That the map referred to in Chapter 36-81. and 36-82. of the Code of Ordinances of the City of Little Rock, Arkansas, and designated district map be and it is hereby amended to the extent and in the respects necessary to affect the designated change provided for in Section 1 hereof. SECTION 5. That this Ordinance shall take effect and be in full force upon final approval of the plan by the Planning Commission. Construction of the internal private drives necessary for access to this new facility is proposed. A. PROPOSAL/REQUEST: The applicant requests approval of a revised site plan for their PRD approved in 1982 in Ordinance 14,274. Proposed is a 48 -unit residential care facility. Living units are proposed to be 1 -bedroom and contain 440 square feet each. The site for the residential care involves approximately 3 acres within the 82.48 acres site, and will involve the construction of 900 feet of driveway. No variances are requested. B. EXISTING CONDITIONS: The site is currently zoned PRD and a site plan was approved in the establishment of the PRD. A revision to that approved site plan is now proposed. The site for the proposed construction is on an undeveloped portion of the land immediately west of the existing nursing home. C. ENGINEERING/UTILITY COMMENTS: Engineering Division indicates that they have no comments on the proposal. FILE NO.: Z -3862-B (Continued Water Works reports that a main extension and on-site fire protection will be required. Wastewater Utility indicates that a sewer main extension with easements will be required. The Fire Department approved the plan without comment. Site Plan Review indicates that a screening device will be required along the north property line. ARKLA and Southwestern Bell approved the plan without comment. D. ISSUES/LEGAL/TECHNICAL/DESIGN: The documents which have been submitted are deficient in the following areas: 1) a statement is required describing the character of the development and including the rationale behind the assumptions and choices made; 2) the proposed treatment of the perimeter of the property, including the materials and techniques for screening, are required; 3) a schematic landscaping plan is required; 4) an approved screening device is required along the north property line; 5) the area under consideration in this application, designating the portion of the site to be considered, is to be designated; 6) the location of all easements is to be shown; 7) a development schedule is to be provided; 8) the names of all subdivisions abutting the site, including the book and page number or instrument number, or the names of owners of land which has not been subdivided, is to be shown on the plat; 9) the physical description of all monuments and the location of proposed PAGIS monuments is to be shown; 10) the zoning classifications of the site and of abutting property is to be shown; 11) the engineering and surveying certifications are to be included and executed; and, 12) a preliminary bill of assurance is to be submitted. E. ANALYSIS• The proposal involves a relatively small portion of the site occupied by Parkway Village, but an amendment to the approved site plan for the PRD is necessary. The relatively small area for the development of the residential care facility should not affect the overall plan which was approved for the PRD. The deficiencies noted are not insurmountable, so there should be no delay imposed by not being able to complete and amend submittals. F. STAFF RECOMMENDATIONS: Staff recommends approval of the request subject to making the modifications to the documents noted.
