Lilian Akins, 59, of Little Rock was walking west along Base Line Road near Oman Road about 6:09 p.m. when she was struck by pellets fired from an eastbound vehicle, po- lice said. Last week's kill is one of the largest fish kills in the state in the past 30 years, commission officials have said. The zone of dead fish stretches from the Ozark-Jeta Taylor Lock and Dam near Ozark to the Ar- kansas 109 bridge southwest of Clarksville. Commission employees checked the river by boat Fri- day and found the dead fish were not as abundant farther downstream. The Arkansas Department of Environmental Quality determined that a pollutant was not the cause of the fish deaths. It was City of Faith's open- ing in 1996 with little public notice that prompted new city regulations for group correc- tional facilities. Residents in 1996 were upset by the lack of notice, something the city now requires for all group correctional facilities. At the time, such a use was allowed by -right in heavy commercial areas. Now they're only al- lowed with a conditional -use permit, which requires a vote by planning commissioners and city directors. . - The ordinance also says such facilities can't locate within 500 feet of schools, any facility that operates youth programs or of another cor- rectional facility. However, city officials gave City of Faith a variance on the requirement when it renewed its permit in 2006 after a child-care center opened within the 500 feet of the its facility. The,Downtown Neighbor- hood Association won't meet again until after the vote, but its president, Kathy Wells, said she has her own ques- tions about GEO Group's proposed facility. Wells wants to know whether the tenants are from Pulaski County and whether. they've been con- victed of property crimes.
