comprehensive programming, a structured support system for its residents, job placement
assistance and monitoring of residents 24 hours a day, 7 days a week. Among others, some of
the programs at the facility will include job skills training, individual case management including
job placement assistance, instruction in classes on personal finances and money management,
substance abuse and addiction counseling and individual, family and group counseling.
The GEO Group operates 21 facilities of this type in 8 states and has been providing
transitional services for federal inmates since 1977. It is a national leader in the industry and
operates its facilities in cooperation with local authorities. Most of its facilities meet rigorous
national and local standards and are accredited by American Correctional Association.
A variance for the number of parking spaces will be requested after staff review since the
building will not be used as an office building. Additionally, since an existing building will be
used for the facility, a site plan is not included with this Application.

have prepared some questions for Monday evening. I do not think this is a good location for this. I hope staff will

with no record in Arkansas. They will be going before the Planning Commission either this week or next and then

The purpose of this letter is to inform you that GEO Care, Inc. (GEO Care) is submitting an offer
for Residential Reentry Center (RRC) or "halfway house" services for federal offenders releasing
within Pulaski County, Arkansas area. This action is being taken in response to a request for
proposals (RFP) issued by the Federal Bureau of Prisons (BOP). The BOP encourages full and
open competition in the procurement of these services; consequently, other offerors may also be
responding to this RFP.
As part of the RRC contracting process, the BOP requires that all offerors notify and seek input
from the local law enforcement authority and two levels of locally elected government officials.
This letter will serve as documentation of partial satisfaction of this requirement.
GEO Care is proposing a site located at 615 West Markham Street, Little Rock, Arkansas 72202.
GEO Care is currently in the process of obtaining a Conditional Use Permit for said location to
operate as a Residential Reentry Center as required by the City of Little Rock Code. The
proposed site is currently a two-story, 15,300 square foot office building located in the
downtown Little Rock area and is convenient to City Hall, Courts and River City Travel Center.
The total term of the proposed contract is five (5) years. The estimated requirement specifies 78
beds for males and 12 beds for the entire contract term. These numbers reflect the BOP's best
estimates of bed space need at this time. GEO Care's proposed site will be able to accommodate
the 90 bed requirement of the BOP. Performance is to begin on or around October 1, 2011, with
contract award approximately 120 days prior to that date.
The BOP has a long history of transferring inmates who are within a few months of release to a
contractor -operated RRC for transitional programming. These inmates have often been removed
from the community for an extended period of time. Sound correctional practice suggests that
RRCs enhance public safety by offering offenders the opportunity to find employment, establish
a residence, and re-enter the community through a structured, supportive environment.
The BOP takes its responsibility for contract oversight very seriously. Contract language
establishes requirements for inmate accountability, programming, life safety, staffing, inmate

discipline, urine and alcohol surveillance and a variety of other areas. These requirements are
closely monitored by BOP staff who provide training and conduct both scheduled and
unannounced on-site inspections.
Federal offenders at the RRC will come from two sources: inmates who are transferred from a
prison to the RRC for pre-release programming, and offenders under the supervision of the U.S.
Probation Office (USPO) for whom residence at the RRC is a condition of supervision.
Nationwide, the average RRC placement is three to four months in length, although longer
placements are sometimes made.

into society. Through a system of education, treatment, monitoring and accountability, residents
are given the necessary tools to make positive life choices that can reduce the incidence of
recidivism. Programs include home confinement and day reporting in minimum -security
residential settings. As our residents succeed in the program, they earn greater freedom to
participate in family and community activities outside the structure of our programs.
Many of the adults in our care have numerous and persistent issues, which our programs are
designed to simultaneously address. We provide training in diverse areas including computer and
employment-related skills, decision making, personal hygiene, parenting, banking, budgeting and
managing money. Group and individual counseling is available for issues such as substance
abuse and addiction, anger management and victim awareness.
We monitor our residents throughout their stay for compliance with all of their approved
activities. Our case managers, social services coordinators (SSC) and job developers work with
probation officers to ensure each resident is working full time, which is a requirement of our
program. Phone calls and personal visits are made to places of employment for each resident.
When an individual earns a weekend pass, he or she must frequently check in with either the case
manager, SSC, job developer or probation officer throughout the time away from their home or
the facility.
Screening for the use of drugs and/or alcohol is a routine part of our programming. Residents
will undergo numerous breathalyzer and urinalysis screenings. Our history of residents testing
positive for either one or both of these substances is significantly low. We operate all our
community-based facilities in accordance to our contractual requirements and the industry

standards. This independent non-profit organization, comprising corrections industry
professionals, describe specific standards in the areas of administration personnel and staff
training, security, healthcare, food service, resident supervision and physical plant requirements.

W. Markham, I am writing this email on behalf of the applicant to request a variance from
Little Rock Code Sec. 36-107(13) 3 in order to operate the proposed facility within 500'
of City Hall where it has come to our attention that the City of Little Rock operates
summer youth programs. Due to the fact the programs are operated in the daytime during
the summer only and that City Hall and the proposed facility have significant physical
separation and are located in a highly visible and active area in downtown Little Rock, we
believe a variance is reasonable.
The GEO Group also implements advisory boards to its facilities and proposes to do the
same at this facility. The advisory board will meet once a month and will be comprised of
the facility's director, neighboring property owners and businesses, law enforcement
officials, interested citizens and a City Director or such other composition as the City
desires or directs.
In addition to these matters, Mr. Don Brooks is to deliver 3 signed copies of the survey

The Wackenhut Corporation previously owned a majority position in the company until July
2003, when the company purchased Wackenhut's majority position and became an independent
publicly -traded company. After the purchase, the corporate name was changed. Since that
time, the company has operated as The GEO Group and has had no affiliation with The
Wackenhut Corporation.
2. Is this their first federal halfway house? If it's not, what is their success rate,
how many do they have and where are they? We could follow up with how they're doing in
other cities. If it is, then well, they'll be learning as they go. The GEO Group,
through its subsidiary GEO Care is currently the single -largest operator of re-entry
facilities for the Federal Bureau of Prisons ("BOP"). The one proposed in this application
will be its 14th. Many of CEO's other 13 centers have been in operation for more than
twenty years and the company has built strong relationships with the communities in which
they are located. The 13 BOP facilities are located in; El Monte, Los Angeles, Oakland and
San Francisco CA, Leavenworth, KS, Las Vegas, NV, Brooklyn and Queens, NY, Austin,
Brownsville, Edinburg and Houston, TX and Salt Lake City, UT. GEO recently discontinued
its program in Ester, AK but had a good record there.
Additionally, GEO Care operates numerous re-entry facilities for state agencies including

Criminal Justice and The Alaska Department of Corrections.
Most of CEO's facilities are either accredited or working toward accreditation by the
American Corrections Association, whose rigorous standards are the benchmark of the
corrections industry. GEO's leadership and staff at its re-entry facilities are fully
trained and supported by a diverse and highly structured corporate and regional network.
3. Will they have sex offenders? Does the BOP require they take sex offenders? I have
been told yes. City of Faith does not have to since they did not have to in the beginning
but that a new company will. Most sex offenders are convicted in state courts and are not
in the federal penal system. It has been CEO's experience that the Federal Bureau of
Prisons makes no differentiation between the types of offenders re-entry facilities are
required to accept. In other words, GEO would be required to accept the same offenders as
City of Faith and vice versa. There are a couple of caveats that may cause the questioner
to think the City of Faith is not required to accept sex offenders. First, the BOP allows
the service provider to decline a violent inmate if they are perceived to be a threat to
the community, staff or other residents. This would be the same for GEO and City of
Faith. Secondly, a facility would not be required to accept a sex offender if accepting a
sex offender would be in conflict with any statutes or local ordinances.
4. What about the youth program at city hall and the 500 ft rule the Little Rock City
Ordinance requires? The GEO Group is requesting a variance to allow it to operate at the
proposed location which is within 500 feet of summer youth programs that meet in Little
Rock City Hall. Due to the fact that the programs at City Hall are conducted in the
daytime during the summer and not all year long, that the buildings have significant
physical separation, and are located in a highly visible and active area in downtown
Little Rock, The GEO Group believes a variance is warranted.

I spoke with Dorothy Nayles and she informed me that while many youth programs administered by her
department are only administered at City Hall and are actually conducted at schools, that is not the case with
the summer job program, which places several students in various parts of the City Hall complex, including
at the police department, TF depa finent; Planning, Public Works, and other places in the main City Hall
building. During the summer months, Community Programs then does operate programs for youth within
500 feet of the boundary of the McFadden Building. For your information, I also discussed this with Tom
and we think that the application will not meet the spacing standard in subsection 36-107(13)a3.

I have an application for conditional use to allow a correctional facility to locate in the building at 615 W. Markham.
The Code (36-107. (13) a.3) says such facilities may not be located within 500 feet of the property line of any
facility that operates programs for youth. The City's Community Programs Department, which operates programs
for youth, is located in City hall, which is within 500 feet. Does that matter as far as the separation requirement?

CONSENT TO ASSIGNMENT
CONSENT TO ASSIGNMENT ("Consent"), dated , by and between the
undersigned in favor of Remington College — BCL, Inc., Inc., d/b/a Remington College -
Lafayette Campus ("Assignor").
WHEREAS, pursuant to the Clinical Medical Assisting Externship Agreement, dated
January 20, 2010, by and between the undersigned and the Assignor (the "Agreement"), the
undersigned provides externship training and experiences to students of Assignor;
WHEREAS, Assignor is in the process of effecting a corporate restructuring whereby the
resultant entity ("Assignee") shall assume the rights, duties, and obligations of Assignor;
WHEREAS, in order to assume the rights, duties, and obligations of Assignor, Assignor
must assign, among other agreements, the Agreement to Assignee; and
WHEREAS, the Agreement may have a prohibition against assignment contained therein
but by execution of this Consent to Assignment the undersigned does hereby waive said
prohibition and expressly consent to the assignment of the Agreement by Assignor to Assignee.
Accordingly, the undersigned agrees as follows:
1. Assignment. The undersigned consents to the assignment of the Agreement by
Assignor to Assignee.
2. Effective Date. This Consent is effective upon the undersigned's execution and
return of this Consent and, if applicable pursuant to the underlying Agreement, the undersigned's
receipt of its Certificate of Insurance from Assignee's Insurance Carrier and/or broker(the
"Effective Date").
3. General Provisions.
(a) The undersigned acknowledges that Assignee and Assignor are relying
and will rely on this Consent and the provisions herein.
(b) Notwithstanding the provisions of this Consent, the Agreement continues
to be in full force and effect, and neither the assignment by Assignor to Assignee nor the terms
or provisions of this Consent relieve the undersigned from the performance of its covenants,
duties, and obligations under the Agreement.
(c) This Consent binds and benefits the undersigned and its successors and
