Rodney Parham Road) OWNER/ APPLI_CANT: Catholic Diocese of Little Rock/Bill Canino PROPOSAL: To amend a conditional use permit on an existing church (600 capacity)/school (19 classroom-390 student capacity) facility to allow for the expansion of a middle school building-(12,900 square feet-8 classrooms-180 student capacity) and a future gymnasium (11,200 square feet-30 feet in height) on 12.391 acres of land that is zoned "R-2"/Conditional Use Permit. ORDINANCE DESIGN STANDARDS: 1. Site Location Adjacent to a minor arterial street (North Rodney Parham Road) and a residential street (Woodland Heights Road). 2. CompatibiItywih Ne i hborhood .__._.t.g.. The church/school is an existing use that has received two previous conditional use permit approvals. Office uses are adjacent to the south and east with single famil-y located to the north and vacant land to the west. The use is compatible with the surrounding area. 3. On -Site Drives and Parking This site has four existing access drives (three from North Rodney Parham Road and one from Woodland Heights Road) and 297 parking spaces. As previously mentioned, this is the third conditional use permit on this site. The Staff feels 'that the use, existing and proposed, is and will be compatible with the surrounding area. The Staff also feels that this should be the last significant structural addition on the site. In addition, the Staff feels that a six foot chainlink fence should be constructed along the exterior boundaries of the ballfield. Finally, the applicant needs to comply with Landscape Ordinance requirements and provide a site section to illustrate the proposed construction. 6. C i ty__Eng i nee„r Comments (1) Comply with Excavation and Detention Ordinance requirements; (2) Construct sidewalks on the boundary parallel with Woodland Heights Road; (3) Provide a dedication deed for the triangular area on the northwest corner of the property (corner of Woodland Heights Road); and (4) Redesign the proposed drop-off area to accommodate small bus traffic. 7. August 13, 1985 SUBDIVISIONS Item No. 13 NAME: Christ the King Catholic Church Conditional Use Permit (Z-3836-A) LOCATION: Between Woodland Heights Road and North Rodney Parham Road (4000 North Rodney Parham Road) OWNER/APPLICANT: Catholic Diocese of Arkansas/ Canino, Maune, McQueen, Inc. PROPOSAL: To amend a previously approved conditional use permit which will allow the construction of a two-story 23,000 square foot elementary school and an 11,00,0 square foot multipurpose building on land that is zoned "R-2." ORDINANCE DESIGN STANDARDS: 1. Site Location Adjacent to an arterial street (Rodney Parham Road) and a residential street (Woodland Heights Road). 2. Compatibility with Neighborhood The church use is an existing use. Office uses are adjacent to the south and east. Single family uses lie to the north and west. This site is compatible with the surrounding area. 3. On -Site Drives and Parki This site has four existing access drives (3 from Rodney Parham Road and 1 from Woodland Heights Road). There are 230 existing parking spaces with an additional 67 spaces under construction. 4. Screening and Buffers No landscape plan has been submitted. August 13, 1985 SUBDIVISIONS Item No. 13 - Continued 5. Analysis The current site plan is not complete. The applicant needs to submit a revised site plan that includes landscaping, the dimensions of all structures (both existing and proposed) and drives. The current proposal replaces three former proposed structures with two structures. Improvements to Woodland Heights Road were to be required at the time of the applicant's next building permit or request. The applicant has fulfilled all past requirements. 6. City Engineering Comments (1) Improve boundary street (Woodland Heights) the entire distance along the north property line; (2) discuss sidewalk requirements'- probably needed on both north and west streets due to the elementary school location; and (3) submit drainage and detention plans. STAFF RECOMMENDATION: Approval, provided the applicant agrees to: (1) submit a revised site plan which includes landscaping and dimensions of structures and drives; (2) comply with Engineering comments Nos. 1, 2 and 3. SUBDIVISION COMMITTEE REVIEW: The applicant was present. The staff stated that an on -site fire hydrant would be required. The applicant agreed to comply with all staff recommendations with the exception of the sidewalk issue and street improvements to Woodland Heights Road. The applicant stated that they would like to phase the development and include the street improvements to Woodland Heights toad in Phase II (construction of the second proposed structure). The sidewalk issue was discussed but not resolved. PLANNING COMMISSION ACTION: The --applicant was present. There were no objectors present. The staff stated that the applicant had submittted a revised site plan but that it lacked dimensions on both existing and proposed structures. Staff also stated that the applicant planned for three phasek and was requesting that the improvements on Woodland Heights be required after Phase III was completed. The staff stated that the improvements to Woodland Heights were to be required at issuance of the next building permit according to the originally approved Conditional Use Permit. The Commission then voted 9.ayes, 0 noes and 2 absent to approve this application as recommended by staff -and reviewed by the Subdivision Committee which included the requirement of the construction of the sidewalk and Woodland Heights Road at the issuance of the next building permit. May 11, 1982 SUBDIVISIONS Item No. 9 - Z-3836 NAME: Christ the King Catholic Church Conditional Use Permit LOCATION: 4000 Rodney Parham Road OWNER/APPLICANT: Catholic Diocese of Little Rock, Arkansas Robert S. Pitts, Applicant PROPOSAL: This plan is a proposal to allow construction of paving improvements, parking lot and future expansion of classrooms, administration building, and other church related activities. ORDINANCE DESIGN STANDARDS: 1. Site Location The site is located in a mixed use area. Adjacent uses are single family, office, and vacant property. 2. Compatibility with Neighborhood This use is compatible with the surrounding uses. 3. On -Site. -Drives -and Parking There are three existing drives; two on Rodney Parham Road and one on Woodland Heights. There are approximately 120 constructed parking,spaces. Plans are to add one more drive from Rodney Parham Road and 100 additional parking spaces. 4. Screeninq and Buffers The applicant Plans to use existing trees and shrubs to fulfill screening and buffer requirements. 5. Analysis The staff feels that this is a desirable use for this property. This plan establishes a desirable format for future development as well as providing off -site street improvements. May 11, 1982 SUBDIVISIONS Item No. 9 - Continued The applicant needs to submit a one lot final plat dedicating an additional 10' of right-of-way on Rodney Parham Road. The applicant needs to construct 1/2 48' street (minor arterial) and a 4' sidewalk along Rodney Parham Road. The applicant needs to pay $8,731.72 to the City to cover the previously agreed cost of constructing drainage improvements as were constructed by the City of- Little Rock and Systematics. No improvements will be required along Woodland Heights during this phase. Construction of improvements on Woodland Heights should be made at a time set by the Commission or at the time of the applicant's next structural building permit. Staff Recommendation Approval, subject to the inclusion of the previously mentioned requirements. Subdivision Committee Action: (5-4-82) The applicant was present. The discussion concerned the proposed improvements. Staff and the applicant were undecided on the issues. The Committee voted 5 ayes, 0 noes and 0 absent to recommend that staff and the applicant get together and work out the details prior to the May 11, 1982, Public Hearing. Planning Commission Action: Staff and the Commission discussed in great detail the timing of the proposed improvements. A motion for approval was made with the following conditions: (1) all improvements to Rodney Parham Road (full length) to be made now; (2) the $8,731.72 be paid at the issuance of the next building permit; (3) improvements to Woodland Heights (1/2 residential) beginning at the easternmost right angle curve, then west for 164' to be made at the issuance of building permit for structures X, Y or Z. This motion failed: 5 ayes, 5 noes and 1 absent. A subsequent motion for approval was made that: (1) all improvements to Rodney Parham Road (full length) to be made now; (2) improvements to Woodland Heights (1/2 residential) beginning at the easternmost right angle curve, then west for 164' to be made at the issuance of building permit for structure X, Y, or Z with the timing of the payment of the $8,731.72 to be resolved by the City Attorney's Office. The motion passed: 10 ayes, 0 noes and 1-absent. In addition, the applicant needs to submit a one lot final plat dedicating an additional 10' of right-of-way on Rodney Parham Road.
