Z-3833 Staff AnalysisMay 11, 1982 SUBDIVISIONS Item No. 7 - Z-3833 NAME: Kuntz Duplex Conditional Use Permit LOCATION: 508 Ridgeway OWNER/APPLICANT: Duane E. Kuntz To convert a single family dwelling to a duplex use. ORDINANCE DESIGN STANDARDS: 1. Site Location The proposed site is located in a residential area. The site is surrounded on three sides by multifamily or duplex uses. 2. Compatibility with Neighborhood The proposed use is compatible with the surrounding area. 3. On -Site Drives and Parki The applicant is proposing to add a drive on the south side of the structure. 4. Screening and Buffers The applicant is proposing to use the existing trees and shrubs to fulfill screening and buffer requirements. 5. Analvsis Staff feels that this proposal is compatible with the surrounding area. Staff feels that the addition of an additional carport, as well as other exterior and interior improvements will enhance the property. The Engineering as well as the Planning staff, feel the proposed drive should be paved. The staff also feels that the existing drive as well as drive aprons for both drives should be paved. Subdivision Committee Recommendation: (5-4-82) The applicant was present. The Committee voted 5 ayes, 0 noes and 0 absent to approve this proposal as recommended by staff, with the exception that only one drive apron be required due to the fact that one already exists. Planning Commission Action: Opposition was present. The opposition also presented letters of neighboring owners opposing the Conditional Use Permit. The reasons for opposition were: loss of value in their property, parking problems and too much existing rental property. The Commission voted to deny: 7 ayes, 3 noes and 1 absent.
