PLANNING CONSIDERATIONS:
No adverse comments have been received from any reviewing
agency regarding this application. Neighborhood opposition
is expected. The applicant presently has a duplex and a
single family dwelling on the site. He intends to add
another structure along the south side of the property to
house an automobile repair facility. There is no zoning
district which permits this mix of uses; however, "I-2"
would permit the auto repair and make the existing
residential uses nonconforming. "I-2" is the only district
which fits the neighboring areas, but staff considers this
to be a fairly stable residential pocket surrounded by
industrial uses and zoning. This proposed change would tend
to initiate further changes of a similar type that are not
desirable.
STAFF RECOMMENDATION:
Staff recommends denial.
PLANNING COMMISSION ACTION:
The applicant was present, and there were three objectors.
The applicant stated that he had owned the property for
eight to nine years and resided on the property. He also
stated that he owns two other parcels in the neighborhood
and was as interested in preserving the neighborhood as any

of the other people in that location. He stated that he
wanted to operate an auto repair _garage on the same property
with his residence, that he had a mechanic lined up to do
the work, and felt that his proposed use of the property
would not be a detriment to the other residential properties
in the neighborhood.
There were three objectors represented who spoke in
opposition to the application and stated that they agreed in
total with comments made by the staff in the recommendation
and were very interested in keeping the residential
character of the neighborhood intact. After a discussion,
the Commission moved to approve the application as filed.
The motion failed on a vote of 0 ayes, 8 noes and 3 absent.
The application was declared to have been denied.
