15844 1 RESOLUTION NO. 15,844 2 3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO. 4 15,392 (FEBRUARY 21, 2021), TO AUTHORIZE THE CITY MANAGER 5 TO ENTER INTO A SECOND CONTRACT AMENDMENT WITH 6 SHOTSPOTTER, INC., (D/B/A SST, INC.), FOR A TOTAL AMOUNT 7 NOT TO EXCEED ONE HUNDRED FORTY-NINE THOUSAND, FIVE 8 HUNDRED DOLLARS ($149,500.00), PLUS APPLICABLE TAXES AND 9 FEES, FOR THE RENEWAL OF THE WIDE AREA GUNSHOT 10 DETECTION SERVICE FOR THE LITTLE ROCK POLICE 11 DEPARTMENT FOR A PERIOD OF ONE (1) ADDITIONAL YEAR; AND 12 FOR OTHER PURPOSES. 13 14 WHEREAS, since September 11, 2001, the City has become eligible for several Emergency Service 15 Equipment Grants; and, 16 WHEREAS,the Little Rock Police Department entered into an initial contract with ShotSpotter, Inc., 17 d/b/a SST,Inc.,("ShotSpotter")dated August 10,2018; and, 18 WHEREAS, the Mayor and members of the Board of Directors of the City of Little Rock, Arkansas 19 ("City") approved and Amended the Annual Flex Subscription Services Contract for an additional two 20 (2), one (1)-year terms (December 19, 2020, through and including December 18, 2022) for coverage of 21 two (2) square-miles and to coordinate or co-term the renewal of the Annual API Subscription Services 22 (June 14, 2021, through and including December 18, 2022) in Little Rock, Ark., Resolution No. 15,392 23 (February 23,2021); and, 24 WHEREAS, ShotSpotter operates on the principle of multilateration, based upon the precise time the 25 sound of gunfire arrives at each sensor utilizing audio sensors installed on top of buildings or on poles in 26 the designated service area; and, 27 WHEREAS, SST, Inc., is the exclusive provider for ShotSpotter Flex, the cloud-based, subscription 28 managed service offering,which includes warranty,maintenance and support services on its system;and, 29 WHEREAS, multiple sensors pick up on the gun shot's sound and transmits data to the SST cloud- 30 based server, where the company's proprietary software analyzes the data to classify the incident and 31 determine the exact location, transmits the data to the SST "Incident Review Center" within seconds an 32 SST professional reviewer analyzes data and recordings to confirm gunfire before the alert of shots fired, 33 map location and audio data of the shooting is sent directly to the City's Police Dispatch Workstations 34 and Patrol Officers in-vehicle computers and smartphones; and, [Page 1 of 2] 1 WHEREAS, it is critical that the Little Rock Police Department be equipped and trained with 2 reliable forms of response intervention equipment to preserve public safety; and, 3 WHEREAS,the total cost of the additional one(1)-year contract extension from December 19,2022, 4 through December 18, 2023, is One Hundred Forty-Nine Thousand, Five Hundred Dollars ($149,500.00), 5 plus applicable taxes and fees. 6 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 7 OF LITTLE ROCK,ARKANSAS: 8 Section 1. The City Manager is authorized to enter into an additional one (1)-year Contract 9 Amendment term from December 19, 2022, through December 18, 2023, for an amount not to exceed 10 One Hundred Forty-Nine Thousand, Five Hundred Dollars ($149,500.00), plus applicable taxes and fees, 11 with ShotSpotter, Inc., d/b/a SST, Inc., to provide coverage services in accordance with the terms and 12 conditions contained in the Agreement between the City of Little Rock and ShotSpotter dated August 10, 13 2018,as amended to reflect the revisions in Amendment One,which is incorporated herein by reference. 14 Section 2. Funds for this expenditure in the amount of Ninety-Nine Thousand Dollars ($99,000.00) 15 will be paid from Federal Asset Forfeiture-Treasury and Fifty Thousand Dollars($50,000.00)will be paid 16 from Crime Guns Grant, Account No. 270529-G35167. 17 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 18 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 19 adjudication shall not affect the remain portions of this resolution, which shall remain in full force and 20 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 21 resolution. 22 Section 3. Repealer.
