This request is being written on behalf of Snider
Corporation in connection with its PCD Development
which was approved by the Little Rock Planning Commission
and then by the City Board of Directors by ordinance
adopted April 6, 1982.
Due to the presently existing litigation over the
financing of another hotel -motel project in the City
by the issuance of tourism revenue bonds by the munici-
pality, this Snider Corporation project has been delayed
at this time. Staff has called our attention to the
requirements of Article IX -3 of the Little Rock Zoning
Ordinance that two one-year extensions may be granted by
the Planning Commissionfor the submission of the final
development plan/plat; which must be submitted within one
year of preliminary plan approval.

The City Manager asked me to respond to your letter to him on December 21st
identifying a problem you're having with the alley next to the KARN building.
Let me bring you up-to-date on the status of your PUD application and what
you can do to regulate traffic on the alley in question.
An alley closure petition was filed concurrent with the Snider Commercial
PUD application and was approved by the Board of Directors in March, 1982.
The PUD remains on preliminary approval, the development not actually having
begun. Therefore, the alley has not been formally abandoned and will remain
public property until the final development plan and plat are recorded.
This office has no problems with what you propose to do, namely regulate use
of the alley by means of a gate. Intrusion of physical improvements into
the right-of-way (which remains open until you obtain final PUD approval)
should be authorized by means of a franchise agreement authorized by the
Board of Directors. We will be glad to assist you in accomplishing this at
your earliest convenience. I suggest dial: you have your attorney, Mr.
Bill Terry contact Richard Wood of this office.
If you have any questions about the above please give me a call. I see this
as nothing more than a formality.
