PROPOSED USES:
Residential
REQUEST:
To rezone an area from its present classification as an "R-2"
Single Family zoning district to that of a "PRD" (Planned
Residential District).
DEVELOPMENT PHILOSOPHY:
This is an attempt to develop a high-quality condominium/town
house project by utilizing the trills in Western Little Rock as a
natural country setting for the new neighborhood. The developer
explicitly states that the basis of the project is "careful
planning with a concern for the natural ecology, as well as
particular attention to creative design for today's relaxed life
styles•" Project construction for the 250 units is to be divided
into eight phases of approximately 31 units each, depending on
market condition.
The Hickory Creek plan for development was created around a
central theme of a "planned neighborhood which utilizes the
condominium association management concept" with a clustered site
design. The applicant states that the clustered neighborhood
will be created by: private and common open spaces per house;
private street access, visitor parking courts; and common
landscaped grounds maintained by the property -owners. Other

ENGINEERING CONSIDERATIONS:
(a) Hinson Road to be 48' pavement in 80' right-of-way.
(b) Flooding restrictions will require separation of buildings
by about 3301, present plans separate buildings by
1 approximately 220'1, in northeast section of plat.
(c) Proposed dam may not be permitted unless 100 -Year Flood can
be passed over/around dams.
(d) Five street intersections shall be modified for safety.
�. STAFF ANALYSIS:
With the exception of Engineer's comments, no adverse impacts to
surrounding areas are expected. Staff is supportive of the type
of the cluster layout used; and sees it as a reasonable means of
developing the property. The applicant, however, needs to
clarify some matters pertaining to internal access, staff feels
that the 18, loops specified "D" on the plats are too narrow.
They should be at least 201, staff suggests that the engineer of
record meet with City Engineers to work out problems with
intersections.
STAFF RECOMMENDATION:
Approval subject to comments by Staff and the City Engineer.
SUBIDIVISION COMMITTEE RECOMMENDATION:
Approval as recommended by staff with the additional requirements
that: (1) dedicated access provided to the Nelson parcel, 10
acres more or less on the south, (2) provisions of a 45' access
easement to the Nelson parcel on the east, (3) internal walla
system as opposed to conventional sidewalks. The vote - 4 ayes,
0 noes, 1 absent.
PLANNING COMMISSION ACTION: (8-11-81)
Mr. Tom Gray, who was present in support of this item, requested
that the application be amended to include recently acquired
property. Staff stated that a revised plat, which seemed to be
-in compliance with Ordinance requirements, had been received.
However, there had not been adequate time for distributing this
new plan to the various utilities. The Commission made and
passed a motion to tentatively approve the revised plan, subject
to comments from various utilities and review at the August 27th
Subdivision Committee meeting. The vote: 9 ayes, 0 noes and
absent.* 2
