LOCATION: 321 Pleasant Valley
OWNER/APPLICANT: St. James United Methodist Church,
Fred Perkins, for a conditional
use permit to allow the
construction of additional
sanctuary space on land that is
presently zoned "R-2."
PROPOSAL:
This is a plan to allow expansion of the sanctuary on an
existing church use, and the adoption of the Master Site
Plan as shown. (Future additions - youth building, approx.
15,000 sq. ft.; administrative offices, approx.
3,500 sq. ft.; chapel, approx. 3,000 sq. ft.; additional
classrooms, 10,000 sq. ft.
ORDINANCE DESIGN STANDARDS:
1. Site Location
This site is located at the southeast corner of the
intersection of Pleasant Valley Drive and Platte Drive.
The area could generally be described as a single
family and multifamily residential area.
2. Compatibility with Neighborhood
The use of a church on this site is compatible with the
surrounding area.
3. On -Site Drives and Parkin
This property has three access drives. Two existing
drives are located on Pleasant Valley Drive, and one
drive is located on Platte Valley Drive. The site
contains 272 existing parking spaces, which exceeds
ordinance standards.
4. Screening and Buffers
The applicant is proposing to use existing trees and
shrubs that are on the adjacent property lines to
fulfill the screening and buffer requirements.

5. Analysis
Staff is in agreement with the proposed expansion of
the existing use. No adverse impact is expected to the
surrounding area. All improvements, access and parking
are in place.
6. Staff Recommendation
Approval as filed.
SUBDIVISION COMMITTEE RECOMMENDATION - ADVISORY OPINION:
Approved as recommended by staff. The vote - 4 ayes,
0 noes, 1 absent.
PLANNING COMMISSION ACTION:
After a brief discussion, the Planning Commission moved to
approve the request as filed. The motion passed. The vote:
9 ayes, 0 noes and 2 absent.
