PLANNING CONSIDERATIONS:
The Wastewater Utility points out that the western 400 or so
feet of the property lies within the Maumelle Valley Basin,
where the utility has limited capacity. However, the
developer assures Staff that no problem with sewer
facilities is expected from this development. There have
been no other negative considerations brought to Staff's
attention from any reviewing agency on this case. The
proposed zoning is in conflict with the Suburban Development
Plan as adopted. However, an amendment in connection with
this application has been advertised for a public hearing.

A meeting with the neighboring property owners was held by
the applicant on September 15, at Pulaski Academy, and Staff
thought that some agreement would be forthcoming subsequent
to that meeting, but Staff understands that that the Marlowe
Manor residents have voted to oppose this request and will
present arguments against a rezoning at this public hearing.
The applicant has presented one site plan which depicts the
maximum development to be expected from this proposed zoning
combination, but there is no specific commitment to this
proposal. Staff believes that the zoning requested is
appropriate for the site for the following reasons:
