The proposed :coning in this application conforms with the Suburban Development Plan. The City Engineering Department opposes this request as being premature, owing to the fact that a large zoning commitment has been previously made while no movement towards development of the existing tract which is zoned as taking place. The Wastewater Utility states that sewer service will not be available until 1983. No other adverse comments have been received. While it is desirable to tie development to public improvements, this property has access to an interstate highway frontage road and has been used in the past for commercial purpose in part. of course as has been proven many times over in Little Rock, zoning and development do not always go hand--in--hand. Fred 'Bair was quoted in the book, City_Zonin , as saying, "You can zone it for oil wells, but you might not get any." STAFF RECOMMENDATION Staff recommends approval. July 28, 1981 Item No. 7 - Continued COMMISSION ACTION: The applicant was present, represented by Russell Berry of Garver and Garver Engineers, and made a brief discussion of the proposed street improvements for the area. Bob Lane from the City Engineer's staff was present and discussed the opposing views as expressed in a memorandum from the City Engineer to the Planning Director of which a copy is 'Included in the file, which cited the several objections they have, primarily indicating that the zoning is, in their view, premature. After discussing the various issues involved, the Commission moved to defer the matter for 30 days asking for more information on the proposed development and the peripheral issues attached to it, suggesting a reduction in the size of the acreage requested for zoning and some assurances that certain of the engineers' concerns would be addressed. The motion to defer was passeed - 10 ayes, 0 noes, and 1 absent.
