15835 1 RESOLUTION NO. 15,835 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXTEND 4 THE CONTRACT WITH THE LITTLE ROCK REGIONAL CHAMBER 5 OF COMMERCE, IN AN AMOUNT NOT TO EXCEED TWO HUNDRED 6 FIFTY THOUSAND DOLLARS ($250,000.00), TO PROVIDE ECONOMIC 7 DEVELOPMENT CONSULTING SERVICES; AND FOR OTHER 8 PURPOSES. 9 10 WHEREAS, Article 12, Section 5 (b)(2) of the Arkansas Constitution permits a Municipal 11 Government to enter into a contract for Economic Development Services; and, 12 WHEREAS, the City of Little Rock, Arkansas (City), seeks to expand its economic base by 13 contracting with an organization for Economic Development Services; and, 14 WHEREAS,after a competitive Request for Qualifications process in 2020, in which the Little Rock 15 Regional Chamber of Commerce was the only respondent, the Selection Committee, appointed by the 16 City Manager, scored the technical proposal as qualified and recommended that a contract be awarded to 17 the Little Rock Regional Chamber of Commerce; and, 18 WHEREAS, on October 19, 2021, the Board of Directors of the City of Little Rock passed 19 Resolution No. 15,378 to authorize the City Manager to enter into a contract with the Little Rock 20 Regional Chamber of Commerce to provide Economic Development Consulting Services through 21 December 31,2021;and, 22 WHEREAS, Resolution No. 15,378 provided further that by mutual agreement of the parties of the 23 contract, the agreement can be extended for the same amount of Two Hundred Fifty Thousand Dollars 24 ($250,000.00)for up to three(3)additional one(1)-year terms; and, 25 WHEREAS, Resolution No. 15,601 (December 21, 2021) provided for an additional one (1)-year 26 term from January 1,2022,through December 31, 2022. 27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 28 OF LITTLE ROCK,ARKANSAS: 29 Section 1. The Board of Directors hereby authorizes the City Manager to extend a contract with the 30 Little Rock Regional Chamber of Commerce to provide Economic Development Consulting Services to 31 the City in accordance with the terms and conditions offered in the proposal submitted in response to the 32 request for proposals Bid No. 1047 in an amount not to exceed Two Hundred Fifty Thousand Dollars 33 ($250,000.00)from January 1, 2023,through December 31, 2023. [Page 1 of 21 1 Section 2. Funds for the Economic Development Consulting Services pursuant to the contract 2 authorized by this resolution will be made available through an Account No. 100000-63390. 3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 6 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 7 resolution. 8 Section 4. Repealer.
