The City Beautiful Commission held its regular meeting at 11:30 a.m. on THURSDAY
SEPTEMBER 3, 2015, IN THE BOARD ROOM OF CITY HALL, 500 WEST MARKHAM
STREET

APPROVAL OF THE MAY MINUTES:
Motion: Commissioner Winchester made a motion to approve the August 06, 2015 Minutes.
Second: Commissioner Thomas seconded the motion and it passed unanimously.

That there have been no new expenses.

Commissioner Homeyer stated:
That there is no update.
Public Relations
Website:
Commissioner Hancock stated:
He has continued to keep the CBC Facebook page active and posted pictures from the last Adopt -
A -Street cleanup. In addition it was stated that when the Landscape Awards are concluded that the
Eye of the Beholder will become the focus for future post.
KLRB:
Commissioner Hancock stated:
That he believes Commissioner Loveless has reached out to Regions Bank (on the corner of
Bowman and Markham) to see if they could help out in keeping the bridge adjacent to their
property cleaner and possibly providing additional plantings in this area.
Commissioner Loveless stated:
That he was unable to attend the August meeting. In addition Commissioner Loveless stated that
he would no longer be able to perform his duties as the CBC liaison to KLRB. Commissioner
Thomas stated that he may be able serve this role in some capacity.
Adopt -A -Street:
Commissioner Hancock stated:
That there was a good turnout for the August pickup.
Eye of the Beholder:
Commissioner Young stated:
There had been three certificates mailed out last month and an additional certificate would be
placed in today's mail.
Landscape Awards:
Staff Member Spillman provided a PowerPoint Presentation of the 2015 Landscape Award
nominees.
The commissioners voted and selected the following for the 2015 Landscape Award

• Southwest Power Pool
201 Worthen Dr
Ward 5
• U.S. Pizza Heights
5524 Kavanaugh Blvd
Ward 3
The commissioner's then reviewed photos from a previously compiled Parks Department PDF of
Little Rock landscape photos for the Landscape Award recipient poster. After discussion it was
decided that one of the photos showing the Arkansas State Capitol would be used.
Commissioner Thomas stated that he has experience in graphic design and volunteered to compose
the recipient poster.
Motion: Chairman Peek made a motion to select photo #12 from the PDF showing the north side
of the state capitol for the 2015 Landscape Award poster.
Second: Commissioner Homeyer seconded the motion and it passed unanimously.
T.R.E.E Fund:
Chairman Peek inquired if the donation had been made from CBC Case #640 La Madeleine.
Staff Member Spillman stated that this has not yet been made but will be forthcoming.
The deferment of Case #641 BMW from August to September was discussed. Staff Member
Spillman explained that applicant had been contacted but did not respond to inquiries of a
September hearing. The commissioners further discussed this deferment and decided to vote to
again defer this hearing to October.
Chairman Peek entertained a motion to defer CBC Case #641 BMW to the October.
Motion: Commissioner Winchester made a motion to defer CBC Case #641 BMW to the October
meeting.
Second: Commissioner Homeyer seconded the motion and it passed unanimously.
City Beautiful Exhibit:
Commissioner Hancock stated:
That he and Commissioner Loveless have conferred several times in the past week and have
discussed the items that will be included in the exhibit. The list of these items will need to be
delivered to the curator at the Arkansas Historic Museum. However, this person is on leave and
more time will be needed to coordinate these efforts.
Other Cities Committee:
Commissioner Morgan stated:
He did not have a presentation this month.
NEW BUSINESS:
Chairman Peek entertained a motion to approve $200.00 for the printing and $200.00 for the
framing of the Landscape Award posters.
Motion: Commissioner Winchester made a motion to approve $200.00 for printing and $200.00
for framing the Landscape Award posters.
Second: Commissioner Homeyer seconded the motion and it passed unanimously.
Commissioner Winchester inquired if the CBC would consider partnering with the Urban Forestry
Council for a Garden Show booth. This commissioners discussed possible interest.
ANOUNCEMENTS:
That the next Adopt -A -Street pickup will be decided at next month's meeting.
The next meeting will be, Thursday, October 01, at 11:30 am
ADJOURNMENT:
Motion: Commissioner Loveless made a motion to adjourn.
Second: Commissioner Young seconded the motion and it passed unanimously.
The meeting was adjourned at 12:38 pm
