CBC 11-05-2009LITTLE• ROCK CITY BEAUTIFUL C0MMisstoN The City Beautiful Commission held its regular meeting Thursday, November 5th, 2009, at 11:30 a.m. at Curran Hall. Chair Homeyer called the meeting to order. Second: Commissioner Tatum seconded the motion and it passed unanimously. TREASURER'S REPORT: Per Treasurer: no report Chair Homeyer turned in invoice for the landscape awards. Mr. Dana Carney explained the city budget issues and noted the possibility of no funding this year. Chair Homeyer inquired whether or not the CBC can accept and solicit donations. Staff answered that is appropriate and has been done in the past by the CBC. Annual incurred expenses of the CBC were discussed and it was noted the website seemed to be the highest expense. Commissioner Warren noted she thought it was around $900.00 annually. Vice -Chair Weidower noted he had a client that might be willing to do it less expensively. Commissioner Cole inquired about the cost being, per page. If that is the case then perhaps we reduce the number of pages on the site. Commissioner Warren noted she would check on that and get back to the CBC. It was noted the CBC would decide at next months meeting after knowledge of the remaining monies has been retrieved. The Flower and Garden Show is also an expense incurred annually; after the date of December the 1" the price goes up to two -hundred and fifty dollars ($250.00). LANDSCAPE ORDINANCE UPDATE: Mr. Dana Carney, Zoning and Subdivision Manager, reported to the CBC the revised landscape ordinance had passed. It will go into affect in thirty (30) days from date of passage, November the 20th, 2009. Vice -chair Weidower noted the reputation of the CBC maybe an issue to discuss at the 2010 Annual CBC retreat in more depth. Commissioner Jennings inquired about getting a copy of the Landscape Ordinance. Staff noted a copy would be sent W_1Wdftff1ffe _eodiFcat4orl t t V4� COMMITTEE REPORTS: UPDATES: OLD BUSINESS: X, i Landscape Awards -Receipts very turned into city staff for all the landscape award expenses. Staff will make copies and give the the receipts to Mrs. Venita Young for reimbursement(s). It was noted the food was barely eaten and could be cut out next year to help with cost. Eve of the Beholder Tatumm- no report. Community Pro'ects City Hall Rear Entry Garden —It was mentioned that Phase two(2) of the project could begin with the design concept phase. The Parks and Recreation Department would need to be contacted and questioned about the future plans. I-630 Trees -Commissioner Jennings noted the committee continues to try and have a meeting with the Arkansas Highway Department. Update to follow. Website(Lynn)-Commissioner Warren noted a few technical difficulties with photo distortion but will address. Commissioner Warren noted she'd revised next years landscape award nomination form, "Best of the Best Awards". Library Exhibit -(Tatum) -Commissioner Tatum noted the library exhibit can be put on hold until January. Suggested the CBC be thinking about having a permanent exhibit here at Curran Hall. KLRB(Walter)- Commissioner Jennings reported the KLRB website is up. It is keeplittlerockbeautiful.org, keeplittlerockbeautiful.com, and klrb.org. The clean-up was a huge success. Over two -hundred and forty (240) cubic foot dumpsters and two (2) trailers of refuse. Commissioner Warren was able to help that day too. They will continue to have four (4) cleanups a year, two (2) in the spring and two (2) in the fall. KLRB is reviewing ways to encourage recycling in the City of Little Rock. November the 15th is National Recycle Day. Chair Homeyer and Commissioner Warren will work on a letter and attempt to meet with the r Mayor. It was also noted that there is � State Law mandating recycling; however, not a City of Little Rock law.-f� Ado t-A-Street- It was noted the pick-up is scheduled for the upcoming Saturday. Garden Show 2010- It was noted there is a website for the Flower and Garden Show; information can be obtained from there. In the past, eight (8) name tags were allotted and thus need to be shared by the Commissioners. Discussion commenced regarding the inclusion of the Iris Society. The CBC could pay one-half or one -hundred and twenty-five ($125) and the Iris Society the other half and share a booth. Communications- Cole)�Discussion commenced regarding the announcement of the new meeting location for the CBC. Meg Matthews, PR individual for the City of Little Rock, maybe able to announce. NEW BUSINESS: Signage for the CBC located at Curran Hall was discussed. Commissioner Tatum noted she'd get with the Historic District Commission and Curran Hall (Roger) about options. An interior sign or an exterior sign were discussed. Vice -Chair Weidower noted he would work on mock-up for an interior sign similar to the landscape award signage for CBC review at a later time. Election of Officers far 2010- Commissioner Warren announced the committees choices for next years Slate of CBC Officers: Chair, Steve Homeyer Vice -Chair, Bill Weidower Treasurer, Betsy Luten Motion: Commissioner Jennings made a motion to accept the Slate of Officers as announced. Second: Commissioner Wiedower seconded the motion and it passed unanimously. Change ofBy-laws for CBC nieetints location: Beth Blevins Carpenter, Deputy City Attorney for the City of Little Rock noted she would revise the by-laws and get the revisions out for CBC to review. Commissioner Warren noted the CBC was recently mentioned in "Arkansas Business, Green Guide" under "Sustainable organization(s)." 2010 CBC Annual Retreat; Chair Homeyer noted he'd contact Julie Robbins and attempt to get Wednesday, January 27th at 3:00 p.m. CBC Vacancies: It was noted there are four (4) openings as of the end of today's meeting. Chair Homeyer also noted he'd compose a letter to the Board of Directors and the Mayor asking them to expedite the nominations of new CBC members.
