Second: Commissioner Tatum seconded the motion and it passed unanimously. C.B.C. LANDSCAPE VARIANCE PUBLIC HEARING CASE NO.614: Due to the low number of City Beautiful Commissioners, the applicant requested the hearing be deferred. Motion: Vice Chair Wiedower made a motion to accept the applicants deferral request. Second: Commissioner Cole seconded the motion and it passed unanimously. TREASURER'S REPORT: Per Debra Redding, Treasurer: Little Rock City Beautiful Commission Treasurer's Report 02-05-09 Beginning Balance as of December 23`d, 2008 $2�.10 Credits Interest on Account .00 Total credits $ 0.00 $2,191.10 Debits none Ending Bank Balance as of February 5th, 2009 $2,191.10 Chair Homeyer noted that he'd purchased the gift certificate for the retreat facilitator from his personal account and needs to be reimbursed for the amount of $75.00, out of the CBC non -city funds. LANDSCAPE ORDINANCE PROPOSED CHANGES: City staff continues to collect data, work within the planning department staff and with city hall. COMMITTEE REPORTS: UPDATES: OLD BUSINESS: Landscape Awards Ben - Commissioner Cole recommended Commissioners always be on the lookout for potential landscape awards. Mrs. Lynn Warren recommended the use of the LR Garden Club 2009 Landscape Award poster for display in the garden show this year. Eye of the Beholder - Commissioner Redding forwarded the letter to Commissioner Tatum and has also given her the supplies. Future Projects City Hail Rear Entry Garden — Chair Homeyer noted the trees are planted; ribbon cutting will commence in the Spring. Mrs. Lynn Warren will contact the schedulers for the officers of the Mayor, City Manager, B.J. Wyrick, and Scott Carter, City PR representative to find a date in April or May. I-630 Trees -no report. PR-Website- Mrs. Lynn Warren noted she'd uploaded the following to the CBC website: all the current meeting meetings agendas and draft minutes (all reformatted for the current year), 2009 retreat agenda, the upcoming variance, the buffer letter written to the AR Highway Department and added a copy of the current proposed landscape ordinance that is continually being reviewed and adjusted on the front page as requested. Mrs. Warren is working with Ms. Marvel on getting all the fnaI copies of the minutes for the years of 2007 & 2008 and after merging them into one document for each year; they will be posted on the meeting page, similar to the yearly minutes from 2006. Retreat minutes are pending. Commissioner Tatum visited the Butler Center, Little Rock Library for archives of the CBC. The first dated document reflects January 1948; therefore, the CBC is at least that old. Commissioner Tatum was able to find valuable information ranging from photos of prior winners of CBC beauty pageants. It appeared the pageant died out around 1966 to 1967; however a 5 year old pageant commenced in the years 1965 and 1966. Commissioner Tatum believes the 5 year old pageant maybe something the CBC would want to consider doing and include the winner in the Christmas Parade annually by riding with the Mayor. Perhaps, this pageant could be tied into the earth day event. Purchased and copied three (3) photos far a total of $30.00 (scans) and $9.00 (photos 8 X 10). Commissioner Tatum will have the photos ready to display at both the 2008 Flower and Garden Show and for the future Library exhibit. Commissioner will email all of the details of the information found to all Commissioners. KL LB- Mr. Walter Jennings relayed how the KLRB is primarily working on two issues: Defining the objectives/job duties of the recently hired city staff individual and ways in which to increase recycling and decrease litter. Otherwise, the KLRB is awaiting the finalization of a contract agreement between the city and state that can be used for a third parties adoption. Adopt -A -Street- A map for the Adopt -A -Street is still needed. Ms. Marvel has a copy of one that is outdated, 2002 but can be obtained and used if something else cannot be generated prior to the Garden Show. Garden Show 2009-Chair Homeyer contacted all six (6) of the local nurseries and all but one, Horticare Inc., agreed to participate and honor the coupon that was printed in 2008. Also at the table, a fact finding sheets and adopt -a -street brochures. Mrs. Warren contacted several people for donations: P. Allen Smith's office for the donation of six (6) signed book, "Living in the Garden Home", same book as the previous year. The Secretary of State's office will donate 500 copies of their grounds booklet which includes information on the trees and gardens on the Capitol grounds (including the rose gardens), Keep Arkansas Beautiful can provide the 1-800 phone number tags for calling in litterers. The City Director, Stacy Hurst, donated a rose flower arrangement from Tipton Hurst, similar to last year. Action plan sheets were distributed for manning the booth to provide two (2) people per time slot. It was decided that there should be three (3) drawings per day. The hours for the drawings are at 11:00, 1:00, and 3:00. It was noted a Iarge number of people gather for the drawing(s) and it's a great time to bullet point some of the ongoing projects the CBC is working on. Mr. Walter Jennings agreed to compose a bullet point sheet for the show. Tipton -Hurst agreed to donate a flower arrangement and Commissioner Cole agreed to obtain the arrangement since she was the first to serve in the garden booth and to bring something that the drawing names can be put within. NEW BUSINESS: Mrs. Lynn Warren noted that she intended to get a fact sheet on "Complete the Streets" as a part of the American Society of Landscape Architects (ASLA) legislative efforts. It promotes any renovation and construction on roadways to "complete the street" to accommodate all forms of transportation, such as cars, bicyclists, pedestrians, ADA issues, etc. If the Commission is interested in this concept, CBC, per its duty, could hand out this fact sheet to the Board of Directors for consideration. The website is http://www.completestreets.org / Mrs. Warren will email the fact sheet for the CBC to review and bring it to the next meeting for discussion and consider pursuing as a recommendation to the Board. The CBC logo shirts are in for both Commissioner Jackson and Commissioner Overall. Motion: Vice -Chair Wiedower made a motion to adjourn. Adjournment: 12:53 p.m. February 05, 2009 ITEM NO. 1- C.B.C. 614 - NEW MATTERS Applicant: Address: Description: ORDINANCE RE UI REMENTS: Sonic America's Drive -In Wayne Brayton, Agent Director-SRI Facilities 2917 Cantrell Road Lot 1, Cook-Alworth Subdivision 1. A perimeter planting strip is required along any side of a vehicular use area that abuts adjoining property. This strip shall be at least nine (9) feet wide. 2. The city official may grant not more than a twenty-five (25) percent reduction of these provisions for developments within mature areas. VARIANCE RE UESTED: 1. The elimination of a portion of the nine foot (9') foot wide perimeter landscaping strip along the southeastern property line. FINDINGS: Sonic, America's Drive -In is located on the C-3 zoned property located at 2917 Cantrell Road. This particular Sonic was constructed approximately five (5) years ago. It includes outdoor seating, indoor seating, and one drive through lane. The applicant would like to have an additional drive through lane added to this site. According to the applicant, this proposed lane would be for the beverage pick-up only. Currently, the waiting time for customers is longer than wanted for optimal customer service. The majority of customers are for beverage purchase only. This additional lane would allow for faster service to all their customers. The lane would be ten foot (10') wide and fifty (50) foot in length. For the addition of this drive through lane to commence the nine (9') foot wide perimeter landscape strip will be eliminated in its entirety for fifty (50') foot. It is the intention of the applicant to relocate the three (3) trees affected by this additional drive through lane. A Splash Carwash is located on the northwestern property line of this site and an antique mall along the southeastern property line. Residential properties lie long the rear of the property. Staff has received two (2) phone calls in conjunction with this request. Mr. Max Brantley whom resides at 3210 Edgerstoune Lane, sent the following email and requested that it be forwarded onto the commission: "I continue to have questions about the portable building and their inability to police the litter strewn over neighboring property, But I also have a very real concern about putting a parallel Iane of traffic into Cantrell Road. This property was too narrow for this development. The shared entrance driveway with the car wash is already a huge problem. The curve and inadequate turn lane on Cantrell are the cause of frequent accidents and near misses. Putting two lanes of traffic exiting the building simultaneously into an already difficult traffic situation strikes me as imprudent. Don't know if that's a city beautiful issue or not. But the Sonic sold this plan in part with the landscaping, which was a pleasant departure. They knew the rules. They should abide by them, not try to change them when they think nobody is looking." Mr. Brantley wanted to go on record as being against. Secondly, a phone call from Mr. Mort Geeter, co-owner of the Splash Carwash next door wanted to go on record as being indifferent and really has no problem with the applicants request because its on the opposite side of his property. Staff does not support the total elimination of the perimeter landscape requirement.
