2. Landscape areas shall be provided between the vehicular use area used for public parking
and the general vicinity of the building.....these areas shall be equal to an equivalent
planter strip three (3) feet wide along the vehicular use area.
3. One (1) tree and four (4) shrubs shall be planted in the building landscape areas for each
forty (40) linear feet of vehicular use area abutting the building.
4. One (1) tree and three (3) shrubs shall be planted in the perimeter landscape area for each
thirty (30) linear feet.

FINDINGS:
The property is located at 280 South Shackleford Road; previously the location of Haverty's
Furniture Store. The structure is twenty-nine thousand three hundred and fifty square foot
(29,350) in area. The site is a little over 2 acres in size. There are no plans to increase the
building square footage with this application. Generally, a building of this size would require
on site parking spaces; currently, there are twenty-six existing parking spaces. The owner of
this building has had difficulty leasing and/or selling the business due to the lack of available
parking. The applicant has purchased the adjoining property to the south to enlarge the area
available for parking. Currently, the C-3 zoned property has a building located on it. Plans
include the demolition and removal of the existing structure. This tract, Tract 2, will then be
incorporated within the parking lot design as shown.
The new parking lot design, along the south property line, encroaches into the required nine -foot
wide (9') perimeter landscape strip. This minimal amount can easily be achieved by simply
reducing both of the aisle widths. The proposed plan doesn't reflect the required building
landscaping. This minimal requirement can also be met by reducing the aisle widths. Also, this
parking lot doesn't reflect the eight percent (8%) interior landscaping requirement. Interior
islands must be a minimum of seven and one-half foot (71/a') in width to qualify and be evenly
distributed throughout the site.
The application also includes the addition of parking behind the structure along the creek. Due
to the substantial grade change in that area a retaining wall will need to be constructed. This
wall will be constructed of segmented, keystone blocks. The installation of this rear parking lot
will reduce the perimeter planting strip down to five foot (S') in width. The landscape ordinance
requires a nine -foot (9') wide landscape strip. Due to the structural geo-grid fro the wall, the
applicant will also be limited on the plant materials to be installed within this area.
The landscape ordinance requires a nine -foot (9') wide perimeter landscape strip around the sites
entirety. Currently, there is zero perimeter landscaping along Shackelford Road. Staff feels the
applicant can eliminate the nine (9) parallel parking spaces along the eastern property line along
Shackleford Road in lieu of the additional parking variances/allowances being requested. This
would be an additional ten -foot (10') of green space along Shackleford Road. The applicant is
also requesting the elimination of the required plantings in this area.
Staff recommends denial of all the requested variances.

planting strip adjacent to freeways or expressways shall be at least thirty (3 0) feet wide.

FINDINGS:
The property located at 9911 Interstate 30 is zoned 1-2 and is approximately twenty-three acres
in size. It currently includes a ninety thousand square foot warehouse that has been vacant for
years. Most recently, the sites primary use has been for the outdoor storage of a few "Cams",
which are large outdoor storage units. The majority of the site is impervious. The site primarily
contains asphalt, concrete, and various structures; allowing for very little green space. The
applicant would like to renovate the building for the future use of an automobile dealership. The
dealership will sale, display, and perform repairs on the automobiles at this location.
The applicant is proposing to renovate and reuse the existing warehouse structure; doing so in
two (2) phases. The first phase will include faqade changes, interior renovation, removal of on
site asphalt and concrete, new parking areas, and new landscape areas. The first phase will
include the most northerly portion of the building and the site. Phase two encompasses the
remainder. Phase two will include the renovation of the remaining building, re -design of the
parking areas, and landscaping. All of which, will be brought into compliance at the time of
renovation or any use of the second portion of the building.
The applicant is also proposing to landscape the site along Baseline Road in phase one. With
phase one, the applicant is proposing to remove all of the concrete along the southwestern
portion of the site. This concrete will be re -used on site as SB-2 material in the new parking
areas. This area is to have a hydroseed application upon completion of the concrete removal to
stabilize the soil. Therefore, this area will become pervious. The area along the southeastern
portion of the site will be used as a fill area; again, the final product being that of permeable
greenspace via removal of the hardscaping materials and then the hydroseed being applied.
The only non -compliant issue on the site is that of the Interstate Perimeter Landscape Strip. The
typical requirement is thirty foot (30'). Due to the intended development of the existing building
and its reuse; the parking lot design was somewhat limited. To both optimize parking quantity
and circulatory layout for an automobile dealership; the nine -foot (9') was the maximum amount
allowable for the perimeters set forth by Chevrolet. The site is also very unsightly and the
project should be a nice upgrade and addition to this area. The applicant is meeting the plant
quantity of both trees and shrubs; however, is deficient on the distance requirement.
Staff feels the rehabilitation of the existing structure on the site is environmentally conscious and
is also a major upgrade and investment to this site. Staff feels the reduction in the perimeter
landscaping strip is offset by the overall improvement of the remainder of the site.
STAFF RECOMMENDATION:
Staff recommends approval of the requested perimeter planting strip variance of nine foot (9').

The applicant, Mr. Larry Crain noted that although the area is proposed as having nine foot (9')
of greenspace there is actually a total of thirty-nine foot (39') of greenspace including the
Arkansas Highway Department right-of-way. Mr. Joe White, engineer on the project, also noted
there is a tremendous amount of visual, vertical, and horizontal separation due to the newly built
overpass in this area. Vice -chair Wiedower inquired about the old building footprints on the site
and about the access available to this site. Mr. White noted that the old building footprints
(concrete) will be removed in conjunction with this project and there will be access from both the
Interstate service road and off of Baseline Road. It was previously the Munsey Manufacturing
Facility.
Expansion space, the amount of parking, and showroom space were discussed. Commissioner
Cole inquired about the use of the Bald Cypress tree. Staff noted the Bald Cypress Tree does
well in this area when irrigated. Vice -chair noted that he'd like to see larger trees planted in the
nine -foot landscape strip in lieu of the reduction of greenspace. The drainage basin being an eye
sore was discussed. Mr. Larry Crain noted that he'd see that it was well maintained.
Commissioner Warren recommended the trees be of five -inch (5") caliper upon installation.
Chair Homeyer inquired about the plans for signage. It appeared the signage was to be much
taller than any of the trees being proposed. It was noted the trees should screen the signage
poles. Chair Homeyer noted that trees over four inches (4") in caliper get very expensive. Vice -
chair noted that four -inch caliper (4") trees would suffice. Tree types were discussed. It was
noted that one half (1 /2) of the trees were to be of an evergreen variety per code.
Motion: Vice chair Wiedower made a motion to accept the landscape variance request of a
reduction in the thirty foot wide (30') Interstate buffer to nine foot (`9) with the increase in the
landscape trees size(s) to four inches (4") in caliper at planting.
Second: Commissioner Warren seconded the motion and it passed unanimously.

COMMITTEE REPORTS: UPDATES:
OLD BUSINESS:
Landscape Awards -(Cole, Bell, Homeyer)-Commissioner Cole spoke with Latoya in the City
Managers Office and she noted that there was no problem getting the CBC on the October Board
Meeting Agenda; however, an exact date can't be set yet. Publicity is to commence within the
month. Commissioner Cole noted the local access channel might be an avenue for advertisement
opportunities.
Eve of the Beholder (Tatum)- Commissioner Tatum noted that four (4) certificates are to be
mailed today. Chair Wiedower noted intentions to print more Eye of the Beholder Awards.
Discussion of ordering more award signage needs to be discussed at next months meeting
perhaps.
Communitv Proiects
City Hall Rear Entry Garden —no report.
I-630 Trees -City staff, Christy Marvel noted the committee had met a couple of times on
the design of the Interstate corridors. Staff, Christy Marvel noted the intention of having a
preliminary design ready for review at Augusts meeting.
Website (Lynn) -Commissioner Warren noted the contract was complete.
Library Exhibit- (Tatum) -Commissioner Tatum and Commissioner Luten noted the exhibit
was in City Hall; however now is at Fletcher Library; other locations were discussed.
KLRB (Walter)- It was noted the Litter Index will commence soon for the City of Little Rock.
Adopt -A -Street (Wiedower)- Vice -chair will send out a reminder about this Saturdays pick-up.
Garden Show 2010-(Luten) —no report.
Communications- (Cole)- It was noted the Master Gardeners group announced the opening for
the 2010 Landscape Awards
Awards Committee- Plans to meet and address the various awards were discussed.
NEW BliSINESS:
Beth Blevins Carpenter, Deputy City Attorney, noted Requests for Proposals (RFP) had gone out
and gave a list of the Commissioners to the Chair, Steve Homeyer.
Impromptu guest: Robert Walker, Neighborhood representative for the Rose Creek Park
regarding the future plans to have a bicycle/pedestrian trail system through their neighborhood
via the old railroad easement. Mr. Walker intends to approach the CBC for support of the plan in
the future.

VARIANCE REQUESTED:
1. The reduction of the perimeter planting strip from the typical requirement of thirty foot
(30') reduced to the nine foot wide (9') minimal landscape strip.
FINDINGS:
The property located at 9911 Interstate 30 is zoned I-2 and is approximately twenty-three acres
in size. It currently includes a ninety thousand square foot warehouse that has been vacant for
years. Most recently, the sites primary use has been for the outdoor storage of a few "Cams",
which are large outdoor storage units. The majority of the site is impervious. The site primarily
contains asphalt, concrete, and various structures; allowing for very little green space. The
applicant would like to renovate the building for the future use of an automobile dealership. The
dealership will sale, display, and perform repairs on the automobiles at this location.
The applicant is proposing to renovate and reuse the existing warehouse structure; doing so in
two (2) phases. The first phase will include fagade changes, interior renovation, removal of on
site asphalt and concrete, new parking areas, and new landscape areas. The first phase will
include the most northerly portion of the building and the site. Phase two encompasses the
remainder. Phase two will include the renovation of the remaining building, re -design of the
parking areas, and landscaping. All of which, will be brought into compliance at the time of
renovation or any use of the second portion of the building.
(} The applicant is also proposing to landscape the site along Baseline Road in phase one. With
phase one, the applicant is proposing to remove all of the concrete along the southwestern
portion of the site. This concrete will be re -used on site as SB-2 material in the new parking
areas. This area is to have a hydroseed application upon completion of the concrete removal to
stabilize the soil. Therefore, this area will become pervious. The area along the southeastern
portion of the site will be used as a fill area; again, the final product being that of permeable
greenspace via removal of the hardscaping materials and then the hydroseed being applied.
The only non -compliant issue on the site is that of the Interstate Perimeter Landscape Strip. The
typical requirement is thirty foot (30'). Due to the intended development of the existing building
and its reuse; the parking lot design was somewhat limited. To both optimize parking quantity
and circulatory layout for an automobile dealership; the nine -foot (9') was the maximum amount
allowable for the perimeters set forth by Chevrolet. The site is also very unsightly and the
project should be a nice upgrade and addition to this area. The applicant is meeting the plant
quantity of both trees and shrubs; however, is deficient on the distance requirement.
Staff feels the rehabilitation of the existing structure on the site is environmentally conscious and
is also a major upgrade and investment to this site. Staff feels the reduction in the perimeter
landscaping strip is offset by the overall improvement of the remainder of the site.
STAFF RECOMMENDATION:
Staff recommends approval of the requested perimeter planting strip variance of nine foot (9').

Arkansas Highway Department right-of-way. Mr. Joe White, engineer on the project, also noted
there is a tremendous amount of visual, vertical, and horizontal separation due to the newly built
overpass in this area. Vice -chair Wiedower inquired about the old building footprints on the site
and about the access available to this site. Mr. White noted that the old building footprints
(concrete) will be removed in conjunction with this project and there will be access from both the
Interstate service road and off of Baseline Road. It was previously the Munsey Manufacturing
Facility.
Expansion space, the amount of parking, and showroom space were discussed. Commissioner
Cole inquired about the use of the Bald Cypress tree. Staff noted the Bald Cypress Tree does
well in this area when irrigated. Vice -chair noted that he'd like to see larger trees planted in the
nine -foot landscape strip in lieu of the reduction of greenspace. The drainage basin being an eye
sore was discussed. Mr. Larry Crain noted that he'd see that it was well maintained.
Commissioner Warren recommended the trees be of five -inch (5") caliper upon installation.
Chair Homeyer inquired about the plans for signage. It appeared the signage was to be much
taller than any of the trees being proposed. It was noted the trees should screen the signage
poles. Chair Homeyer noted that trees over four inches (4") in caliper get very expensive. Vice -
chair noted that four -inch caliper (4") trees would suffice. Tree types were discussed. It was
noted that one half (1/2) of the trees were to be of an evergreen variety per code.
Motion: Vice chair Wiedower made a motion to accept the landscape variance request of a
reduction in the thirty foot wide (30') Interstate buffer to nine foot (`9) with the increase in the
landscape trees size(s) to four inches (4") in caliper at planting.

Landscape Awards ;(Cole, Bell, Homeyer)-Commissioner Cole spoke with Latoya in the City
Managers Office and she noted that there was no problem getting the CBC on the October Board
Meeting Agenda; however, an exact date can't be set yet. Publicity is to commence within the
month. Commissioner Cole noted the local access channel might be an avenue for advertisement
opportunities.
Eve of the Beholder (Tatum)- Commissioner Tatum noted that four (4) certificates are to be
mailed today. Chair Wiedower noted intentions to print more Eye of the Beholder Awards.
Discussion of ordering more award signage needs to be discussed at next months meeting
perhaps.

City Fall Rear Entry Garden —no report.
I-630 Trees -City staff, Christy Marvel noted the committee had met a couple of times on
the design of the Interstate corridors. Staff, Christy Marvel noted the intention of having a
preliminary design ready for review at Augusts meeting.
Website (Lvnn)-Commissioner Warren noted the contract was complete.
Library Exhibit- (Tatum) -Commissioner Tatum and Commissioner Luten noted the exhibit
was in City Hall; however now is at Fletcher Library; other locations were discussed.

Impromptu guest: Robert Walker, Neighborhood representative for the Rose Creek Park
regarding the future plans to have a bicycle/pedestrian trail system through their neighborhood
via the old railroad easement. Mr. Walker intends to approach the CBC for support of the plan in
the future.

portion of the site will be used as a fill area; again, the final product being that of permeable
greenspace via removal of the handscaping materials and then the hydroseed being applied.
The only non -compliant issue on the site is that of the Interstate Perimeter Landscape Strip. The
typical requirement is thirty foot (30'). Due to the intended development of the existing building
and its reuse; the parking lot design was somewhat limited. To both optimize parking quantity
and circulatory layout for an automobile dealership; the nine -foot (9') was the maximum amount
allowable for the perimeters set forth by Chevrolet. The site is also very unsightly and the
project should be a nice upgrade and addition to this area. The applicant is meeting the plant
quantity of both trees and shrubs; however, is deficient on the distance requirement.
Staff feels the rehabilitation of the existing structure on the site is environmentally conscious and
is also a major upgrade and investment to this site. Staff feels the reduction in the perimeter
landscaping strip is offset by the overall improvement of the remainder of the site and
recommends approval for the landscape variance request.
The applicant, Mr. Larry Crain noted that although the area is proposed as having nine foot (9')
of greenspace there is actually a total of thirty-nine foot (39') of greenspace including the
Arkansas Highway Department right-of-way. Mr. Joe White, engineer on the project, also noted
there is a tremendous amount of visual, vertical, and horizontal separation due to the newly built
overpass in this area. Vice -chair Wiedower inquired about the old building footprints on the site
and about the access available to this site. Mr. White noted that the old building footprints

the design of the Interstate corridors. Staff, Christy Marvel noted the intention of having a
preliminary design ready for review at Augusts meeting. N

was in City Hall; however now is at Fletcher Library; other locations were discussed.
KLRB (Walter)- It was noted the Litter Index will commence soon for the Citv of Little Rock.
Adopt -A -Street (Wiedower)- Vice -chair will send out a reminder about this Saturdays pick-up.
Garden Show 2010-(Luten) —no report.
Communications- (Cole)- It was noted the Master Gardeners group announced the opening for
the 2010 Landscape Awards
Awards Committee- Plans to meet and address the various awards were discussed.
NEW BUSINESS:
Beth Blevins Carpenter, Deputy City Attorney, noted Requests for Proposals (RFP) had gone out
and gave a list of the Commissioners to the Chair, Steve Homeycr.
Impromptu guest: Robert Walker, Neighborhood representative for the Rose Creek Park
regarding the future plans to have a bicycle/pedestrian trail system through their neighborhood
via the old railroad easement. Mr. Walker intends to approach the CBC for support of the plan in
the future.
