The City Beautiful Commission held its regular meeting Thursday, July the 5th, 2012, at
11:30 a.m. at Curran Hall. Chair Wiedower called the meeting to order.

Motion: Commissioner Warren made a motion to accept the minutes with changes noted.
Second: Commissioner Cliff seconded the motion and it passed unanimously.
SIGNAGE ISSUES WITHIN THE CITY OF LITTLE ROCK: Citizen, Bill Tedford
Mr. Bill Tedford presented concerns to the City Beautiful Commission regarding the use of
signage within the City of Little Rock; including a handout of information. Of primary concern
are the temporary, illegal signs found on utility poles. Three (3) years ago Mr. Tedford began
removing the signs himself; in the course of doing so removed over one -thousand (1000) signs.
Upon speaking with the City Attorney regarding ordinances and laws in place to discourage
such; additional information was pursued. Mr. Tedford noted a five (5) step process for the City
of Little Rock to adopt and included a newspaper article from a city in Florida, regarding,
"robocalling". The handout information follows:
"To the Little Rock City Beautiful Commission: Little Rock, like so many cities, is papered with
illegal signs attached to power poles or stuck in the ground along roadsides. This has become so
commonplace that there is likely a fair degree of ignorance about its illegality. (Therefore
publicity about the illegality might deter some of it.) But there is no doubt about how unsightly
this practice is. Typically these signs are advertising services like computer virus removal, tree
trimming, house painting, gutter cleaned, leaves raked and many others. 99% of these signs have
a telephone number listed on the sign. Suggestions to get signs removed include the following
five, (5) ideas: (The goal is to get the violator to remove the signs and abstain in the future.)
1. Issue a press release about the new program. Encourage citizens to call a dedicated telephone
number at City Hall (like 375-SIGN) to provide the location and telephone number of illegal
signs.
2. Have a city employee (a secretary could do this) call the offender's telephone, get his (or her)
name and inform them that a complaint has been received that they have posted illegal signs on
public property. Tell them that they are being given a two (2) week grace period to remove the
signs.
3. Explain that, if another complaint is received after the grace period, the city will have the
signs removed and the violator will be fined $50.00 per sign. Since the city is understaffed, it
could offer to pay volunteer off -duty police, fire fighters, or other city workers $25.00 per sign to
remove the signs.
4. If the offender fails to pay the fine, then consider using the robo-call procedure that has been
used successfully in Florida. (See attached) for an investment of $300 the city can purchase the
software that will dial the offender's telephone 20 times a day with a recorded reminder to pay
their fine. (This procedure could also be used by the city for unpaid traffic and parking tickets if
phone numbers were available.)
5. A variation of this idea would be to forego the fines and just use the robo-call to harass the
violators until they remove the signs after steps # 1 and # 2 above. To get the calls stopped, they
would have to contact the city and assure that they had removed all their signs.

Vice Chair Dicker inquired about the legality of calling with robo-call. Commissioner Wapmmt
noted it was under the CBC ,'s purview to recommend policy to the Board of Directors as needed.
Deputy City Attorney, Beth Carpenter, noted the issue was being looked into further. It was
recommended the CBC draft a letter to the City Manager regarding the issue presented today if
the CBC was compelled.
Motion: Vice -chair Dicker made a motion for the Chair of the CBC to draft a letter to the City
Manager outlining the recommendations put forth today.
Second: Commissioner Warren added, "the letter needs to be carbon copied (cc:) to Tony
Bozynski, Planning Director" and seconded the motion.
Motion passes unanimously.
Discussion commenced on public awareness and/or a public service announcement (PSA) that
would educate the public regarding the illegal posting of signs. It was agreed public awareness
was the best avenue for the elimination of the signage. Discussion included adding information
to the CBC website.
Discussion also commenced regarding the cleaning, maintenance, and adoption of medians.
TREASURER'S REPORT: Commissioner Bell noted there was no change in the balance from
last month. The regular CBC account continues to have $1,297.05 to date. It was noted Chair
Wiedower still needs to be reimbursed.

COMMITTEE REPORTS: UPDATES:
I-630 Trees Dicker Minor Marvel - no report. Vice -chair Dicker and Commissioner Minor
will discuss plan of action at the pick up on Saturday.
Ci Hall -South Yard (Homeyer/Warren)-Chair Wiedower drew a plan of the area and
distributed it to the CBC. The landscape bed includes three (3) flag poles. Commissioner
Homeyer noted there is also a sprinkler riser in the area. It was noted how the last project at City
Hall was all donated. The design, materials, maintenance, etc. were discussed. CBC give all
your suggestions to Commissioner Warren. Chair Wiedower noted he would discuss it with
Bryan Day, Assistant City Manager.

Libra Exhibit/History Exhibit Bel! C -The exhibit was taken down at Fletcher Library.
The exhibit will be at the Main Library the months of June and July. New CBC Brittany Cliff
plans to join Commissioner Bell with the exhibit. Commissioner Bell noted she would love for
Commissioner Young to join too. Commissioner Warren noted she may have some older photos
that could be used in the exhibit. Chair Wiedower noted he'd resend the landscape award photos
to Commissioner Bell that he'd previously sent to Julleah Johnson.
KLRB (Wiedower)-Chair Wiedower noted the Adopt -A -Street program will soon be run by the
KLRB Commission. Currently, the City of Little Rock, Public Works Department administers.
David Hathcock, currently handles the program; however, is retiring soon. More volunteers are
always encouraged to join the KLRB Commission.
Adopt -A -Street (Dicker) -It was noted the pickup will commence this upcoming Saturday at
7:30 a.m. Commissioners meet at Senor Tequilas.
Information/Communication Cale -Commissioner Cole noted she had contacted Meg
Matthews and the Newspaper about various ongoing projects. The Homestyle Addition may run
the Eye of the Beholder Award soon. Commissioner Cole also contacted the American Institute
of Architects (AIA) and spoke with Joey. Joey said she would try to run an announcement about
the Landscape Awards in the July newsletter. Commissioner Cole noted Meg mentioning that
Comcast may run some of the film from the last landscape award ceremony. The Eye of the
Beholder Award was also mentioned at the Master Gardener class. Chair Wiedower noted he
would call Roby Brock about getting a copy of the production. Commissioner Homeyer noted
he contact Larry about getting a copy of the production too.
Eve of the Beholder Youn -Commissioner Young noted five (5) nominations per
Commissioner Warren. Commissioner Warren showed the five (5) nominations addition in an
excel document. If each CBC member will bring one (1) nomination next month that'd be
optimal.
Landscape Awards Home er -Commissioner Homeyer noted the nominations are open. The
Governor's Inn-Bestwestern Inn off Mara Lynn were nominated per Commissioner Homeyer.
For nominations include any photos that could be taken; sooner than later; would be optimal too.
Allied Bank was also mentioned. Betty Ruth Davis, at Allied bank can be contacted; Chair
Wiedower noted he would get in touch with her.
Landmark Award iedower -Chair Wiedower noted that July 31" would be optimal for a
presentation of the award. August 21" was also mentioned for an open date to present in front of
the Board of Directors. Chair Wiedower noted he would continue working on the award and the
ceremony.
NEW BUSINESS:
CBC Business Cards:
Commissioner Minor discussed various options for CBC business cards.
Beth Carpenter, Deputy City Attorney noted she had drafted a one (1) page letter about the
process for the Tree Fund for the City Manager. Upon receiving feedback Mrs. Carpenter will
update the CBC.
Commissioner Warren noted she had run into Robbie Hudson, City Urban Forester and he
mentioned September would be a good month to have him discuss pruning with the CBC.
Business card discussion returned. Chair Wiedower noted his company was able to print some
business cards and showed examples of his company's. It was ask if the City of Little Rock's
print shop could/would print them for the CBC. City staff answered probably so but we would
need to check. It was noted the CBC used the print shop in the past and it was very time
consuming and not much of a price break.
Motion: Commissioner Minor made a motion to purchase 2,500 (twenty five hundred), generic
sets of cards for approximately seventy dollars ($70.00).
Motion fails for lack of a second.
Discussion commenced on personalization of the CBC cards.
Motion: Commissioner Minor made a motion to spend twenty-five dollars ($25.00) for each
CBC cards.
Second: Commissioner Cliff seconded the motion.
Commissioner Cole was opposed
Commissioner Bell abstained.
Motion passes.
A mock-up will be done for each Commissioner and brought to next months meeting for
approval.
