The City Beautiful Commission held its regular meeting Thursday, April 05, 2012, at
11:30 a.m. at Curran Hall. Chair Wiedower called the meeting to order.

Commissioner Homeyer made a recommendation to add to future agendas, variance request
updates.
APPROVAL OF THE MARCH MINUTES:
Motion: Commissioner Cole made a motion to accept the minutes as written.
Second: Commissioner Homeyer seconded the motion and it passed unanimously.
TREASURER'S REPORT: Commissioner Bell noted the CBC account had $1,297.05.
Commissioner Bell noted she had one outstanding check out for $75.00.
OLD BUSINESS:
COMMITTEE REPORTS: UPDATES:
I-630 Trees (Dicker, Minor, Marvel)- City staff noted prints of the current tree planting plan
had been made; were distributed to interested parties. The committee will try and meet soon to
see where to go next.
City Hall -South Yard (Homeyer/Warren)-It was noted the flagpole island at City Hall needed
some work. Chair Wiedower noted he would check with City Hall about getting a copy of a site
plan. Previously, it was drawn and then the CBC met with Bryan Day; previous Department
Director for City Parks. Funding/donations were secured prior.
Commissioner Cole noted the Master Gardeners were not likely to collaborate. Commissioner
Bell noted she planned to contact garden clubs that may be interested in helping. It was noted
the front lawn appeared to be automatically sprinkled.
Spending money in the tree fund was mentioned, "City of Little Rock Tree Fund" signage was
discussed.

Beth Carpenter noted that Jerry Paul, City Purchasing Agent, would have a copy of the
purchasing manual; which will help explain `how to' spend the fund(s). Commissioner Minor
noted he would work on getting a copy of that data.

Library Exhibit/History Exhibit BeU/Johnson -The exhibit isn't being displayed in April.
Chair Wiedower took some excellent photos and sent them to Commissioner Johnson. Roby
Brock with Talk Business has called about producing a story on the landscape awards. Chair
Wiedower noted he would go out and talk additional photos for both projects. The exhibit will
be at Fletcher Library in May. They will use this month to work on the display. It was noted the
Iris Show is April 281h
KLRB (Wiedower)-The cleanup was very successful. Prior CBC Walter Jennings has been
doing a wonderful job on the committee. This committee has potential for the collaborative
efforts with the CBC.

Information/Communication (Cole) -The CBC is getting some feedback and publicity.
Eye of the Beholder (You n Commissioner Homeyer has fifteen (15) signs in his truck. CBC
start looking for sites, ride around with your cameras for digital photos of awardees.
Commissioner Young noted she would print more cards and bring them to next months meeting.
It would be great if each CBC could award six (6) Eye of the Beholder Awards by the end of
summer.
Landscape :Awards (Honieyer)-Commissioner Homeyer noted he would contact Brandon and
follow up on the Roby Brock Show. Chair Wiedower noted once he'd taken new photos he
would send them to Commissioner Homeyer. City staff noted that sometimes businesses have
had professional photos generated for advertising purposes and may have those available for our
use too.
Landmark Award (Wiedower) Chair Wiedower noted he had a potential nominee for an
award. Rick Redding, local Architect, who recently passed away. Memorials were noted to go to
plant trees in downtown Little Rock. Whenever the name and award type is finalized he would
like for Mr. Redding to be considered.
NEW BUSINESS:
City Public Works "Advanced grading variance re uest"u date
Chair Wiedower gave an update to the Advance Grading proposed changes to the Ordinance. It
was noted it is scheduled to the City Board and now that it is moving forward again, he will send
a letter to the City Board stating the position of the CBC.

APPROVAL OF THE FEBRUARY MINUTES:
Motion: Vice -chair Dicker made a motion to accept the minutes as corrected.
Second: Commissioner Homeyer seconded the motion and it passed unanimously.
OPENING OF PUBLIC HEARING:
CBC Case .620-B 207 W. 3rd Street, VCC and Hatcher Agency
Christy Marvel, Plans Development Administrator far the City of Little Rock, opened the
public hearing noting the need for a deferral of the request landscape variance. Mrs.
Marvel explained the applicant needs to be heard by the City of Little Rocks Board of
Adjustment prior.
Motion: Commissioner Homeyer made a motion to defer the variance request to the May CBC
meeting.
Second: Commissioner Warren seconded the motion and it passed unanimously.
CBC Case 623 12206 W. Markham, Rock Creek Crossing
City Staff, Christy Marvel, began the next request for the property located at 12, 206 West
Markham.
The site encompasses 2.96 acres of land and is currently zoned PCD and was utilized as an
automotive dealership, Ellis Infinity. The adjoining lot was used as an auto body repair shop. A
single drive serves both lots extending from West Markham Street. On January 51h of this year
the Planning Commission approved to revise the PCD; allowing the property's use to be changed
adding a restaurant, retail, and business office uses. The applicant is proposing to remodel the
existing building; which is to be used as C-3, general commercial uses. The development will
also consist of the construction of a single story building located directly to the west of the
existing structure that will house a 7,377 square foot building. This building is planned to house
a restaurant use. The development was also approved to include the future construction of a
20,000 square foot, two-story office building in the northeast corner of the property. A total of
164 parking spaces will serve the three buildings.
The applicant has worked hard with city staff to bring this site into compliance. The only
outstanding issue is the perimeter landscape strip along a portion of Markham Street, The
applicant has indicated the location of utilities and other facilities which were less stringent when
the property was first developed and are fearful of any construction on this specific portion of the
parking area. Within the title search, the applicant discovered several occasions where special
conditions had been made to this property to accommodate utilities. The ordinance requirement
for this area is a nine -foot (9') wide perimeter landscape strip between the parking lot and
Markham Street. The existing condition of the area reflects a landscape strip that is
approximately six feet (6') near the entrance drive reducing down to near two feet (21) near the
eastern end of the existing parking. The required perimeter landscaping, plant material is being
proposed. There is also substantial green space within the right-of-way area; therefore, it appears
green within the street perimeter. The required shrubs are all within the perimeter landscaping
strip; however, the trees are located within the public right-of-way. A franchise application has
been filed with the Public Works Department for these trees to be planted within this area.
Overall, it is an upgrade to an existing site and staff feels the applicant has worked hard to come
into compliance in all the other areas on the site; therefore, staff is supportive of the requested
variance. City staff recommended approval of the application as submitted.
The owner of the site, Jacob Chi, noted the landscaping being proposed currently on this
rehabilitation project was between thirty and forty thousand dollars, ($30,000 and $40,000).
Commissioner Bell noted the sweet gum tree variety on the proposed landscape plan wasn't a
tree choice she'd recommend. Frank Biggins, Landscape Architect on the project, noted this
particular variety was gum ball free or was a fruitless cultivar. Currently, the site is primarily
buildings and asphalt. After construction of the proposed project there will be more than ten
thousand square foot of additional green space. The applicant noted they'd already received
feedback from Bill Henry regarding two (2) of the trees along Markham. City staff, Christy
Marvel, noted they weren't required trees; merely, extras.
Motion: Commissioner Homeyer made a motion to accept the proposed variance request as
submitted.
Second: Commissioner Bell seconded the motion and it passed unanimously.
Meg Matthews, New Recycling Program
Meg Matthews, Public Relations Coordinator for the City of Little Rock announced a new
recycling program.
New carts will be coming out soon and they will be smaller. The pick up will be every other
week.
Commissioner Warren noted she would be happy to announce on the CBC webpage.
Meg Matthews noted a recommendation to do a promotional piece on the LR Access Channel.
Perhaps, a thirty
(30) second PSA, public service announcement that could be given to other channels might be
something to
Investigate using to get the information out to the public. Another option might be to create an
ad for the AR
Business or AR Times; printing in black and white will be cheaper too. Perhaps, a story would
be optimal
instead a mere ad. There will be a sustainability conference by L'Oreal on April the 12t" at the
Clinton Library
from 8:00 a.m. to 1:00 p.m., free to the public. Chair Wiedower noted he would forward
interested CBC
information on the conference and Commissioner Warren noted uploading the information to the
CBC
webpage. Roby Brock was mentioned noting an option to put an ad on his email banner.
It was noted the nominations open in May; perhaps having five (5) or six (6) photographs from
past landscape award winners would be optimal. Baldwin and Shell, previous award winner,
might be a good choice for an interview. Donation and solicitation of such discussed.
COMMITTEE REPORTS: UPDATES:
OLD BUSINESS:
Communi Pro�ects-no report.
I-630 Trees(Chris/Herb/Christy-City staff noted it would be great to make a few copies of what
we have to date to distribute to other CBC members for feedback and input.
Motion: Commissioner Warren made a motion to allow city staff to make 4-5 copies of the
current drawing for distribution to committee members.
Second: Commissioner Wise seconded the motion and it passed unanimously.
City HaIl Entrance L nn/Steve -Speaking with Bryan Day, prior Parks Director, was
recommended for feedback on the project. Since CBC is meeting today at City Hall; all CBC
notice the front entrance on the way out and feel free to give suggestions on its improvement.
Landmark Award(Bill)-It was noted the CBC would like to give out a Landmark Award this
year.
Website L nn -Commissioner Warren noted the by laws and tree fund were added to the CBC
website. It was noted CBC photos had been taken. Commissioner Warren noted the photo will
be uploaded to the CBC website soon.
History Exhibit(LindaIJ ulleah}}-Location options were discussed. Adopt -A -street history was
discussed. It was decided KLRB would be more apt to publicize information on A -A -Street.
Commissioners Bell and Johnson continue to upgrade the display. Terry library requests seeing
a photo of the display prior to committing to its erection in the library.
KLRB (Wiedower)-March loth is the 2012 City wide cleanup. It is part of the Greater
American Cleanup. Volunteers are needed. Individuals or groups can signup at www.KLRB.org
The recycle bins will also be introduced this weekend. Commercial recycling is to begin in mid
March; cardboard in the River Market and Multi -family developments too.
Adopt -A -Street (Dicker, and Young)- Commissioner Dicker noted the dates/time for the next
pick up. Commissioner Young has acquired two (2) additional grabbers. Commissioner
Homeyer gave Vice -chair Dicker two (2) additional vests.
Communications- (Cole) -no report.
Eve of the Beholder- {Y(}unz)- Commissioner Young requested that photos be taken of a site
when nominating for an award. Commissioner Young has sheets and can/will print more as
needed. If the address can be given to Commissioner Warren it can be put online. City staff was
requested to ask callers if a photo of their residence can be put online; staff noted that question
can be added to information gathered. It was noted all CBC should turn in a minimum of three
(3) nominations for an Eye of the Beholder Award.

printed and paid for already. Commissioner Homeyer noted his plans to follow up with Meg
Matthews. .
NEW BUSINESS:
Information Binder
Commissioner Warren noted the binder for new CBC members should include the following:
time lines, deadlines, agendas, bylaws, information on Adopt -A -Street, dates for street pickup,
officer election dates, etc. Commissioner Warren noted plans to continue compiling information
for a binder.
TREASURER'S REPORT: Commissioner Bell noted the account had been moved to
Centennial Bank and the current balance is $1,372.05. There is no monthly fee with this
account. It was noted most banks had online banking available which includes printing of
checks. It was noted it would be further investigated and in the meantime, Commissioner Bell
noted she would simply copy the checks until such time a print of them can be produced
electronically.
Brochures and business cards were briefly discussed. Chair Wiedower noted he could print
business cards if needed. It was noted Commissioner Coles PR committee could investigate and
report back to the CBC.
Chair Wiedower reminded all committees to work on their committee budgets for the 2012 year
and preferably prior to November.
Commissioner Homeyer noted he had thanked Home Depot and USA drug for the vests and
grabbers donated.
