The City Beautiful Commission held its regular meeting Thursday, January the 5th, 2012,
at 11:30 a.m. at Curran Hall. Chair Wiedower called the meeting to order.

OPENING OF PUBLIC HEARING:

Ordinance: Mike Hood and Vince Floriani
Mr. Mike Hood and Mr. Vince Floriani from the City of Little Rock's Public Works Department
addressed the
CBC regarding some upcoming proposed changes to the Land Alteration Ordinance.
PowerPoint slides and an
example of an advance grading site plan were demonstrated; in addition to the draft language
being proposed.
The criteria in the current regulation does not adequately address grading requests where
construction of buildings
are not imminent. Staff was requested to draft language by the Planning Commission to address
this issue. A
variance can be granted by the Planning Commission to clear and grade property where building
construction is
not imminent. Currently, the advance grading variance requirements are: work shall not exceed
one (1) year
duration, survey, grading, drainage plan, line of sight illustrations, and to provide visual
screening with buffer
strips and earthen berms.
The undisturbed buffer strip also has the following criteria: must be six percent (6%) of the lot
width and depth, a
minimum of fifty foot (50') at property lines, residential, collector, and industrial streets, a
minimum width of
eighty foot (80') adjacent to parks and arterial street, and not less than the width of the
permanent buffers. The
construction access points are limited in number and width, the construction access is designed
to limit visibility,
screening is required unless property has few trees, and the site must provide storm water
detention. They must
provide six inches (6") of suitable topsoil, establish permanent vegetative cover, maintain
erosion controls,
detention systems, vegetation and planting for two (2) years, and provide periodic mowing to
encourage perennial
grass.
In addition, to ensure post maintenance one must post a maintenance bond/guarantee for two (2)
years with cash,
surety bond, or a letter of credit. They must also obtain all other permits and approvals prior to
the
commencement of work.
The Public Works Department noted the City Beautiful Commission was encouraged to give
feedback, comments,
and/or suggestions to them prior to the meeting in six (6) weeks at the Planning Commission.
Commissioner Warren noted the CBC would discuss further at the annual CBC retreat later in
the month.
Commissioner Bell arrived quorum requirement met.
APPROVAL OF THE DECEMBER MINUTES:
Motion: Vice chair Dicker made a motion to accept the minutes as corrected.
Second: Commissioner Homeyer seconded the motion and it passed unanimously.
TREASURER'S REPORT: Commissioner Bell noted the CBC account had $1,372.05.
Commissioner Bell also noted that three (3) months of fees had been taken out of the account;
therefore, she plans to check on a refund and/or change account types.
COMMITTEE REPORTS: UPDATES:
OLD BUSINESS:
The CBC inquired about the receipt of the annual funding for 2012; staff noted that information
would be located and relayed.
Community, Pro'ects-no report.
I-630 Trees -Order of operations was discussed; it was decided to add to the retreat agenda for
further discussion.
Website (Lynn) -Commissioner Warren noted the possibility for the training for the website
could be either before or after the retreat if everyone wanted to-eeffigmp+ate and email her with
optimal times/days.(�����

Library Exhibit- _(Julleah -Commissioner Johnson that Commissioner Bell had taken down the
exhibit at Thompson Library and updates are being done to it currently. Discussion commenced
regarding the addition of the digital photographs of the Interstate 630 project. They also
welcome any other ideas to add to the exhibit.
KLRB (Wiedower)- no report; they didn't meet last month.
Ado t-A-Street Dicker, :and Young)- Commissioner Homeyer noted he was able to get two
(2) vests for the pickups. The donor will only give out a few vests per month so he noted he
would approach them again at a later date for more if needed. It was noted that rain was
expected this upcoming weekend and if it was raining that morning simply plan to come the
following week. Commissioner Bell noted she would check on hoops to keep the trash bags
open. Vests were discussed. Herb noted he would check on getting vests and trash bags from
Public Works.
Communications- Cole - The annual CBC Retreat will be January the 18"' from 3:00 p.m. to
6:00 p.m.
Eye of the Beholder -(Young) - Chair Wiedower noted he'd given Commissioner Young some
printed, signed certificates. Commissioner Homeyer also handed out stickers with the
www.LRCityBeautifulCommission.ort printed on them.
Landscape Awards Homeyer Johnson)- no report.
NEW BUSINESS:
2012 Retreat
The Annual CBC retreat is tentatively set for January the 18t' from 3 p.m. to 6 p.m.
Commissioner Warren sent out the minutes from last years meeting and has them posted online
too. The plan is to follow the same format. Sara is going to be conducting the meeting again this
year. Chair Wiedower opened the floor for recommendations of subject matter to be added to
the agenda for this year.
Commissioner Warren noted she'd sent out the minutes from last year. Commissioners look
over your goals from last year and see how close we came to its attainment. It was discussed the
prior CBC members could be invited to the retreat, and an Eye Award given at the beginning or
end of the retreat. It was noted that the CBC duties versus what was accomplished in 2011
would be an optimal subject. The addition of a CBC welcome packet was mentioned. Potential
for business cards and catering was mentioned. Commissioner Homeyer noted he would bring
cookies.
