The goal of the City Beautiful Commission is to raise the level of community expectation for the
quality of its environment
CrTY BEAUTIFUL COMMISSION. DUTIES
`1. REVIEW VARIANCE REQUESTS TO THE LANDSCAPE ORDINANCE
Review all commercial development plans requesting variances to the required Landscape
Ordinance
This is a requirement per the Tree City USA registration (2001). The City Beautiful
Commission (CBC) was assigned to serve as the governing Tree Board which was added to
their duties at that time.
2. PROMOTE THE BEAUTIFUL LANDSCAPE IN LITTLE ROCK
Promote public interest in the general improvement and appearance of the City of Little
Rock.
3. PROVIDE ENVIRONMENTAL POLICY DIRECTIONS AND GUIDANCE TO THE BOARD OF
DIRECTORS
Prepare and transmit to the Little Rock City Board of Directors recommended
environmental policies and implement plans prepared by and/or for the Commission.
4. PROVIDE AESTHETIC IMPROVEMENT GUIDELINES TO THE BOARD OF DIRECTORS
Establish, subject to the Little Rock City Board of Directors approval, regulations of aesthetic
quality for improvements to public and private lands.

The mission of the City Beautiful Commission is to enhance the city's appearance and quality of
life by promoting public awareness and providing oversight in the development of its natural
assets.

It's no secret that the planet needs more trees
Planting a tree is the simplest way to help combat the
effects of climate change, and, when the right trees are planted in the right places on urban lawns, the
benefits are tangible. At a time when many cities lack the funds to plant new trees, let alone enough
to maintain those already present, environmental experts are pushing for the right trees to be planted
in urban areas.
According to studies conducted by the Environmental Protection Agency, a large urban tree provides
comparatively 10 to 20 times more ecological benefits than a tree in a rural forest. Through their
natural growing process, trees are able to absorb carbon dioxide and other harmful greenhouse gases
from the atmosphere, which reduces the urban heat island effect in cities. Trees also reduce runoff,
helping to prevent flooding in urban areas, which contain a much larger number of impermeable
surfaces than rural areas. When planted in the right location, trees can reduce heating and cooling
costs by providing shade to a home in summer, and blocking cold winter winds.
There are several qualities to look for when selecting a tree to plant in an urban area, including light
and water requirements, salt tolerance, disease resistance, limb strength, and the ultimate size and
growing habits of the species. Also, take into consideration any thorns or harmful attributes the tree
may have, especially in areas with children. Trees in urban areas should be kept less than 30 feet tall
when planted near utility lines or in confined spaces. Also, avoid trees that have strong, wide -reaching
roots that can potentially damage sidewalks and foundations. Be sure check your area's hardiness
zone to ensure your tree will be able to grow properly.
Below are a few suggestions from the US Forest Service:
• Amur Maple: tolerant to a wide range of soils and shade conditions; very cold -tolerant
• Cumulus Serviceberry: ideal for streetside planting; attracts birds
• American Hornbeam: grows slowly; tolerates flooding and shade
�■ Goldenrain Tree: very tolerant of heat, drought, pollution, and poor soils; produces bright
yellow flowers in the summer
• Crabapples: hundreds of varieties; produces fruit through the fall
• Japanese Lilac Tree: pest -resistant; tolerates partial shade, though produces flowers best in
full sun

The City Beautiful Commission held its regular meeting Thursday, June 2nd, 2011, at
11:30 a.m. at Curran Hall. Chair Wiedower called the meeting to order.

APPROVAL OF THE MINUTES:
Motion: Commissioner Cole made a motion to accept the CBC minutes with the change of one
attendee.
Second: Vice -chair Dicker seconded the motion and it passed unanimously.

I-630 Trees -no report.
Wehsite (Lynn)- Commissioner Warren reported the link to the new website has been sent to all
the CBC members. The announcement can be made to the public in a couple of weeks after it's
launching. It will give the CBC and Aristotle time to work out any/all bugs. Commissioner
Warren inquired about the charge for the hosting of the site when it hasn't been completed all
this time. A credit to the account maybe an option; ideally a credit would be optimal as opposed
to a refund.
LibraEy Exhibit- Julleah -Commissioner Wise noted the exhibit is currently at Fletcher
Library. Commissioner Wise noted that the exhibit could use some updating in three (3) primary
areas. It was also noted that the City of Little Rock was noted as the second (2"d) cleanest city in
Forbes Magazine. Ideas for updating the exhibit were discussed.
Motion: Commissioner Homeyer made a motion to allow Commissioner Wise up to one
hundred and fifty dollars ($150.00) to spend on updating the CBC Exhibit.
Second: Commissioner Warren seconded the motion and it passed unanimously.
KLRB Walter - no report.
Ada t-A-Street Jennies Dicker5 and Young)- Vice -chair Dicker noted that he and
Commissioner Dicker picked up last month. The next pick up date is July the 9tn
Communications- (Cole)- Commissioner Cole the Arkansas Democrat Gazette, Homestyle
Section, had an article titled, "City Group Will Praise Fruitful Green Thumbs". The date of the
article was May 141n, 2011, by Marcia Schnedler. It was also noted the "Green Guide" should be
coming out soon too.
Eye of the Beholder (Tatum)- Commissioner Tatum updated the CBC with recent Eye Award
activity. Two additional Eye Certificates were given to city staff for mailing. Commissioner
Warren noted that each CBC member could turn in two (2) nominations this month. Things are
in bloom and it's a great time to find those neighborhood jewels.
Landscape Awards (Homeyer, Wise) -Commissioner Homeyer noted the CBC had the press
conference announcing the opening of the 2011 City Beautiful Commission Landscape Awards.
It was held at Baldwin and Shell Construction Company, one of the 2010 CBC Award Winners.
It is being aired on the LR Access Channel this month.
By-law Revisions: Deputy City Attorney Beth Carpenter noted the CBC Bylaws were
distributed via email on May 6", 2011 and need the full thirty (30) days prior to voting. It can be
voted upon next month.
Smoking in Public Parks: Commissioner Warren noted upon a discussion with the City Mayor
the issue should be reviewed by a different commission. The Mayor also feels the issue should
remain as a policy especially while the city is understaffed. Police officers are very busy
handling violent crimes. It was also discussed the issue really isn't within the CBC purview or
mandate. It was decided to table the issue.
Tree pruning certification:
Commissioner Warren explained she'd sent out an executive summary on the tree pruning issue.
Motion: Commissioner Warren made a motion to table the issue until November 2011.
Second: Commissioner Wise seconded the motion and it passed unanimously.
NEW BUSINESS:
Four (4) Essential Ingredients for the City of Little Rock to keep their "Tree City U.S.A."
Certification, which follow:
1. A tree ordinance.
2. A tree board.
3. An annual Arbor Day function.
4. Monies allocated for trees.
A tree preservation ordinance was discussed. Commissioner Warren wanted to know when city
staff was going to pursue this issue. Christy Marvel, city staff noted discussion would
commence and be reported to the CBC at next months meeting.
Tree fund:
The tree fund was discussed briefly. More clarification is needed from City Finance Department
for the use of the funds procedure. Christy Marvel, city staff will investigate further and report
back to the CBC.
New Recycling Launched:
Commissioner Warren noted that a new paper recycling initiative was launched. It was
discussed that the City Recycle Coordinator could answer and/or explain the new program. It
was mentioned more information on this issue would be great and perhaps Public Works could
explain the program further.
Motion: Vice -chair Dicker made a motion to adjourn.
Second: Commissioner Young seconded the motion and it passed unanimously.
