CBC 04-04-1996 (2)CITY BEAUTIFUL C O M M] S S 1 O N 500 WEST MARKHAM ROOM 108 LITTLE ROCK, AR 72201 (501) 371-4770 Call to Order MINUTES April 4, 1996 The City Beautiful Commission held its regular monthly meeting on Thursday, February 1, 1996, in the Parks and Recreation Department's Conference Room. The meeting was called to order at 8:15 a.m. by Chairperson, Frank Riggins. Roll Call Members Present: Frank Riggins Lin Blair Judy Brown Steve Cato Josephine Graham Joe Robbins, III Pat Torvestad Excused: James LaBorde Also Present: Linda Joyce, City Board Director Carol Dolan, Parks and Recreation Mark Webre, Parks and Recreation Raymond Branton, Agent, Saint John Baptist Church Approval of the Minutes: A MOTION WAS MADE AND SECONDED THAT THE COMMISSION APPROVE THE MINUTES OF THE MARCH MEETING. MOTION CARRIED. Polish The Rock: The Commission decided to wait until spring before issuing landscape awards. Parks and Recreation Update: The Commerce Street Scape project has been approved by the Board of Directors. Mark said trees will be planted but not much time or resources had been spent towards flowering plants. As the Commission has showed interest in adopting an area at the site, Mark will identify an area for potted plants at the River Market and will present a plant scheme to the Commission at the next meeting. Miscellaneous: Mark reminded the Commission about the NUSA Conference in May and would like to see the Commission participate in this conference. Chairperson Riggins suggested the Commission update their display boards, display the Polish The Rock award and create some type of literature that describes the Commission's purpose, goals etc. An application for a booth will be sent to Tim Polk. Chairperson Riggins and Commission Blair will meet to discuss the display booth for NUSA. Linda Joyce said someone needs to be scheduled at the booth Thursday and Friday and Saturday morning and she would like to see the Commission have a booth and introduce City Beautiful to the City and to the out-of-state visitors. Ms. Joyce noted that volunteers are needed to assist with workshops, information booths, etc. at the conference. Mark Webre gave an update on the progress of improvements at the Little Rock and the five-year business plan strategy of the zoo consultants. In addition, Chairperson Riggins shared the letter he wrote as an advocate of the zoo and the Parks and Recreation Department which appeared in the Arkansas Democrat. Landscape Ordinance: Raymond Branton with Saint John Baptist Church presented a variance request to allow placement of the required six foot wide eastern perimeter landscaping strip and the associated trees and shrubs on the property (2501 Main Street) immediately east to count toward fulfilling the eastern perimeter landscaping requirements. A MOTION WAS MADE AND SECONDED THAT THE COMMISSION APPROVE THE ABOVE -REFERENCE VARIANCE. MOTION CARRIED There being no further business, the meeting was adjourned.
