September 7, 1995
Call to Order
The City Beautiful Commission held its regular monthly meeting on Thursday,
September 7, 1995, in the City Manager's Conference Room. The meeting was called
to order at 8:10 a.m. by Chairperson, Lin Blair.

Approval of Minutes
Corrections were made to the member list. It was,
MOVED BY MR. GOODDHART AND SECONDED BY MR. ROBBINS THAT THE
COMMISSION APPROVE THE MINUTES OF THE AUGUST 3RD MEETING.

AHTD PRESENTATION
Wendy Welch, of the Arkansas Highway & Transportation Department, gave an
overview of the meeting with members of the Parks and Recreation Department in
July. She also expressed the goals and concerns of the AHTD. Maintenance is one
of their primary concerns, and they are trying to "naturalize" selected, appropriate
areas to minimize maintenance and add color. The AHTD welcomes joint use of
resources to expand effectiveness of beautifying and maintaining highways. Wendy's
goal is to make positive impression on those who pass through the state so that they
know they've been through Arkansas. She noted that CBC and Little Rock can be the
catalyst to influence other partnerships between the AHTD and surrounding cities.
Highway Beautification Report
No Report.
Treasurer's Report
Commissioner Robins gave the Treasurer's Report. Two checks have been written
since the last meeting: one to Commissioner Riggins for the NUSA Conference, and
one to Community Bakery for refreshments at the meeting. A balance will be
reported at the next meeting.
Landscape Award Report
Commissioner Goodhart reported that the subcommittee appointed to review the list
of award nominees was still working to narrow the list. Photos of the nominated sites
were provided, and commissioners were encouraged to review them and express
their opinions to the subcommittee members: Jim Goodhart, Frank Riggins, and Joe
Robbins. Six first place awards will be given, one large scale and one small scale
award in each category of nomination. Honorable mention awards will also be given,
one or two in each category as the committee sees fit.
City Beautiful Commission Appointments
Commissioners are allowed 2 consecutive 3 year terms. The following commissioners'
terms expire next month, and letters will be needed indicating re -appointment or
resignation:

Joyce Raynor
Frank Riggins
In addition, Marva Jo Rancifer's position is still open. Parks will otain resumes
submitted to the City Clerk for Commissioners' review and recommendation at the
next meeting.
Light Up Little Rock
Last year's contest was discussed as was whether or not to participate in the contest
this year. Zones were discussed as a good way to divide the neighborhoods into
manageable areas for the commissioners to view and also a good way to distribute
the award money.
Judging will require the participation of all Commissioners due to the volume of
houses to see. A suggestion was made to' contact Jennings Osborne to see if he is
willing to donate the award money again this year and let his decision determine
whether or not to have the contest. It was,

TO ASK MR. OSBORNE IF HE IS WILLING TO DONATE THE AWARD MONEY FOR
THE LIGHT -UP -LITTLE -ROCK CONTEST THIS YEAR.

Polishing the Rock
A model of the award plaque and a selection of stains and finishes were presented to
the Commission by Parks Design staff. The Commission reviewed these along with
the rocks selected by the Commission at the last meeting. It was decided to accept
the plaque as presented and to prepare several using a variety of the 3 chosen rock
types for later distribution. Selection of finishes and stains was left to the discretion of
Parks Design staff, and plaques will be prepared upon notice.
Distribution of the Polish the Rock awards was discussed further and it was,
MOVED BY MR. CATO AND SECONDED BY MR. GOODHART TO ALLOW
COMMISSIONERS TO SPONTANEOUSLY AWARD POLISHING THE ROCK
CERTIFICATES AT THEIR DISCRETION, AND REPORT THESE AWARDS TO THE
COMMISSION AT MONTHLY MEETINGS MAKING THE PARTY ELIGIBLE FOR THE
MORE PRESTIGIOUS POLISHING THE ROCK PLAQUE. PLAQUE RECIPIENTS WILL
BE DETERMINED BY A MAJORITY VOTE AND WILL BE AWARDED AT CITY BOARD
MEETINGS.

Miscellaneous
Byron Magness, of Little Rock presented his thoughts on wildflower sowing and how
it could be implemented to improve aesthetics throughout the City. He suggested
that the City buy wildflower seeds in bulk, sow them, cultivate the seeds and sell
them to individuals with vacant "weed lots" to improve aesthetics and lower
maintenance. The concerns of the Commissioners, from a horticultural standpoint,
were whether or not it could be done and maintained properly, and from a
Neighborhoods and Planning point of view, whether or not codes would allow it. Bob
Brown offered to discuss the issue with Neighborhoods and Planning.
Logo Design
Several Color variations of CBC's logo design were presented to the Commission for
review. A suggestion was made to include the Little Rock logo (LR) in the design.
The Commission selected a two-color, red and green logo, and Parks Design will
have a refined design by the next meeting.

Community Awareness Day
Mark Webre updated the Commission on the Community Awareness Day to be held
Saturday, September 30th form 10:00 a.m. until 3:00 p.m., at the War Memorial Park
Archery Range. Citizens of the Hillcrest and surrounding neighborhoods are
expected to attend and visit booths displaying materials from various City
Departments, neighborhood groups, and other organizations.
Commissioners LaBorde and Graham volunteered to attend the event and represent
the CBC at a booth that the Parks Department will set up. The booth will display the
Adopt -A -Park Newsletter and a profile of the CBC which Commissioner Goodhart
offered to draft.
Jim LaBorde suggested that an experienced Commissioner attend a neighborhood
Association Meeting on September 16th, from 8:00 am. to 12:00 p.m. at the Adult
Leisure Center on University Park, to represent the commission. Lin Blair said she
would try to attend.
Landscape Ordinance Report
Bob Brown reported on previous variance requests. Since the January 11 meeting,
the Brutons have cleaned up Mr. Carms' property adjacent to the TRI Western site
and installed required landscaping as a result of enforcement action by
Neighborhoods and Planning. Brain Minyard, landscape architect for Rock Creek
Square has been in contact with Neighborhoods and Planning and is considering
selecting ginko trees to plant to fulfill the ordinance requirements. The owner of the
Razorback Shopping Center property on Cantrell has been working with
Neighborhoods and Planning to provide adequate screening. New plantings will be
installed where the trees were removed and Bradford Pears were extensively pruned.
