All vehicular use areas which were in existence prior to the effective date of this article may continue in a nonconforming status until such time as a building permit is granted to enlarge or reconstruct a structure on the property exceeding ten (10) percent of its existing gross floor area. At such time, ten (10) percent of the existing vehicular use area shall be brought into compliance with the provisions of this article. This shall continue on a graduated scale until reaching one hundred (100) percent of the required landscaping. 2. It is recognized that unique circumstances may exist in conforming with these standards. However, in no case may the staff waive more than twenty-five (25) percent of these requirements. 3. A perimeter planting strip shall be required along any side of a vehicular use area that abuts adjoining property or the right-of-way of any street, highway or freeway. This strip shall be at least six (6) feet wide. 4. One (1) tree and four (4) shrubs or vines for every forty (40) linear feet shall be planted in the planting strip. 5. At least forty (40) percent of the view of the vehicular use area and automobiles parked thereon when the vehicular use area is fully utilized shall be screened so as to not be visible when reviewed from the abutting street. VARIANCE RE IMSTED: To not require a six (6) foot wide perimeter landscape strip and associated trees and shrubs vines along the northern perimeter and a portion of the western perimeter of the site and to not require screening shrubs within the proposed landscape strip east of the vehicular use area. FLND NGS: A new fire station is scheduled to be built over the site of the existing station to help serve the safety needs of the neighborhood. The proposed station will be two stories in height and built upon the existing foundation. The Little Rock Historic District Commission has enthusiastically approved the structure design and iron grate fence to go around the northern and western perimeters of the site as complimenting the neighborhood. A portion of the existing landscape area along the western perimeter will have to be removed to provide for a required accessible space for the disabled. However, the loss of area is more than made up for by the new landscape area to be added east of the front entrance drive. Two large trees are located in the public right-of-way east of this site and one large tree within the western landscape area. These trees are to be kept. An apartment building is located to the north of this property and an abandoned duplex to the east. The applicant wants to only sod the landscape areas. STAFF RECOl1'Il►'IENDATION: Staff recommends approval of the variance to not require additional green space but believes shrubs and crape myrtles should be required within the landscape area to be provided.
