April 4, 2000, in the Sister Cities Conference Room on the second floor at City Hall.
This will be a brown bag lunch meeting.

The City Beautiful Commission held its regular meeting Thursday, March 2, 2000 in the Sister
Cities Conference Room at City Hall. Meeting was called to order by Chair Dottie Funk.

Approval of Minutes: Minutes of the February 3, 2000, meeting were approved as mailed.
Treasurer's Report: Randy presented the March Treasurer's Report. Report accepted as
presented.
Reports of Committees
■ Gateway Study Committee. Nash Abrams and Randy Stocks have met on this
project. Nash reported that a committee working on the Louisiana Purchase Project is
working on a Capitol Avenue Project. Nash said we need to recruit Acxiom to help with
the project and make the landmark an integral part of Capitol Avenue. Frank Riggins asked
to work on the Gateway Project.
• Inner City Project. Barry Jefferson reported that he had not identified a project as of yet,
but he has talked with neighborhood association presidents, Board Members Hinton and
Pugh, and Alert Centers staff requesting their input. Barry said that some churches were
willing to donate money toward the project.
• Neighborhood Liaison. Nash Abrams reported that this program is on hold until money
can be raised to fund it. We need $4,000 to fund this program.
• Festival. Festival Steering Committee is in place. Members include: Tim Heiple — CBC,
Karol Zoeller — CBC, Randy Stocks — CBC, Scott Carter — Parks, Gayle Owens — Parks,
Lin Blair — Keep Pulaski County Beautiful, Susan Gele — KPCB, and Terry Sharp — KPCB.
The committee will be working on mission statement and budgets. Also will set a date and
come up with an official name before next CBC meeting.
• Land Alteration Task Force. Dottie Funk reported that Frank Riggins had been hired as a
consultant and his report would go to the Planning Commission in April. Timothy
Anderson presented a script to be used in making follow-up phone calls.

Old Business
Dottie discussed Vision 2000. Suggested that a letter be written to the City Board stating interest
and requesting that interested Commission members be appointed. Motion made and seconded to
send letter to board. Motion carried. Scott and Gayle will work on letter.
New Business
Dottie suggested that a we submit a City Beautiful Report to the City Board. Motion made and
seconded to submit a Report to the Board of Directors. Motion carried.
Nash Abrams said that there are federal funds available for highway beautification projects. Nash
Abrams will write letters to the City Manager or Parks Department requesting information on
these funds.
Miscellaneous
Parks and Recreation Report. Scott Carter gave the Parks and Recreation Report. He
discussed the Trees For Tomorrow Program. Scott announced that Paint Your Heart
Out will be April 15. If interested in participating contact the United Way. Scott
suggested United Way for a Polish the Rock Award. Scott reported that Director
Pugh would like something done for Earth Day. It is already being planned, there
will be a proclamation, giving away seedlings. Dee White is planning an Earth Day
Concert to be held in the Belvedere.
• Richard Wood discussed the ordinance requiring beautification to cellular towers.
