CBC 06-03-1999(2)The City Beautiful Commission held its regular meeting Thursday, June 3, 1999, in the Sister Cities Conference Room at City Hall. Vice chair Dottie Funk presided in the absence of the chair Frank Riggins. Members Present: Dottie Funk Nash Abrams Randall Stocks Molly Satterfield Ralph Desmarais Karol Zoeller Director Johnnie Pugh Also Present: Bryan Day, Director, Parks & Recreation Gayle Owens, Administrative Asst., Parks & Recreation Richard Wood, Zoning & Subdivision Manager, Planning Bob Brown, Plans Review Specialist, Planning Tina Fellows, Summer Intern Approval of Minutes. Minutes of May 6 meeting approved as distributed with the following additions. Bob Wilson, Real Estate Developer was also present. Ralph Desmarais complained that all comments made regarding the proposed tree ordinance were not published in the minutes. Written comments that were received are added to the minutes as an attachment. Treasurer's Report. Randy Stocks reported that we have $1,955 in the checking account. Committee Reports. ❑ Education Committee. —Molly Satterfield. No Report. ❑ Neighborhoods — Nash Abrams. Nash reported that he had been contacting some of the neighborhood associations to encourage them to enter the City Beautiful Pretty and Clean Contest. ❑ Land Alteration Task Force — Dottie Funk. Dottie requested that the Commission help in getting the ordinance passed. Randy Stocks moved that the Commission form a sub committee to establish a plan of attach. Motion seconded by Molly Satterfield. Motion carried. Dottie appointed Randy Stocks, Molly Satterfield, Frank Riggins, Dave Roberts, and herself. Miscellaneous Business. ❑ Parks and Recreation Report. Bryan Day reported that Tracy Bemis of Bemis Tree Company had donated five (5) big trees to MacArthur Park. Nash Abrams moved that the City Beautiful Commission support annexation ordinance as presented by Director Kelly. Motion seconded by Ralph Desmarais. Ralph Desmarais spoke in favor of the motion. He said that the inner city paying for the westward sprawl. He also .said that the federal government has performed a study that could save the city money. Other members of the Commission said they wanted to read the ordinance before they voted to support it. Motion failed. Molly Satterfield moved that we look at the ordinance and vote at the next meeting. Karol Zoeller seconded the motion. Motion carried. AN ORDINANCE ESTABLISHING A PHASED ANNEXATION POLICY, IDENTIFYING ELEMENTS OF A PHASED ANNEXATION ANALYSIS, REQUIRING A CAPITAL IMPROVEMENTS PLAN; AND FOR OTHER PURPOSES. WHEREAS, a widely acknowledged asset of Little Rock is the community's outdoor beauty of trees, hillsides, streams and other natural areas for wildlife and vegetation; and WHEREAS, expansion of Little Rock's boundaries and the consequent construction of man-made residential and commercial structures, and public facilities such as streets. highways, water, waste water, and storm water drainage systems do not always take into account the effects of urban development on natural areas; and WHEREAS, effects of urban growth on mixed income housing patterns. public school enrollment, and financing of off -site public facilities serving growth areas are not always taken into account; and WHEREAS, the City of Little Rock has grown to approximately 120 square miles. has approved over 280 separate annexations and has quadrupled the size of the city's territory since 1957; and WHEREAS, citizens ofLittle Rock must know the costs and benefits of urban grovv-th and city boundary expansions before they can evaluate the relative merits of annexation decisions, performance of municipal government and from time to time make community decisions about taxes and other means of financing provided to their municipal government. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. Statement of Policy. It is the policy of the Board of Directors of the 1 of Directors to evaluate the costs and benefits of annexation shall, as a minimum 2 requirement, include the following: (a) A narrative commentary describing urban development effects 4 on areas of the natural environment of unique character or value 5 and which may include vegetation or wildlife habitats that may 6 be adversely damaged by urban development. 7 (b) A narrative commentary describing the urban development g effect on enrollment patterns in the public and private schools in 9 Little Rock and Pulaski County. 10 (c) A narrative commentary describing the urban development 11 effects on housing construction including a forecast of the price 12 classifications of housing to be built in the area considered for 1; annexation. 14 (d) A narrative commentary and financial data describing the 15 community facilities or infrastructure which will be required on- '16 site in the area considered for annexation as well as community .17 facilities or infrastructure which reasonably will be required off- 1 g site from the area considered for annexation. All community 19 facilities and infrastructure identified in the analyses shall be 20 accompanied by a capital improvement plan and budget which 21 shall identify the type of improvement. size and location of the 22 improvement, a forecast of when the improvement should be 23 constructed, cost of the improvement, and the source of 24 financing, including general taxes, assessments from 25 improvement districts, user fees, or any other revenue source. to 26 be applied for the construction of the improvement. 27 SECTION 4. Compatibility with Other Planning Ordinances or Regulations. � r
