March 4, 1999 in the Sister Cities Conference Room on the second floor at City Hall.

The City Beautiful Commission held its regular meeting Thursday, February 4, 1999, in
the Sister Cities Conference Room. Chairman Frank Riggins presided.

Frank Riggins welcomed newly appointed member Karol Zoeller to the Commission. He
also welcomed Director Johnnie Pugh the new Board Liaison to the Commission. Mr.
Bill Barnes was recognized. Mr. Barnes is a new resident in Little Rock, recently from
Boca Raton, Florida where he served as chairman of the City Beautification Board for
five years.
Approval of Minutes: Minutes approved as mailed.
Treasurer's Report: No report. No activity during month.
Committee Reports:
• Education Committee — Dottie Funk — Letters have been mailed out to the
architects. The same letter will go out to the developers and builders. Nash suggested
that we should do more than just one mailing. Frank said we could develop a
newsletter to be sent out three times a year or quarterly. Dottie mentioned that we
should use Arbor Day as a method to educate the children. Commission members
discussed the possibility of helping replace trees that were destroyed by the tornado.
Dottie said thought that she felt this is something that needs to be pursued low profile,
but go ahead, get the money, do the planting because now is the time to be planting.
Just don't ask for a lot of publicity while people are restoring their homes. Frank said
that he felt that this is the very time for high profile, we would seek help from the
City at large and help to raise resources to help restore these trees. We would not be
asking the residents down there to come forth and plant their own trees. This would
be an appeal to the city at large. Maybe a fund can be established where money could
be sent to be used to buy trees. He said he thought the Commission needed to step

• forward at this time. Dottie suggested that the Tree Streets organization be included.
Dottie moved that we offer support to the Tree Streets organization in replanting the
downtown area. Motion was seconded by Carolyn Lawrence. Motion carried.
• Landscape Task Force — Dottie Funk reported that a public input meeting had been
held and there were over 60 people attending. Attendees were level headed,
concerned, and determined. Dottie said she thinks the time is right for acting on this
issue. There is a problem in enforcement of regulations. More staff is needed. We
don't have anyone to enforce the regulations. Dottie then discussed an example of a
entity that had not brought their landscape up to standard. They then came before the
Commission this time last year with a plan to build a large building. The City
Beautiful Commission told them that they had to bring their landscaping up to code
plus more landscaping in addition because of the new building. They have not done
anything to date. This is the River of Life Church. The new building is completed.
Bob Brown said they were given a year to complete the landscaping. Dottie said the
year is up. There is just not enough staff to enforce the current ordinance or the
proposed ordinance. Dottie mentioned the mayor's proposed tax increase and asked
the members to support this initiative so that money will be available to enforce the
ordinances. Will try to move onto the excavation ordinance very soon.
• Neighborhood Liaison Committee — Nash Abrams reported that he and Gayle went
to the Neighborhood Connection Meeting and presented the Little Rock Pretty and
Clean program. Copies of the program were distributed. Even though we handed out
the program at the Neighborhood meeting, we send the program to each individual
neighborhood.
NEW BUSINESS
Nash suggested that we invite Bob Phelps from Keep Arkansas Beautiful to our next
meeting.
Polish the Rock Awards -Tree Streets presentation will be February 23 at 4:00 p.m. in the
Boardroom.
MISCELLANEOUS BUSINESS
Frank reminded commission members that the Retreat is scheduled at 1:00 p.m. Sunday,
February 8 at Dottie's house at #5 Longley Drive. Dottie gave directions to her house.
