CBC 11-07-2002L[TTLE ROCK . a . CITY BEAUTIFUL C0MMIsSToN The City Beautiful Commission held its regular meeting Thursday November 7, 2002, at 11:30 a.m. in the Board of Directors Room, City Hall. Chair Nash Abrams called the meeting to order. MEMBERS PRESENT: Nash Abrams Tim Heiple Ann Ivey Sharon Tallach Vogelpohl Karol Zoeller Troy Laha Lynn Mittelstaedt Warren ALSO PRESENT: Pete Rausch, City of Little Rock, Urban Forester, Parks & Recreation Department Bob Brown, Plans Development Administrator, Department of Planning and -Development Christy Marvel, Landscape Specialist, Department of Planning and Development Guest Speaker: Tree Celebration/Follow-up of Fall Arbor Day/Planting Plans Update Nash and Pete are coordinating with a list of the local neighborhoods. Pete will try to attend the annual CBC retreat this coming January. On the 21" of November Pete will be at the Vietnam Memorial on the State Capital grounds. The CBC is welcome to join. He may also try a fall forestry festival. The approximate date to be the 1st weekend after the annual Fall Arbor Day Celebration. Tentavively plans are to have this retreat at Alsopp City Park. Details to follow at a later date. Pete is open to any suggestions or ideas. He brought a site plan to show the plans for the tree nursery that is to begin construction soon. Trees will be approximately $15.00 a piece verses the normal tree cost commercially. Tim to brainstorm with Pete regarding a major function that CBC can lead. Pete thought the prima concern concern for the trolley system was the trees that were to be removed on the north side of 2° street. APPROVAL OF MINUTES: Motion: Karol Zoeller moved that the minutes from October 3rd, be approved as submitted. Second: Ann Ivey seconded the motion and it was approved unanimously. Landscape Awards Notes/Suggestions: • City staff will draft and send letter to landscape award winners. A contact name(s) will then be given to Chair Nash Abrams. Nash will contact for follow up. • Don't require a photograph on next years landscape award brochure ■ CBC members to contribute 3 nominations each next year. This will generate 27 alone. • Take out the list of categories. Simplify form. • Re-evaluate/re-classify categories ■ Bus tour, longer and to go in the opposite direction of the past two years. ■ Ann may have the food arranged. To include fruits and cheeses. • Add a category for Southwest Little'Rock • No awards winners were generated in the Southwest part of Little Rock • All nominated sites to receive an Eye of the Beholder Award • Eye of the Beholder Award to be given to a median number of sites • Divide the awards by wards ■ Give money to help generate desire to upgrade existing sites • Fund raising activities • Grand award/overall city awardiby ward • Industrial/office/Apartment Complex/Commercial/Governmental/Institutional ■ Each CBC member to have a district & collaborate with the Board member in that district • Letter sent to all the nominated • CBC member to handle donations in the future, rather than at staff level COMMITTEE REPORTS: 1. Networking Committee —no report. Will focus on establishing and building mutually beneficial relationships within the community on behalf of the CBC. 2. Public Recognition Committee — Nash gave Pete Rausch a list of neighborhoods for grants. Nash plans to send a mailing out to local churches regarding the Adopt -A - Street Program. Will be responsible for all efforts designed to recognize outstanding efforts in all segments that support the mission of the CBC. This committee will be headed up by the CBC Chairperson who will be supported by sub - chairs heading up the following projects: Nash Abrams • Landscape Awards -Letter to be drafted by city staff and sent to the landscape award winners. Troy Laha. • Polish the Rock -no report. • Spontaneous Public Recognition Program- no report. Ann Ivey 3. Strategic Planning & Publicity Committee —has more mail labels that were donated by the Chamber of Commerce. Sharon volunteered to be the facilitator at this years annual CBC retreat. The date for the retreat has been set for January the 12"' from 12:30 to 3:30. Location is undecided, but Malcolm Holcomb Rainwater Culpepper was mentioned as well as the Rivermarket meeting room. Will serve all committees in publicizing their activities within the community. Sharon Tallach Vogelpohl City Beautiful Celebration Committee — Plans to meet with Boy Scouts. Also, planning to meet with Pete Rausch regarding a project for CBC to lead. Karol Zoeller to help. Responsible for establishing City Beautiful Day and planning/executing all attendant activities. Tim Heiple 5. Special Projects Committee volunteered to help Tim Heiple will a presentation to the local Boy Scouts group on October the I & at 7:00 p.m. Responsible for researching, planning and recommending annual special projects in which the CBC will participate. Karol Zoeller 6. Grant/Fundraising Committee —to write a letter to the environmental groups regarding the adopt -a -street program. Also, will check to see law regarding found litter with names on it and possibility of prosecution. Researches, recommends, and coordinates fundraising and grant -writing efforts on behalf of the CBC. Lynn Warren 7. Staff Responsibilites- (Bob)-to delve into information regarding the trolley system. Report via e-mail through Christy to CBC members. CBC members then to act accordingly. Commissioners are encouraged to send personal letters to entities involved if they so choose. Check with Board of Directors schedule to see if presenting Dottie Funk the Polish the Rock award in January is feasible. (Christy) -Invite David Hathcock to January CBC meeting. E-mail Lynn Warren correct spelling for Kate Altolf. E-mail findings of Trolley system to CBC members when Bob finishes research. Mail Eye of the Beholder certificates to 11 individuals(list from Ann Ivey) plus one to Kate Altolf. Write letter to landscape award nominee that removed their trees. OLD BUSINESS: none NEW BUSINESS: NOMINATIONS FOR CBC MEMBERS FOR 2003 FISCAL YEAR: Officers in place as of the November CBC monthly meeting are to remain in their respected Positions.
