CBC 10-03-2002LITTLE ROCK CITY BEAUTIFUL CoMMIssIoN The City Beautiful Commission held its regular meeting Thursday October 3rd, 2002, at 11:30 a.m. in the Board of Directors Room, City Hall. Chair Nash Abrams called the meeting to order. MEMBERS PRESENT: Karol Zoeller Nash Abrams Troy Laha Tim Heiple Lynn Mittelstaedt Warren ALSO PRESENT: Pete Rausch, City of Little Rock, Urban Forester, Parks & Recreation Department Bob Brown, Plans Development Administrator, Department of Planning and Development Christy Marvel, Landscape Specialist, Department of Planning and Development Guest Speaker: Tree Celebration/Fall Arbor Day/Update Pete Rausch, City of Little Rock, Urban Forester, Parks & Recreation Department. Pete gave members an itinerary for the Fall Arbor Day Celebration 2002. It will be set-up much the same as the spring Arbor Day, with the exception of the location. This year, weather permitting, it will be held at the McArthur city park. Like last year, we will work with the LR Tree Foundation. Discussion was held regarding the plan for street cars in the downtown area. It was decided that someone from Central Arkansas Transit should be invited the next months meeting to discuss plans for the trolley system and its impacts on the downtown area. Alright parking is working with Pete regarding a demonstration of planting new trees. APPROVAL OF MINUTES: Motion: Troy Laha moved that the minutes from September 5th, be approved as submitted. Second: Karol Zoeller seconded the motion and it was approved unanimously. TREASURER'S REPORT: City Staff reported the following: Little Rock City Beautiful Commission Treasurer's Report 10-03-02 Beginning Balance as of September 05,2002 Credits $13431..45 City Beautiful Commission ♦ 723 West Markham ♦ Little Rock, Arkansas 72201 ♦ (501) 371-4864 Debits Interest on Account $ .07 Total S 1,43 1.52 Southern Reprographics $227.58 (printing of landscape award brochures) Total $227.58 Ending Balance as of October 3, 2002 TOTAL $1, 203.94 The beginning and ending balance includes the donation for the City Beautiful Celebration donated by the LR Convention Bureau. COMMITTEE REPORTS: 1. Networking Committee —no report. Will focus on establishing and building mutually beneficial relationships within the community on behalf of the CBC. Dottie Funk 2. Public Recognition Committee — Will write another letter to the editor. Will attempt to contact P. Allen Smith regarding publicity. Will be responsible for all efforts designed to recognize outstanding efforts in all segments that support the mission of the CBC. This committee will be headed up by the CBC Chairperson who will be supported by sub - chairs heading up the following projects: Nash Abrams ■ Landscape Awards -Staff will work on the rental of a van for the annual landscape tour. Troy reports that approximately 26 nominations have been received thus far. Our date for the annual landscape tour is November the 4th from 2:00 p.m. until mission accomplished. Troy Laha. ■ Polish the Rock -no report. • Spontaneous Public Recognition Program- no report. Ann Ivey Strategic Planning & Publicity Committee — faxed city staff information on media events. Will serve all committees in publicizing their activities within the community. Sharon Tallach Vogelpohl 4. City Beautiful Celebration Committee — Will give a presentation to the local Boy Scouts in two separate locations and requests someone help him on October the IOtn at 7:00 p.m. Tim checked with local police department and they issued 9 citations in two years for littering. The majority of these were for dumping of refuse. Responsible for establishing City Beautiful Day and planning/executing all attendant activities. Tim Heiple 5. Special Projects Committee volunteered to help Tim Heiple will a presentation to the local Boy Scouts group on October the 1 Ot" at 7:00 p.m. Responsible for researching, planning and recommending annual special projects in which the CBC will participate. Karol Zoeller 6. Grant/Fundraising Committee —to write a letter to the environmental groups regarding the adopt -a -street program. Also, will check to see law regarding found litter with names on it and possibility of prosecution. Researches, recommends, and coordinates fundraising and grant -writing efforts on behalf of the CBC. Lynn Warren OLD BUSINESS: none NEW BUSINESS: MEMBER REINSTATEMENT: Bob Brown reported that Sharon Tallach Vogelpohl has missed more than 25% of the Commission meetings in 2002 and that according to the by-laws she is ineligible to continue serving without a reinstatement vote by the commission. Motion: Tim Heiple moved that Sharon Tallach Vogelpohl be reinstated to her post as City Beautiful Commissioner. Second: Lynn Warren seconded the motion. Vote: The motion was passed unanimously. NOMINATIONS FOR CBC MEMBERS FOR 2003 FISCAL YEAR: Nash nominated Tim Heiple as the head of the committee to select officers. Troy Laha and Karol Zoeller are to assist. NOMINATION FOR POLISH THE ROCK AWARD: Motion: Ann Ivey nominated Dottie Funk for the Polish the Rock Award. Second: Troy Laha seconded the motion and it passed unanimously.
