1. A perimeter planting strip adjacent to freeways or expressways shall be at least thirty
(30) feet wide.
VARIANCE REQUESTED:
A reduction in the width of a portion of the perimeter landscape strip adjacent to an
expressway.
FINDINGS:
This property is occupied by a one-story brick structure, which is located near the center of the
property. There is paved parking on the west and north sides of the building. Additional
buildings associated with the Baptist Medical Center Development are located to the east, west
and across Lile Drive to the south. Interstate 630 right-of-way is located immediately north of
the site.
The applicant proposes to expand the existing parking area, and construct 44 new parking spaces.
The new area of parking is proposed along the north side of the existing parking area, between
the existing parking and the I-630 right-of-way. The new area of parking will sit back from the
north property line a distance ranging from 14.5 feet to 57 feet.
The 30 foot buffer requirement along expressways is also a requirement of the Zoning
Ordinance. On May 20t'9 the Board of Adjustment approved this variance request subject to the
retaining wall being built within five (5) feet of the northwestern section of the proposed parking
lot.
STAFF RECOMMENDATION:
Staff feels that there are other areas within this site where additional parking can be provided
without encroaching into the required landscaping strip. Therefore, staff recommends denial of
this requested landscape variance.

1. A perimeter planting strip is required along any side of a vehicular use area that abuts the
right-of-way of any street or highway. This strip shall be at least nine (9) feet wide.
VARIANCE REQUESTED:
Permission to allow the street perimeter landscaping strips to be located within the public
right-of-way and with a width reduction for one strip.
FINDINGS:
The applicant proposes to remove the existing structure and redevelop the property for a
restaurant.
With redevelopment of the property, an additional twenty-five (25) feet of right-of-way will be
required for Cantrell Road and an additional ten (10) feet along Mississippi Avenue. The
proposed street perimeter landscape strips are proposed to be located within these right-of-way
areas.
The proposed width of the landscape strips along Mississippi Avenue is nine (9) feet and 4 '/z
feet along Cantrell Road.
Prior to landscaping the public right-of-way a franchise from the City would be required.
The applicant is also seeking a Board of Adjustment variance of the on -site street buffers
required by the Zoning Ordinance. This variance request is to be heard June 24 h, 2002.
STAFF RECOMMENDATION:
Since the Public Works Department is supportive of allowing this right-of-way landscaping and
since this proposal is a considerable improvement over whats there now, staff recommends
approval of this request.
