Chair Dottie Funk called the meeting to order. MEMBERS PRESENT: MEMBERS ABSENT: ALSO PRESENT: Dottie Funk Nash Abrams Karol Zoeller Troy Laha Sharon Tallach Vogelpohl Ann Ivey Tim Heiple Lynn Warren Billie Calloway Doris Weatherington Pete Rausch, City Forrester, Parks & Recreation Department Bob Brown, Plans Development Administrator, Department of Planning and Development Bill Hall, Landscape Specialist, Department of Planning and Development APPROVAL OF MINUTES: Motion: Troy Laha moved that the minutes from November 1, 2001 be approved as submitted. Second: Nash Abrams seconded the motion and it was approved unanimously. TREASURER'S REPORT; Ann Ivey reported a current balance of $134.98. GUEST PRESENTATION: Pete Rausch gave an update on the new City Forestry Program. Mr. Rausch distributed a copy of the 2002 Little Rock Parks and Recreation Urban Forestry Division Annual Work Plan. Dottie Funk asked Mr. Rausch to be responsible for ensuring the Work Plan is on the agenda for the last December City Board of Directors meeting. Mr. Rausch announced a new grant program, ENACT (Enhance Neighborhood and Community Trees). This program will provide funds strictly for trees and $4,000.00 will be available in the following year. He is working on the development of a program through which City -owned surface parking lots would be used as case studies to show how trees can be introduced into parking lots. A ceremony is planned in conjunction with a March 15, 2002, Arbor Day celebration. NEW BUSINESS: 1. Retreat — The 2002 City Beautiful Commission retreat will be held on January 6, 2002 at Dottie Funk's house, 12:30 p.m. COMMITTEE REPORTS: 1. Polish the Rock Award — Dottie Funk opened the floor to discussion of the Polish the Rock Award. Ann Ivey suggested the Polish the Rock Award presentation be tied in with the Landscape Awards program. Dottie Funk suggested soliciting nominations or recommendations through an announcement on LRNN. Tim Heiple voiced support of these two recommendations. Billie Calloway requested the Commissioners consider these recommendations as well as giving further thought to how the selection and presentation of the award will be handled. This issue will be discussed further at the next Commission meeting. Budget, Grants, Fundraising — No report. Landscape Awards Program — Bill Hall reported the results of the Landscape Award Judging, see attachment. A secret ballot was taken to settle a runoff between Westside Creek Apartments and Parkway Village in the Continuing Excellence category, with Westside Creek winning. The winners in the three categories are: Continuing Excellence — The Grove at Pleasant Valley Decorative Arts Museum Butterfly Garden Westside Creek Apartments Exceeding Requirements - Dixie Knight Photography Madison Heights Housing Development Lexicon, Inc. Voluntary Upgrade - Calais Forest Apartments MEMS Ambulance Service The Empress of Little Rock 2. Publicity — No report. 3. Public Art — No report. 4. Manmade and Natural Arts Celebration/Festival — No report. MISCELLANEOUS BUSINESS: 1. Tree Plan Recommendation — Nash Abrams asked Bill Hall to request that Bob Brown make a recommendation to the Board of Directors regarding the Tree Plan. 2. North Little Rock Billboard Ordinance - Dottie Funk requested that Bill Hall obtain a copy of the North Little Rock Billboard Ordinance. 3. 20' Annual Southwest Little Rock Christmas Parade — Troy Laha extended an invitation to the parade to be held 12/08/01.
