CBC 12-02-2004The City Beautiful Commission held its regular meeting Thursday, December the 2nd, at
11:30 a.m. in the Sister Cities Conference Room on the second floor of City Hall. Chair Tim
Heiple called the meeting to order.

APPROVAL OF THE MINUTES:
Motion: Troy Laha moved to approve the minutes from the November 4th, meeting
as submitted.
Second: Jan Hicks seconded the motion and it passed unanimously.
OPEN PUBLIC MEETING:

Bob Brown began the meeting regarding the landscape variance request located at 215 Markham
Center Drive. Currently, the property is occupied by a small, one-story masonry office building.
There is paved parking on the north, south, and west sides of the building.
The applicant proposes to redesign the existing parking area, adding three (3) additional parking
spaces along Markham Center Drive and nine (9) parking spaces along the northern perimeter of
the site. The new parking design will maintain the existing five (5) foot wide street landscape
perimeter strip along Markham Center Drive. A six (6) foot nine (9) inch wide landscape strip is
proposed along the northern perimeter of the site. The northern landscape strip complies with
ordinance requirements with the tradeoffs allowed by ordinance. The interior landscaping will
be redesigned and in compliance with ordinance requirements.

The landscape ordinance calls for a nine (9) foot wide on -site landscape perimeter strip along
Markham Center Drive. This strip may be reduced to six (6) feet and nine (9) inches in width if
made up for in another area of the site. The applicant proposes to maintain the existing five (5)
foot width. No additional right-of-way dedication will be required with this application.
The applicant is also applying to the Board of Adjustment, seeking a variance of the nine (9) foot
wide street buffer requirement. Staff is supportive of this request and views the request as
reasonable. Most of the existing parking lot curb and gutter along the west property line will
remain as is. The majority of the new parking lot will provide a landscape buffer of
approximately fourteen (14) feet in width along Markham Center.
CBC inquired the possibility of the client's willingness to voluntarily install an automatic
irrigation system. Mark Rickett, agent for Mr. David F. Devaney of Scenic Properties believed
the owner would be fine with irrigating all newly installed landscaped areas.
Motion: Troy Laha moved to approve the variance as requested to include an automatic
irrigation system for all newly proposed plants.
Second: Karol Zoeller seconded the motion and it passed unanimously.

ADOPTION OF THE 2005 SLATE OF OFFICERS:
Motion: Troy Laha made a motion for the current chair and treasurer to continue in the 2005
fiscal year and nominated both Karol Zoeller and Lynn Warren for vice -chair.
Second: Jan seconded the motion.

Motion passed with Tim Heiple continuing to reside as chair, Ann Ivey to continue as the
treasurer, and Karol Zoeller as Vice -chair. It was passed unanimously.
ADOPTION OF THE 2005 CBC CALENDAR OF MEETING DATES:
Motion: Lynn Warren made a motion to approve the proposed 2005 CBC calendar of meeting
dates; changing the December meeting to the 1st, rather than the 81h.
Second: Troy Laha seconded the motion and it passed unanimously.
KEEP ARKANSAS BEAUTIFUL -SELECT STEERING COMMITTEE:
The four following sheets were distributed to each CBC member:
1. Partnership area I-Citizen/non-profit and service groups
2. Partnership area II -business
3. Partnership area III -Government
4. Partnership area IV(wild card) -higher education or major employer
The list was critiqued and data compiled. CBC members keep brainstorming for viable partners
for the Keep Arkansas Beautiful steering committee.
DISCUSSION OF THE 2005 CBC ANNUAL RETREAT:
This years retreat is to be held at Jan Hicks home at 29 Vista Drive. It is on Sunday, January the
9th from 12:30-3:00 and it is potluck. Please, bring the following:

Karol -brisket (CBC to purchase)
John -slaw
Lynn -baked beans
Cita-potato salad
Troy -rolls, cups/plates

_ORDINANCE REOUIREMENTS:

property or the right-of-way of any street. This strip shall be at least nine (9) feet wide.
Up to twenty-five (25) percent of the perimeter planter area and associated trees and shrubs may
be shifted from one area of the site to another for the purpose of improving visual aesthetics or
for other appropriate environmental concerns.

RE: Request for landscape variance

Mr. Brown,
Please consider this a request for a landscape variance for the subject project. The
requested variance is related to the 9.0' requirement along the right of way of Markham
Center Drive. The project consists of a parking lot expansion to add 12 parking spaces to
the existing property. Little Rock Public Works Department is requiring an additional 5'
Because of the 5.0' of additional right of way that is being required to conform to the
Master Street Plan, the new right of way will be less than 1.0' from the existing back of
curb. This in and of itself violates the 9.0' landscape buffer that is required along the
right of way. Additionally, the owner would like to extend the parking on the west side
adjacent to the street by 3 parking spaces. We are proposing to add only 212 additional
square feet of paving and 24.8' of curb along the right of way. In order to function
properly, the business needs this additional parking. They would not be opposed to some
additional landscaping in order to compensate for the lack of a landscape buffer and since
this is an existing condition, we respectfully request permission to add these parking
spaces. Enclosed are 3 copies of the site plan and survey, the completed application and
a $100.00 review fee check. The 200' ownership notification and affidavit is currently
underway.
