CBC 11-04-2004The City Beautiful Commission held its regular meeting Thursday, November the 4th, at 11:30 a.m. in the Sister Cities Conference room on the second floor of City Hall. Chair Tim Heiple called the meeting to order. MEMBERS PRESENT: Tim Heiple Troy Laha Ann Ivey Karol Zoeller Jan Hicks Lynn Mittelstaedt Warren Cita Cobb John Beneke ALSO PRESENT: Tony Bozynski, Director, Department of Planning & Development Dana Carney, Zoning & Sub -division Manager, Department of Planning & Development Bob Brown, Plans Development Administrator, Department of Planning & Development Christy Marvel, Landscape Specialist, Department of Planning & Development Susan Langley, Administrative Technician, Department of the City Managers Office, City of Little Rock David Frazier, Lamar Advertising Company Al Thomas, Lamar Advertising Company Nancy Clark, League of Women Voters -of Pulaski County Carol Young, League of Women Voters of Pulaski County Jack Singleton, Keep Arkansas Beautiful Commission APPROVAL OF MINUTES: Motion: John Beneke moved that the minutes from the October 7th, meeting be approved as submitted. Second: Ann Ivey seconded the motion and it passed unanimously. OPEN PUBLIC MEETING: Tim Heiple began the meeting with an update and history regarding the scenic corridors and various billboard locations within the City of Little Rock. It was noted that city staff was continually working with Lamar Advertising, in reaching an agreement. As to date, 5 of the 6 issues have been agreed upon by both parties. The only outstanding issue regards the placement of a billboard at the intersection of Bowman Road and Chenal Parkway. Lamar is requesting the 660 feet requirement be reduced to 300 feet; thus allowing billboard placement in this area. In City Beautiful Commission ♦ 723 West Markham ♦ Little Rock, Arkansas 72201 ♦ (501) 371-4864 allowing this placement, Lamar agreed to place monument style billboards only in this area upon approval. Motion: Troy Laha moved to support the 660 feet setback requirement for scenic corridors as proposed by city staff. Second: John Beneke seconded the motion. Discussion: Karol Young with the Woman's League of Voters noted that billboards along scenic corridors is an oxymoron. Lamar has a variety of other places the billboards can be located. They would like to see fewer billboards all together. Motion passed Ayes-6 Noes-0 Absent-2 Abstaining-1 (Hicks) Motion: Troy Laha moved to approve reducing the required setback from Chenal Parkway along Bowman road to 300 feet and the signs to be the monument style only. Second: Lynn Warren seconded the motion. Landscape Awards -Update and follow up of ceremonies and upcoming awards to be presented in the spring 2005. Secure at least 100 nominations from the community for the 2004 Landscape Awards. Lynn Warren • Receive 58 nominations from commissioners and the community at large. • Receive at least 20 nominations from area landscape architectural firms. ■ Secure at least 2 nominations from each City Director and Mayor Dailey. OLD BUSINESS: NEW BUSINESS: Jack Singleton with the Keep Arkansas Beautiful Commission needs each CBC member to fill out the application for certification, listing any/all possible entities to be a part of the KarB committee. Visit www.kab.org for additional information. The CBC will meet on Monday, November the 22'd, at 11:30 in the Sister Cities Conference room to further discuss the action plan. This upcoming Saturday, November the 6t', is the next scheduled pick-up litter date. Meet at 8:30 a.m. at Senor Tequilas, parking lot. Tim, Troy, Ann, and Lynn plan to attend. Christmas lunch is planned for the December CBC meeting. Ann Ivey is taking a $5.00 donation from CBC members. Stacy Hurst requests the city checking into trashcans and recycling during the Clinton Library opening week. Susan Langley will check on these. Check on Park view performing the "clown" during the CBC annual Youth Arbor Day skit.
