CBC 10-07-2004LITTLE ROCIC C1TY BEAUTIFUL com M issION The City Beautiful Commission held its regular meeting Thursday, October the 7th, at 11:30 a.m. in the Sister Cities Conference room on the second floor of City Hall. Vice -Chair Sharon Tallach Vogelpohl called the meeting to order. Second: Karol Zoeller seconded the motion and it passed unanimously. OPEN PUBLIC MEETING: Dana Carney presented information regarding the history and proposed additions to the City of Little Rock's Scenic Corridors. Lamar advertising Company has proposed segmentation of the current and proposed scenic corridors. Dana presented a pictorial graphic of both the existing and proposed changes/additions. City Beautiful Commission ♦ 723 West Markham ♦ Little Rock, Arkansas 72201 ♦ (501) 371-4864 Tom Gibbens handed out a folder containing demographic information, maps of proposed segmentation areas, and examples of existing billboards throughout the city. Jack Langford, president of the Arkansas Twisters Football Team, noted that they would like to see the areas proposed by Lamar added because the market for Alltel arena isn't adequately represented in the target group areas currently. Motion: Troy Laha moved to resolve that the CBC favored the segmentation proposal for the proposed new scenic corridors. Second: Lynn Warren seconded the motion. Discussion: questions were raised whether or not the vote was to include the proposed sections of segmentation that Lamar Advertising was promoting; was decided to vote on as -is proposal only, as submitted by Lamar within the newly proposed areas. Motion failed Ayes-3 Noes-4 Abstaining-1 (Hicks) Motion: Troy Laha presented a resolution stating the CBC found the moratorium to be inappropriate and the Commission supported continued dialogue between the city and the billboard industry. Second: Lynn Warren seconded the motion. Discussion: Discussion included whether or not the city should have placed a moratorium on the billboards and scenic corridors. Dana Carney, with city staff, pointed out that the reason for the moratorium was to promote discussion and give more time to find a reasonable solution. Motion failed Ayes-3 Noes-4 Abstaining-1(flicks) Tony Bozynski, Director of the Planning Department, noted that continued discussions were scheduled and that a representative from the CBC is welcome to attend the on -going discussions between Lamar and the city. The invitation also extended to other interested parties in this matter. Motion: Lynn Warren made a motion to have a response by next Wednesday to Dana Carney, Zoning & Sub -division Manager, Department of Planning & Development. Second: Sharon Vogelpohl seconded and motion passed unanimously. Networking Committee —no report. To raise awareness of the City Beautiful Commission, its role in the community and government during 2004. Troy Laha • Create a quarterly calendar and work with other CBC commissioners to ensure representation at important community events in 2004. • Develop a list ofpotential partners and designate CBC liaisons. Ideas: 2. Adopt -A -Street Committee —no report. Increase participation in the Adopt A - Street program by 10% in 2004. Karol and Jan • Continue to pursue awareness initiatives. • Concentrate personal calls on financial institutions to leverage Twin City Relationship. 3. Eye of the Beholder Award -Please, pickup your Eye Award Signs. Present 100 Eye of the Beholder Awards in 2004. Ann & Cita has a commitment to Little Rock. Seek opportunities as appropriate for recognizing outstanding contributions with Polish the Rock Awards in 2004. Cita Cobb • Pursue the opportunity to recognize major city developments such as the Clinton Library and Heifer International Headquarters at 2004 Grand Opening Ceremonies. 4. Grants & Fundraising -no report. Successfully secure sponsors to fund existing programs and one new initiative in 2004. Tim Heiple • Prepare and submit one grant application for a new CBC initiative. • Collaborate with each committee chair to secure funding for his/her project as appropriate. Ideas: • Adopt-A-Street-Entergy • Eye of the Beholder -Janet Jones Company • Landscape Awards-Chenal Properties • Bus Stop Project -Secured, work for renewal for new project S. Strategic Planning & Publicity Committee —Will handle all publicity for the 2004 CBC landscape awards. Support all committees in strategic planning and publicity in 2004. Sharon Tallach Vogelpohl • Hold 2004 strategic planning session in January. • Support all committees with planning and publicity counsel. ■ Seek opportunities to raise awareness of CBC in the community via the news media. 6. Landscape Awards -Update and confirmation of all activities to transpire for the 2004 landscape awards ceremony. Secure at least 100 nominations from the community for the 2004 Landscape Awards. Lynn Warren • Receive 58 nominations from commissioners and the community at large. • Receive at least 20 nominations from area landscape architectural firms. ■ Secure at least 2 nominations from each City Director and Mayor Dailey. 7. Bus Stop Project -no report. John Beneke OLD BUSINESS: NEW BUSINESS: Peter Rausch, Urban Forester, 2004 Arbor Day Celebration requests the attendance and manning of a booth (area # 3) for the Youth Arbor Day Celebration scheduled for Wednesday, November the 3`d, from 10:00 a.m. to noon. It will be held at Kanis Park located at I-630 and Rodney Parham Road. Dottie Funk, former CBC member, requests additional support from CBC regarding a site that has substantial grading cut/fill proposed and to be presented at tonight's City of Little Rock's Planning Commission meeting. Tim Heiple noted that a 30' X 30' section in the "Gateway " project area has been given to the CBC. This area may increase should CATA decide they will not need to additional 3 bus parking spaces. This is to be determined at a later date. Also, Judge Buddy Villines wants to keep the title of affiliate for the Keep Arkansas Beautiful Project. Further discussions are scheduled.
