CBC 05-06-2004The City Beautiful Commission held its regular meeting Thursday, May the 6`t', at 11:30
a.m. the City of Little Rocks Urban Forestry shop located at 3324 S. Arch Street. Chair Tim
Heiple called the meeting to order.

To raise awareness of the City Beautiful Commission, its role in the
community and government during 2004. Troy Laha
• Create a quarterly calendar and work with other CBC
commissioners to ensure representation at important community
events in 2004.
• Develop a list ofpotential partners and designate CBC liaisons.
Ideas:
2. Adopt -A -Street Committee —The Adopt -A -Street billboard will be moving to the
Stagecoach & Otter Creek area soon. Ann Ivey emailed Acxiom about the Adopt -A -
Street Program. Karol & Jan will deliever to Bruce Moore and the LR Police
Department, the notification that the CBC is now the affiliate for the Keep Arkansas
Beautiful Commission. Karol & Jan will also being traveling to Russellville to check
on the "literally art" program. The program consists of a budget of $6,500.00 with 27
sponsors and 16 artists. Each participant receives a $50.00 stipend to spend on art
supplies with the first place winner receiving $500.00, second place $ 300.00, and
third place $100.00. Increase participation in the Adopt A -Street program by 10% in

■ Continue to pursue awareness initiatives.
• Concentrate personal calls on financial institutions to leverage Twin City
Relationship.
3. Eye of the Beholder Award -The Eye of the Beholder signs are being produced.
There will be a quantity of 50. Each CBC member can be responsible for 4-5 signs
each, to post in the various awardees yards, as well as, the removal and storage of the
signage. Suggested returning to the previous award winners residences to post the
new signage. Present 100 Eye of the Beholder Awards in 2004. Ann & Cita
4. Polish the Rock-Cita contacted Bank of Little Rock and Regions Bank regarding the
adopt -a -street program. Also spoke with Forest Park and the Junior League about a
recycling program. Seek opportunities as appropriate for recognizing outstanding
contributions with Polish the Rock Awards in 2004. Cita Cobb
• Pursue the opportunity to recognize major city developments such as the
Clinton Library and Heifer International Headquarters at 2004 Grand
Opening Ceremonies.
5. Grants & Fundraising -Tim will meet with the City of North Little Rocks City
Beautiful Commission, Betsy Davies, regarding our landscape awards. Both Sharon
and Lynn may accompany him to this meeting. Suggested the CBC having an area
along the cities river trail. Each CBC member needs to choose at least one bank to
contact regarding the adopt -a -street program. Successfully secure sponsors to fund
existing programs and one new initiative In 2004. Tim Heiple
• Prepare and submit one grant application for anew CBC initiative.
• Collaborate with each committee chair to secure funding for his/her project
as appropriate.

6. Strategic Planning & Publicity Committee no report . Support all committees in
strategic planning and publicity in 2004. Sharon Tallach Vogelpohl
• Hold 2004 strategic planning session in January.
• Support all committees with planning and publicity counsel.
• Seek opportunities to raise awareness of CBC in the community via the news
media.
7. Landscape Awards -Lynn will check on publicizing the landscape awards on local
channels. Presented upcoming landscape award nominations at the bi-weekly
meeting to the City Board of Directors. Each CBC member will coordinate with a
BOD to secure nominations from each, encouraging participation. The ASLA e-
newsletter hasn't been presented as of to date. Lynn will check on the estimated time
for its delivery. Willl coordinate the landscape brochure and mass mailout. Secure
at least 100 nominations from the community for the 2004 Landscape Awards. Lynn

• Receive 58 nominations from commissioners and the community at large.
• Receive at least 20 nominations from area landscape architectural firms.
• Secure at least 2 nominations from each City Director and Mayor Dailey.
8. Bus Stop Project -Karol has a landscaping company that is willing to maintain the
bus stop area if allowed to advertise on the bench on the site. Tim will request a
bench from Central Arkansas Transit (CAT). Discussed the water options for the 3
crepe myrtle trees on the site. Suggested purchasing 3 water rings. John Beneke
