CBC 11-03-2003LITTLE ROCK CITY BEAUTIFUL COMMISSION The City Beautiful Commission held its regular meeting Thursday, November 6th, at 11:30 a.m. in the Sister Cities Conference Room on the second floor of City Hall. Chair Nash Abrams called the meeting to order. MEMBERS PRESENT: Nash Abrams Troy Laha Ann Ivey Karol Zoeller Tim Heiple Jan Hicks John Beneke Lynn Mittelstaedt Warren ALSO PRESENT: Bob Brown, Plans Development Administrator, Department of Planning and Development Christy Marvel, Landscape Specialist, Department of Planning & Development Stacy Hurst, Board of Director, City of Little Rock Pete Rausch, Urban Forester, Department of Parks & Recreation David Hathcock, Adopt -A -Street, Department of public works Guest Speaker(s): Pete Rausch, Urban Forester, Parks and Recreation Department Pete Rausch handed out a map of Allsopp Park. The Fall Forestry Festival 2003 will be on the upcoming Saturday, November the 8 h. It is scheduled for 8:00 am. to 4.30 p.m. and to be located in Allsopp Park. The CBC is invited to man the tree puzzler area, denoted on the map given. Motion: Troy Laha made a motion to pass on the opportunity at Allsopp Park this year. Second: Karol Zoeller seconded the motion and it passed unanimously. Motion: Troy Laha made a motion to pay for the uniform rental for the recent Forestry presentation. Second: Ann Ivey seconded and it passed unanimously. APPROVAL OF 1VIINUTES: Motion: Troy Laha moved that the minutes from October 2nd, be approved as submitted. Second: Nash Abrams seconded the motion and it passed unanimously. TREASURER'S REPORT: Ann Ivey reported the following: Little Rock City Beautiful Commission Treasurer's Report 11-06-03 Beginning Balance as of October 2, 2003 Credits Interest on Account .12 Total $2,509.28 Debits Jan Hicks $ 65.12 (Plaque/Lamar Crown Trophy) Total $ 65.12 Ending Balance as of November 6, 2003 $2,509.16 $2,444.19 The beginning and ending balance includes the donation for the CAy BeautifuI Celebration donated by the LR Convention Bureau. COMMITTEE REPORTS: 1. Networldng Committee —showed newspaper articles of Fayetteville's new landscape ordinances. Also, showed a copy of a letter to Chief of Police from October. Took the Chief some adopt -a -street brochures. Will work on some television spots for the adopt -a -street program. Recommend two CBC members work with the Police, in particular, David Yarberry, who is the assistant to the chief. Nash will talk to the Kiwanas Club on November 12'h regarding the adopt -a -street program. Someone may want to attend the Environmental Coalition group, they meet the 2"d Thursday of the month at 11:30. The city wide clean-up is scheduled for the month of December. To 'raise awareness of the City Beautiful Commission, its role in the community and government during 2003. Nash Abrams 2. Adopt -A -Street Committee —David Hathcock reported that 23.5 miles had been adopted due to the CBC's efforts. Zero percent of the fines written by the LRPD are allocated for any adopt -a -street or other related programs. All the monies collected go into the general fund. The bumper stickers are on the city vehicles. The letter response from David's office was unsuccessful and has been discarded. To secure at least five (5) new participants for the Adopt A -Street program in each key segment by June 30, 2003. Karol Zoeller Co -chair -Award was presented to Lamar Advertisting at the recent Board of Directors meeting, to Tom Gibben's. Entergy has a $ 5000.00 grant that needs to be applied for that would cover the cost of the billboard for an additional year. Lamar Advertising wvu + �only� chuge the CBC for the paper, which runs approximately 100.00/mo�ifh. .Ian Hicks Landscape Awards -Director Stacy Hurst with Tipton & Hurst offered to donate 9 long stemmed roses to the CBC's landscape award winners. To receive at least 100 nominations from the community for the 2003 landscape awards. Troy Laha Co -chair -has the banner and will bring any remaining signs. Suggested that the pictures be taken in June/July of 2004 and presentation in September to award winners. Will check with Sharon regarding the advertising planned for the landscape award winners. Tim Heiple 3. Eye of the Beholder Award -Contacted Acxiom regarding the space into the city. She was told to contact them this upcoming April 2004. To present at least 100 Eye of the Beholder Awards in 2003. Ann Ivey 4. Polish the Rock Award -no report. Seek opportunity to recognize outstanding contributions with the Polish the Rock Award in 2003. Tim Heiple S. Grants & Fundraising -handed out information needed for a grant application to various CBC members. Lynn would like all of this information to be turned in before Thanksgiving. Keep AR Beautiful is having a conference on litter April 22nd in Hot Springs. The CBC has been awarded the Bus Stop Grant. CBC needs to talk with Mark Webre in Parks and Recreation. We are to use the $ 480.00 for trees with $63.00 going to tax. Bemis tree farm is to install. Also, ward 7 was granted $5,000.00 grant to install trees. To prepare and submit one grant application for a new initiative in 2003 and to support existing initiatives by lending assistance in securing sponsorships and for in -kind donations. Lynn Warren 6. Strategic Planning & Publicity Committee no report. Will serve all committees in publicizing their activities within the community during 2003. Sharon Tallach Vogelpohl Staff Responsibilities- (Staff)- Check for adopt -a -street participants that may be getting a landscape award. OLD BUSINESS: Karol Zoeller reported the following recommendations for the 2004 officers: Tim Heiple, Chair Sharon Vogelpohl, Vice -Chair Ann Ivey, Treasurer Lynn Warren volunteered to hold the vice -chair position should Sharon decline the opportunity. The initial recommendations were unanimously accepted by the commission. NEW BUSINESS: A recommendation was made by chair Nash Abrams to consider the following people for ex- officio membership for the CBC : Stacy Hurst, LR Board of Director, current ex-officio member Peter Rausch, Urban Forester of Parks & Recreation Department Bob Callans, prior chair of CBC and Landscape Architect It has come to the staffs attention, that the City Beautiful Commission cannot appoint ex-officio members. However, Pete Rausch and Bob Callan could serve as consultants to the CBC at their request. They are both welcome and appreciated by the CBC. Stacy Hurst is a currently appointed by Board of Directors as an ex-officio member. Motion: Nash Abrams made a motion for Lynn Warren and John Beneke to represent the CBC and give an update regarding the proposal(s) for the land alteration ordinance change(s). Second: Karol Zoeller seconded the motion and it passed unanimously. It was recommended by staff to work with the planning commission and Mike Hood in Public Works concerning the land alteration ordinance revisions and research.
