The City Beautiful Commission held its regular meeting Thursday, September 4a', 2003, at 11:30
a.m. in the Sister Cities Conference Room on the second floor of City Hall. Chair Nash Abrams
called the meeting to order.

Bob Brown began the meeting regarding the landscape variance request at 14116 Taylor Loop
Road. He presented the ordinance requirements, the variance requested, the findings and the
staff recommendation. He noted that he had received several calls and letters in opposition to the
variance request. Enoch Miller told the Commission that the survey could be wrong and that the
landscape strip might be a little wider than the two (2) feet shown. Also, he mentioned that he
might be able to get the property owner to the north to give him a long term lease to use some of
their property to satisfy the requirement. Mr. D.K. Robinson of the Westchester Neighborhood
Association spoke in opposition to the landscape variance request.
Motion: Troy Laha made a motion to approve the landscape variance request.
Second: Nash Abrams seconded the motion.

APPROVAL OF MINUTES:
Motion: Troy Laha moved that the minutes from August 7t' be approved as submitted.
Second: Ann Ivey seconded the motion and it passed unanimously.
TREASURER'S REPORT: Ann Ivey presented the Treasure's report.
Guest Speaker — Public Works Adopt -a -Street Program:
David Hathcock brought the Commission up to date on the status of the Adopt -a -Street Program.
David mentioned that eight signs for the city trash trucks have been ordered. Also, 250 bumper
stickers for vehicles. David mentioned that a booth would be set up at World Fest in MacArthur
Park on September 26'h and 27t`. There will be brochures and applications available. David said
he would have a map showing streets that have been adopted so those interested would know
which streets to choose from. Seventy-five letters have been sent but with only two responses.
Future plans call for mail outs to be sent to targeted areas where street adoption is most needed.
Since the City Beautiful Commission began promoting the Adapt -a -Street Program one year ago,
we have added 168 blocks (10.5 miles) of adopted streets. Letters to the Editor have been the
most effective tool.
Jan Hicks mentioned that we should present Lamar Advertising with a plaque for donating their
billboard for Adopt -a -Street.
Motion: Troy Laha made a motion that we present Lamar Advertising with a plaque not to
exceed a cost of $55.00.
Second: Karol Zoeller seconded the motion and it passed unanimously.
COMMITTEE REPORTS WERE PRESENTED.

Bob Brown mentioned to the Commission that Sharon Tallach Vogelpohl had missed more than
25% of the year's meetings and would require a waiver of the bylaws to continue serving on the
Commission.
Motion: Troy Laha made a motion to reinstate Sharon Tallach Vogelpohl.
Second: Ann Ivey seconded the motion and it passed unanimously.
Nash Abrams brought up appointing ex -official members of the Commission in the future.
