CITY BEAUTIFUL
COMMISSION
The City Beautiful Commission held its regular meeting Thursday, August 7th, 2003, at
11:30 a.m. in the Sister Cities Conference Room on the second floor of City Hall. Chair Nash
Abrams called the meeting to order.

Pete gave Lynn an information packet to apply for the ENACT grant for the CBC. It is a
matching 50150 grant; however, it can be matched by manpower and/or man-hours. The Arkansas
Forestry Commission gave the Parks & Recreation department a $5,000.00 grant. This money will
be used for the Allsop Park Tree Festival, at Allsop Park on Saturday, November the 8`h. The Fall
Arbor Day Celebration is scheduled for Wednesday, November 51' from 10:00 am to 12:00 noon.
Pete would recommend the skit produced previously by the CBC, starring Dottie Funk, Kate Althoff,
and the City Beautiful Commission. The Arkansas Urban Council will host a day of volunteer clean
up for the Camp Aldersgate for the Arbor Service Day. The City of Little Rock's fire department
along with the Arkansas Forestry Commission will continue the "Firewise" informational sessions
on this day, also. Kenwood Sub -division recently gave the Parks and Recreation Department
$10,000.00 for tree replacement inward 7. If anyone has any suggestions on location of possible
tree replacement projects, please contact Pete.

COMMITTEE REPORTS:
1. Networking Committee —called the AR Times, the article for the Adopt -A -Street
was postponed; however, should be published soon. The billboard was approved and
is in production. Meeting is scheduled with Guy Lowe, director of Public Works,
regarding the possibility of the adopt -a -street bumper stickers being placed on all city
vehicles. Nash will push hard for all city vehicles to have the adopt -a -street media.
Letter was sent to the Board of Directors regarding the drive around scheduled with
each CBC member. Staff to check whether or not Curran Hall is eligible for a
landscape award. Let's investigate a more permanent type of signage for the
landscape award winning sites.
To raise awareness of the City Beautiful Commission, its role in the
community and government during 2003. Nash Abrams
2. Adopt -A -Street Committee —Showed the various options for the billboard
considered. Plans to accompany Nash and Jan to speak with Guy Lowe in Public
Works, City of Little Rock regarding publicity with the use of the city vehicles. To
secure at least five (S) new participants for the Adopt A -Street program in each key
segment by June 30, 2003. Karol Zoeller
Co -chair -the adopt -a -street billboard should be up within the next two weeks. It
will be located on Reservoir Road, near Professor Bowl. Will meet with LR Realtors
Association on September the 15th, regarding the adopt -a -street program. Jan Hicks
Landscape Awards- To receive at least 100 nominations from the community for the
2003 landscape awards. Troy Laha
Co -chair -mailed out landscape award nomination brochures. Approximately 140
were mailed. They are due on September lst. Tim will pull last years landscape

3. Eye of the Beholder Award -Working on a sign to place in the Eye of the Beholder
award winners yards. Spoke with Axiom and should know in 30 days about adopting
a street. To present at least 100 Eye of the Beholder Awards in 2003. Ann Ivey
4. Polish the Rock Award -no report. Seek opportunity to recognize outstanding
contributions with the Polish the Rock Award in 2003. Tim Heiple
S. Grants & Fundraising -Passed out a copy of the letter addressed to the Mayor for a
request for funds in the amount of $10,000. To prepare and submit one grant
application for a new initiative in 2003 and to support existing initiatives by lending
assistance in securing sponsorships and for in -kind donations. Lynn Warren
6. Strategic Planning & Publicity Committee —Will call David Hathcock to verify to
whom and the quantity of letters that have been mailed out thus far. Will serve all
committees in publicizing their activities within the community during 2003. Sharon

A perimeter planting strip is required along any side of a vehicular use area that abuts
adjoining property. This strip shall be at least nine (9) feet wide.
2. Not more than twenty-five (25) percent of the perimeter planter area may be shifted from
one area of the site to another area of the site.
VARIANCE REQUESTED:
Reduction of a portion of the required northern perimeter landscaping strip.
FINDINGS:
The applicant currently operates a salon from the site and proposes to convert the existing use to
a cosmetology school and live upstairs. The structure is a single-family two-story structure with
four parking spaces located in the front yard area.
The applicant is proposing fifteen (15) students and the placement of eleven (11) parking spaces
in the back yard.
The proposed site plan does not allow for the minimum six (6) foot nine (9) inch wide northern
perimeter landscaping strip for approximately one hundred (100) linear feet. The placement of
the proposed drive to the rear parking area only allows for an approximate two (2) foot wide
perimeter landscaping strip. There is no alternative for this drive.
The property to the north of this site is a vacant lot with residential zoning.
The applicant proposes installing a six (6) foot high wood screening fence along the northern
perimeter of the site.
On July 24, 2003, the Planning Commission approved the proposed use and site plan, including
the variance from the nine (9) foot wide northern perimeter land use buffer required by the
zoning ordinance.
As of this writing, staff has received two phone calls in opposition to the landscape variance
request from area residents.
STAFF RECOMMENDATION:
Staff is not supportive of the reduced perimeter landscaping strip. The adjoining vacant lot use
has not yet been determined and staff feels the use could become a single-family residential
structure. Staff feels this minimal separation should not be waived.

It's been almost six years since my volunteer service to the city of Little Rock started. It .has been
my pleasure to serve my "home town" on the City Beautiful Commission. I have served as president
for the last two years and have enjo,yed it: I have been encouraged by the progress we have been
able enact. But, as they say "All good things must end."
The commission adopted and implemented the "Adopt -A -Street" program. We worked and greatly
enhanced the City Beautiful �.andscape Awards and have just introduced the `Eyes of the Beholder"
award. We have made great strides in citizen awareness in our fair city with attention on making
Little Rock a clean, beautiful city. Through these years we have worked without funds and have
earned the support of business leaders and members of the city Board of Directors.
I am leaving the City Beautiful Commission in October and will need to be replaced as soon as
possible for the commissions' work to continue uninterrupted. I would like to interject some
qualities needed for a commission member. The members who have these attributes have been a
pleasure to work with and we have gotten things done.
Attendance at the monthly meetings is necessary. If they do not have the time because they are
doing to many things at once and cannot be at the meetings and work throughout the week and the
month on committees and planning upcoming events, the space is better filled with a less visible
person and more focused person. Although attendance at the meetings is important, an
understanding of our city and an understanding of the "Mission" of the City Beautiful Commission
is vital. There will be phone calls to make, committee meetings, businesses and government offices
to visit, fund raising to be considered for the work of the commission to continue. This is not just a
titled membership, the objectives of the commission take time and commitment and the results are
worth while.
I sincerely hope the Little Rock Board of Directors will consider my suggestions when appointing
my replacement. I am asking you, the Board of Directors to make sure the new appointee has the
time, desire and energy to put into this position so the City Beautiful Commission will continue to do
great things for the city of Little Rock.

the disgraceful spread of garbage
-and filth across our scenic and natu-

The issue of litter has become a
.cause c6I6bre with me since I carve

,and saw how the irresponsible- among

ganization's "Keep Arkansas Beautiful
Littler Law Enforcement Officer of the
Year for 2002' award. last year, he alone
issued 38 litter citations and assisted in
writing 115 others. My kind of guys.

and tons of empty cans and cups. It all

Having lived over the years in sev-
eral other- states, I witnessed their com-
mitment to keeping their roads and
countryside clean, even if it meant im-
posing heavy fines on the titterers. There
was no mercy when it came to those
who trashed -the environment. So imag
ine my disheartenment to return and
find how every me -first Bubba has spent
years carelessly dumping his refuse on
everyone else.
Such self-absorbed behavior and -tol-
erating it tbroughvirtually non-existent
concern or enforcement says we have
no reverence or regard for the rare beau-
ty
we enjoy. I can almost hear the can-
crunchers bellowing. "It's my truck and
my empty can and I'll throw it wherev-
er I choose, 'cause I'm an American,
yeee'bygodhaw"
Well, I think a couple of $2,000 fines
for littering would impose some seeds
of reform. But, of course, that would re-
quire: a combination of enlightened leg-
islavars who care about our state and
strict enforcement.

call, t;o your attention the three Arkan-
sas Game and Fish Commission wildlife
offic ers who recently were honored
for bolding these "Littering Lems" ac-
cour stable. In fact, let's all stand before
our 1.'ralf-filled coffee cups this morn-
ing a: ad salute Sgt. Rick Emery, Sgt. Scott
Watt.. dns and Cpl. Nathan Hellums for
their exemplary dedication to enforcing
the si tate's anti -litter laws.

ing the signature of Helena lawyer L.
Ashley Higguis. The message that ,Z'.
sent on very lawyerly letterhead sta-
tionery tools issue with my column about
state Sen. Sue Madison, D-lxayetteville,
returning her annual Game and Fish
Commission wildlife calendar. He
claimed I was ethically challenged for
saying in the column that I wouldrx't
mind having a calendar if it.didn't vio-
late the paper -waste law Madison had
sponsored

W.Q. Hall of Huntsville: The judge is be-
ing professionally called to answer for
his questionable courtroom comment
about having a defendant "shot."
"You are not merely trifling, ethical-
ly obtuse and ignorant," L explained to
me. "You state that you are `not sure
whether Hairs courtroom behavior or
[Jack] Gates' raw sewage smells worse:
You're stupid."

that read; "Stupid," apparently as evi-
dence.
Well, I, R. Michael Masterson, non-
Esq•, thought my Hall comment was
mildly humorous. But then, what truth
could an Ozarks working stiff possibly
fathom while buckled beneath the with-
ering essence of such flatland, lawyer-
ly intellect and pronouncement?
One thing is certain: In Us razor-sharp
mind, I cannot hope to rise to the level
of a purely ethical, never obtuse, igno-
rant or stupid Helena lawyer. -
Otherwise, I would have my own
intimidating and expensive stationery
upon which I could spend hours con-
triving tirades to mail along with those
belittling paper signs made on my copy
machine.
