COMMISSION
The City Beautiful Commission held its regular meeting Thursday, May 1st, 2003, at
11:30 a.m. in the Sister Cities Conference Room on the second floor of City Hall. Chair Nash
Abrams called the meeting to order.

OPEN PUBLIC MEETING:
Guest Speaker -David Hathcock:
Brochure presented showing ten additional groups have joined since the beginning of the year.
This is a total of 8.5 miles or 136 blocks. David has a list of participating members and the ones
denoted in green are the new, 2003 participants. David now has a PowerPoint presentation that
helps explain the adopt -a -street program which also includes the City Beautiful Commission's
logo. David will get a copy of this list to city staff in the Planning Department. Public Works
would like to thank Mangan Holcomb Rainwater Culpepper displaying the adopt -street -program.
Nash, Jan, and Sharon landed the free advertisement on a billboard for the adopt -a -street
program.
Guest Speaker -Pete Rausch:
On the 171h of May, Pete and his crew will pick up their adopted street between Main street
and State Street. The National Tree Trust supplied all the tree saplings. Pete brought sycamore
saplings for the group. Thanks Pete! Memorial trees can be purchased for $250.00 that are 1 '/2
inch in caliper and will include a 5" X 7" aluminum plaque. Price also includes mulching and
staking of the tree. May 71h is national missing children's day. Will send tree planting grant
information to Nash. Lee Ann Madison is working on a package that each school can take back
to the schools, to teach/educate more children about the preservation of trees. Discussed having
our annual landscape awards same week as the forestry festival and arbor day fall celebration in
November.

COMMITTEE REPORTS:
1. Networking Committee —The five-minute infomercial should be running May the 5 h
through May the 1 Vh, on Comcast, channel 44. Perhaps the radio is a more
successful advertising tool. Check on same company donating a radio advertisement
spot again, Sharon? Met with Billboard company. The adopt -a -street program will
be advertised via billboard, which is approximately a $2,000.00, two thousand dollar
donation. Good job Jan, Nash and Sharon! Commissioners, write your letters to the
editor.
To raise awareness of the City Beautiful Commission, its role in the
community and government during 2003. Nash Abrams
2. Adopt -A -Street Committee —no report. To secure at least five (5) new participants
for the Adopt -A-Street program in each key segment by .Tune 30, 2003. Karol Zoeller
Co -chair -was able to acquire the use of a billboard for the advertisement of our
adopt -a -street program with the help of both Nash Abrams and Sharon Vogelpohl.
Discussed the possibility of advertising on the garbage trucks in the city. Jan Hicks
3. Landscape Awards -sub -committee decided that each commissioner should bring
five good entries to receive a landscape award. Judge those five and give the best
three of the five to city staff. To receive at least 100 nominations from the community
for the 2003 landscape awards. Troy Laha
Co -chair -Perhaps we should be targeting our nominators. Also, call each city
board member and take them with you on a touring trip of their particular area of
jurisdiction. Tim Heiple
4. Eye of the Beholder Award -Attending the master gardeners meeting in May.
Please, each commissioner bring at least one nomination for an Eye of the Beholder
Award next month and remember to qualify it must be visible to the public. To
present at least 100 Eye of the Beholder Awards in 2003. Ann Ivey
5. Polish the Rock Award -no report. Seek opportunity to recognize outstanding
contributions with the Polish the Rock Award in 2003. Tim Heiple
6. Grants & Fundraising -sent letter to Frances Flower Shop to thank them for their
donation. Discussed having a title sponsor and then establish other levels of
sponsorships. Lynn will call a sub -meeting and report her findings at next months
meeting. Lynn will nominate the CBC for a Keep Arkansas Beautiful Award, the
Government litter category. To prepare and submit one grant application for a new
initiative in 2003 and to support existing initiatives by lending assistance in securing
sponsorships and for in -kind donations. Lynn Warren
7. Strategic Planning & Publicity Committee —Publicity awards for landscape
ceremony ran in the AR Democrat/Gazette and AR Business. Working on the design
for the Adopt -A -Street program. Recently attended the reception at the Governors
Mansion and wore her CBC name tag : ) Remember the goal to sign up groups for
the adopt -a -street program by mid -year, is five. Offer still stands to help with any
publicity. Will serve all committees in publicizing their activities within the
