This will be a brown bag lunch meeting. Meeting was called to order by Chair Dottie Funk. Members Present: Nash Abrams Karol Zoeller Tim Heiple Randy Stocks Dottie Funk Also Present: Bob Brown, Plans Review Specialist, Planning Department Gayle Owens, Admin. Asst., Parks and Recreation Bryan Day, Director, Parks and Recreation Tony Boyzynski, Asst. Director, Planning Open Public Hearing: Chair Dottie Funk declared the Public Hearing Open. Item No. 1— CBC 565 — New Matters Applicant: Address: Description: Dillards, Inc Cindy Bauer Drilling, ASLA, Agent 1310 Cantrell Road Block 358, Allen and Marquand Subdivision Variance Requested. Deletion of the minimum four (4) foot wide perimeter landscape strip south of the proposed service lane adjacent to the right-of-way of Cantrell Road and to plant the associated trees, shrubs and vines within the adjacent right-of-way and next to the proposed structure. Findings. The applicant proposed to substitute asphalt for grasscrete in front of a new data center for Dillards to allow for a service lane. The applicant also proposes to construct a six (6) foot high opaque slip -face architectural wall to screen the paved area from Cantrell Road and then to plant trees, shrubs and vines within the adjacent right-of-way and next to the proposed structure. Staff Recommendation. Since the proposed service land is not for the general public and provided the architectural screening wall and extensive landscaping is installed, staff recommends approval of this request. Cindy Bauer Drilling, ASLA, Agent for Dillards presented the applicants position. Motion. Tim Heiple moved to grant variance as requested. Motion seconded by Karol Zoeller. Motion carried unanimously. , Public Hearing Closed. Approval of Minutes: Minutes of the September 7, 2000, meeting were approved as distributed. Treasurer's Report: No change. Special Presentation: Bryan Day discussed the "proposed merger of the City Beautiful Commission and the Arts and Humanities Commission. Bryan said that the Parks Department would like to have is a big umbrella commission that can help with all of our quality of life issues. A commission that looks at the big picture and would take on things like land trusts, floodway preservation, urban forestry and public art. Big policy questions that would shape our future. Neither commission has money, but it is o� ssible that some money could be appropriated to the new commission. Dottie asked about the administering of ordinances, such as Landscape, Tree Preservation, and Excavation. Bryan said that a suggestion had been made to send them to the Planning Commission. Dottie said she has a problem with sending these ordinances to someone else. Bryan suggested that a standing committee be established by ordinance to oversee and administer these ordinances. Dottie said she could agree to that. Bryan said he would begin working on the ordinance. Bryan asked _Gayle to go ahead and have the CBC vacancies advertised. Commission members discussed proposals. Reports of Committees Land Alteration Task Force — Dottie reported that we do have a Tree Ordinance. She thanked the Commission members for their help. She thanked Bob Brown and Tony for their help and time. o Festival — Tim Heiple reported that he had been in touch with Alice Guffey. She said she would do the Festival project for $500 which would include Mars. He said that the letters were not going out as fast as he would like them to. Tim also said he had been in touch with Christie Tilbury, but had not heard back from her. • Old Business — None New Business City Beautiful Commission Minutes October 5 Meeting Page 3 Tony Boyznski asked for Commission action on a particular part of the Landscape Ordinance. In the "Scope" section there is a sub paragraph that reads "those areas of the City of Little Rock designated Mature by the Department of Planning and Development and approved by the Planning Commission and the City Beautiful Commission in those areas. The city official may grant up to a twenty-five percent (25%) reduction of these provisions for developments found within mature areas. A map of mature areas is available at the Department of Planning and Development." Staff recommended the 1937 Zoning Plan which includes University Avenue on the west down to Fourche Bottoms over to I-440 and just east of the Airport and then up to the River, along the River back to University Avenue. This was reviewed with the Task Force. The Planning Commission approved this Designated Mature Area last week. I am here today to ask for your approval. Tim Heiple moved to approve the Designated Mature Area; Randy Stocks seconded motion. Motion carried unanimously. Miscellaneous Business • Parks & Recreation Report.
