The City Beautiful Commission held its regular meeting Thursday, July 6, 2000 at 11:30
a.m. in the Sister Cities Conference Room at City Hall. Meeting was called to order by
Chair Dottie Funk.

Gayle Owens, Admin. Asst., Parks and Recreation
Approval of Minutes: Minutes of the June 1, 2000, meeting were approved as
distributed.
Treasurer's Report: Dottie reported that Randy said the Treasurer's report is basically
the same except we have received a donation of $1,000 from Advertising and Promotion
for the festival.
Guest Speaker: No speaker for July meeting.
Reports of Committees
• Land Alteration Task Force — Bob Brown reported that staff ( himself, Jim Lawson,
Bob Turner and a few others) had spent several evenings with the City Attorney's
Office going over the ordinance. The City Attorney believed that this was a good
time to go over the ordinance and restructure it so it holds up in court better.
Essentially the ordinance was rewritten and changed. Bob distributed copies of the
revised ordinance. Dottie had problems with some of the definitions. Definitions
were discussed. Bob also said that "Enforcement" had been changed. City Beautiful
Commission will now have authority over the Landscape Ordinance and the Tree
Ordinance.
a Capitol Avenue Project — Dottie reported Jhat Randy and Nash had met with
Christie Tilbury to tell here that the City Beautiful Commission would like to be
involve in the Capitol Avenue Project and to find out the status of that project. Randy
will follow up with a letter to reconfirming that we want to be involved.
+ Inner City Project — Barry Jefferson not present. Dottie distributed copies of a letter
that she received from her brother in Crossville, Tennessee. The letter is a request
from the Crossville Beautification Committee for property owner to clean up his

property. Tim Heiple said that the City already sends out notices to property owners
to clean up their property. Bob Brown said about 30 letters per week are sent out.
Festival — Tim Heiple asked commission members for help with the festival. He also
reported that we have received $1,000 from Advertising and Promotion to be used
seed money. We need about 12 people to help on the committee.

Commission Membership - Gayle said that she would have to send Ralph
Desmarais a letter informing him that he is no longer on the Commission and telling
him that he will need to send a letter to the Board of Directors requesting
reinstatement. He has missed more than 25% of the regular meetings. Barry
Jefferson has missed three meetings and a warning letter will be sent to him.

gU Beautiful Celebration
A Festival of Parks
The Little Rock City Beautiful Commission is moving to become more active in
its mission to preserve and enhance the living environment of our City. With the
pressures being placed on our environment it is more important than ever that we work
toward awareness of the environment as well as its protection and enhancement.
In order to start in that direction the City Beautiful Commission in conjunction
with Keep Pulaski County Beautiful is planning the first annual "City Beautiful
Celebration" to be held in downtown Little Rock on April 71h, 2001. The festival will
focus on downtown parks with its primary activities being held in Riverfront and
McArthur Parks and the neighborhood between.
The festival will be a one day event that will focus on environmental
issues including recycling, land and tree preservation, energy
conservation, mass transit, and the use of "green" materials. We hope to
have dozens of booths promoting and demonstating items and ideas that
address these issues.
We hope to include the many downtown institutions in a focus on the
environment. These institutions could include Central Arkansas Library's
Main Library, the Arkansas Territorial Restoration, the Museum of
Discovery, Central Arkansas Transit Authority's new travel center, the
Arkansas Arts Center, the Clinton Presidential Library Park, the Kramer
School and the Decorative Arts Museum.
There will be entertainment and refreshments with an orientation towards
environmental consciousness. Scheduled programs include production of a
children's play about the environment and an interactive recycling
collaboration. Musical entertainment will follow a natural theme.
Walking tours are of downtown parks with an emphasis on public art
awareness are being developed to be enjoyed during the festival.
