Meeting was called to order by Chair Dottie Funk. Members Present: Dottie Funk Nash Abrams Karol Zoeller Tim Heiple Randy Stocks Barry Jefferson Timothy Anderson Also Present: Gayle Owens, Administrative Asst. I, Parks & Recreation Richard Wood, Zoning & Sub Division Mgr., Planning Department Susan Gele, Keep Pulaski County Beautiful Welcome New Member: Chair Dottie Funk welcomed Timothy Anderson to the Commission. Approval of Minutes: Minutes of January 6, 2000, meeting approved as mailed. Minutes for Special Meeting on December 14, 1999, approved. Treasurer's Report. Randy Stocks presented the following documents; Income and Expense Reports for 1999 and 1998, Expense Report for 1997, and Treasurer's Report for January 6, 2000. We currently have $1,972.31 in the bank, $1,098.50 is allocated to the fountain, leaving $422.09 for Commission operations. Members asked for an accounting of parks' expenditures on the Commission's behalf. Gayle said she would prepare something for the next meeting. Members discussed preparing a budget and asking the Board of Directors for additional funds. Members also discussed looking for sponsors for some of their projects. Committee Reports. Land Alteration Task Force — Dottie Funk. The Task Force Tree and Landscape ordinances are at the Planning Commission level. There were questions regarding how much will it cost developers to apply it to property which they are developing. The Planning Commission has requested that the Task Force choose a consultant to determine a before and after price of developing four properties. Task Force is in the process of trying to choose a consultant. Timothy Anderson asked about the job of the consultants. Dottie explained that the revised ordinances are asking for more trees to be planted, taking more property, and asking the developer to leave that as green space. Dottie announced that she has some post cards and asked members to take them and hand them out. Dottie requested a letter on CBC letterhead be sent to the former members of the Little Rock Image and Community Enhancement Committee Members. Dottie said she would get the addresses. Timothy Anderson said the letter should be followed up with a phone call. He said he would help make the phone calls. Other members said they would help. Timothy agreed to write a script for the phone calls. Dottie suggested sending the letter to past City Beautiful Commission members. Nash explained the Pretty and Clean Project which is a beautification competition for the neighborhoods. We need at least $3,500 for the program. Nash said he had spoken with Bryan Day. Bryan has said that he will help raise the money. Nash will need to go with Bryan to visit prospective sponsors. Nash suggested that we invite Bryan to the March meeting. Nash said he would lead the program. Nash asked Dottie to introduce Susan Gele. Nash said that Susan has worked very hard and has now gotten Pulaski County certified by Keep America Beautiful. Old Business. ❑ Retreat — Dottie distributed copies of notes (Goals for 2000) from the Retreat. 1. Festival. Tim Heiple reported that a brief meeting had been held with Randy, Karol, Scott, and Gayle. The committee voted to ask Keep Pulaski County Beautiful to participate as a cosponsor. Barry Jefferson moved to proceed with plans for the festival. Motion seconded and carried. 2. Gateway/Entrance/Boulevard. Nash Abrams and Randy Stocks volunteered .to work on this project. Tim Heiple moved that the Commission pursue this project. Motion seconded and carried. 3. Inner City. Barry Jefferson and Ralph Desmarais volunteered (at the Retreat) to work on this project. Barry said he would like to have a hands-on project with Ward 1 and Ward 2. He will try to get the Alert Centers involved. Tim Heiple that the Commission pursue this project. Motion seconded and carried. Other items discussed at the retreat included getting more publicity, participating in the upcoming Future Little Rock Task Force, staying involved and informed, fundraisers, and re -greening Little Rock. Miscellaneous Business 1. Richard Wood said his No. 1 Peeve is trash on the riverbank. He talked about the difference between the North Side and the South Side. 2. Susan Gele said that maybe we could concentrate on the south riverbank during the Pick Up Arkansas in April. Adjournment. Meeting adjourned at 10:30 a.m.
