CBC 06-03-1999The City Beautiful Commission held its regular meeting Thursday, June 3, 1999, in the Sister
Cities Conference Room at City Hall. Vice chair Dottie Funk presided in the absence of the chair
Frank Riggins.

Approval of Minutes. Minutes of May 6 meeting approved as distributed with the following
additions. Bob Wilson, Real Estate Developer was also present. Ralph Desmarais complained
that all comments made regarding the proposed tree ordinance were not published in the minutes.
Written comments that were received are added to the minutes as an attachment.
Treasurer's Report. Randy Stocks reported that we have $1,955 in the checking account.
Committee Reports.
❑ Education Committee. — Molly Satterfield. No Report.
❑ Neighborhoods — Nash Abrams. Nash reported that he had been contacting
some of the neighborhood associations to encourage them to enter the City
Beautiful Pretty and Clean Contest.
❑ Land Alteration Task Force — Dottie Funk. Dottie requested that the
Commission help in getting the ordinance passed. Randy Stocks moved that
the Commission form a sub committee to establish a plan of attach. Motion
seconded by Molly Satterfield. Motion carried. Dottie appointed Randy
Stocks, Molly Satterfield, Frank Riggins, Dave Roberts, and herself.
Miscellaneous Business.
❑ Parks and Recreation Report. Bryan Day reported that Tracy Bemis of
Bemis Tree Company had donated five (5) big trees to MacArthur Park.
Bryan also introduced Tina Fellows a summer intern for the Parks
Department.

❑ Annexation Ordinance. Nash Abrams moved that the City Beautiful
Commission support annexation ordinance as presented by Director Kelly.
Motion seconded by Ralph Desmarais. Ralph Desmarais spoke in favor of the
motion. He said that the inner city paying for the westward sprawl. He also
said that the federal government has performed a study that could save the city
money. Other members of the Commission said they wanted to read the
ordinance before they voted to support it. Motion failed. Molly Satterfield
moved that we look at the ordinance and vote at the next meeting. Karol
Zoeller seconded the motion. Motion carried.
Meeting adjourned. 9:30 a.m.
1. That the Ordinance be implemented beginning with those areas where trees are most needed,e.g. Asher and University
�nues.
2. That enforcement be included and made clear.
3. That it's jurisdiction over government (city, state and Federal) lands be spelled out.
4. That those engaged in projects not yet completed but not subject to the Ordinance be asked to abide by as much of it as
possible.
