Topics of Discussion>
1. Newsletter. To be sent out quarterly. The first in April or May. To consist of
profiles of commissioners, information regarding awards programs, information
concerning other interests of the CBC. .
2. Education. Molly Satterfield and Dave Roberts to produce two programs. One to
take to civic and neighborhood groups and one to take to schools.
3. Nash Abrams presented a list of items and each was discussed. (List attached).
No. 4 on the list was the most exciting and drew the most interest.
New Landmark Nash Abrams suggested that the Commission try to obtain a piece
of property at Capitol and Ferry Streets east of the new Post Office. He would like to
see this property developed into a landmark for the City. Suggestions were a
fountain sitting is a park like area. They suggested a design competition. Frank and
Nash will meet with Sharon Priest to explore the possibility of getting the State to
donate this property to the Commission. Members liked this idea and wish to pursue
it further.
Nash also discussed the old Capitol Avenue Plan. He questioned what happened
and why it appeared to be dropped. He noted that there did not seem to be
money in the Mayor's Sales Tax for Capitol Avenue.
The following people will be asked to come to the Commission and make
presentations.

Objective: To obtain visibility for the City Beautiful Commission & pursue
our goal of a "Clean & Beautiful City."
I suggest we examine the following activities carefully and then pursue
aggressively, those that are within our jurisdiction and that we deem
worthwhile.
1. "UGLY PARKING LOTS!!" Work with the Downtown Partnership to see what can
be done to improve this situation downtown. I think the city own &
operates some of these lots.
2. "ELIMINATE OVERHEAD WIRES" Work with the cities Public Works, Downtown
Partnership and utility companies to eliminate the overhead wires in the
downtown area.
3. "ELIMINATE ALL BILLBOARDS POSSIBLE" Work with Paul Kelly, City Director
and Tom Carpenter, Atty. For Little Rock, Et Al, to eliminate ALL
billboards Possible. This is being pursued by the Little Rock City Board
of Directors.
4. "NEW LANDMARK FOR THE CITY OF LITTLE ROCK" Develop an identifying
landmark at 5"' Ferry, East of the new Post office. This landmark would
welcome motorists to our city & would be seen by Thirty Three Million
people annually. They will remember Little Rock! I understand that
several years ago the Downtown partnership included this property in their
plans for East Capital Ave. I was told the State of Arkansas own this
property & would be willing to give it up.
5. "`RE-ESTABLISH LITTLE ROCK AS "THE CITY OF ROSES" From the state capitol
'to the gateway to Little Rock roses are abundant. This would be a good
theme for part of all of the Landmark at 5ei and Ferry.
6. "WORKING WITH NEIGHBORHOOD GROUPS" Identify areas in
which we can help the neighborhood groups enhance the beauty of
their areas.
7. "SIDEWALKS AND GREEN SPACES" Work to establish more
^ sidewalks & green areas throughout the city. Push for a tree
lined divided medium downtown, possible, Capitol Ave. Work the
have more trees planted and continue to discourage more
cutting. Encourage the new downtown Post office to add trees
to the East & North sides, or if this is "right of way
property", encourage another group to adopt the property.
8. "TARGET DEVELOPERS PLANNERS & ARCHITECTS" The color of money is green
and it has been proven by other cities that the green of leisure spaces
invites home buyers and businesses to take a second and longer look at
locating in their areas. Nature has it's own unique invitation.
9. `ANEW VIEW FOR AIRPORT AREA" Work with the Airport Commission in
developing a new "very impressive view" on land and from the air to welcome
incoming business & leisure travelers.
10. "KEEP IN TOUCH & INLCRyASE MEMBERSHIP" Keep Arkansas Clean & the City
Beautiful Commission need increased membership & need to be informed of the
projects & objectives of each group.
