The Little Rock City Beautiful Commission held its regular meeting Thursday,
March 5, 1998 in room 108 of the Robinson Center. The meeting was called to
500 WEST MARKHAM order at 8: 25 a.m. by Chairman Frank Riggins.

0 New Member: Mr. Nash Abrams was introduced as the newest member of
the commission by Chairman Riggins.
0 Minutes: Chairman Riggins asked for a motion to approve the minutes of
the February meeting. Mr. Abrams asked that the spelling of his name be
corrected from Abrahams to Abrams. Minutes approved with correction.
0 Teen Connection. Mr. Matthew Hampton was introduced and requested
the opportunity to make a presentation on the Teen Connection. Mr.
Hampton said he started Teen Connection when he was 16 years old. Teen
Connection is a lawn and landscaping service. Employs youth from age 11
to 21. Currently has 10 to 15 employees, but will increase to 25 to 30 in the
summer. They do such work as mowing lawns, raking leaves, cleaning
gutters, soding lawns, installing fall gardens, installing flower beds,
fertilizing lawns, trimming hedges, blowing parking lots, cleaning lawns and
other special projects. The Teen Connection has performed services for the
City of Little Rock, the City of North Little Rock, Doyne Construction Co.,
Entergy, etc. Mr. Hampton said he would like to work with the City
Beautiful Commission on some of its projects.

0 Walter Malone, Planning Manager of the Planning and Development Department was invited
to make a presentation. Mr. Malone first discussed Neighborhood Based Policy Plans. This
is a major work element of the Planning & Development Dept.. The Board of Directors has
said that a Neighborhood Policy Plan will be completed for every neighborhood within 5
years. The process has already begun. He reviewed a portion of the City's Land Use Plan
and discussed new developments in western Little Rock. The next meeting of the Planning
and Development Commission is April 2. The Rock Creek neighborhood group and the River
Mountain group would appreciate support from the City Beautiful Commission.
0 Parks and Recreation. Mark Webre introduced Gayle Owens of the Parks and Recreation
Department. Gayle will be providing support to the Commission.
0 Chairman Riggins asked Vice Chair Dottie Funk to continue meeting as he had to leave.
0 Lin Blair distributed copies of a memorandum and proposed communication to the Board of
Directors. Members should have received a faxed copy prior to the meeting. Members
discussed the board communication, and some revisions were suggested. Lin said she would
work on the letter to the board. Randy Stocks moved that Director Joyce be asked to review
and make recommendations to the board. Motion seconded and carried.
0 Polish the Rock. Lin Blair said she had found some rocks in Hot Springs. They are large
and will need to be cut. Suggested that an award not be given every month.
0 Fountain. Carolyn Lawrence reported that the Commission had received a grant from the
Questers Antique Association. She did not know how much. The grant will be awarded on
April 18 in Ft. Smith. She said she would not be able to go, but thought someone should go.
0 Former City Beautiful Commission Members. Dottie asked Gayle if she had gotten the
list of former City Beautiful Commission Members yet? Gayle said she had not, but would try
to have it by the next meeting. Dottie said that a letter should be sent to former members
asking for support and advice.
0 Petition. Dottie suggested that maybe a petition opposing clear cutting could be circulated.
It was thought that these petitions could be turned over to the Board of Directors so they
could see how the citizens felt about this issue.
0 Next City Beautiful Commission meeting will be on April 2, 1998. Meeting adjourned at
10:30 a.m.
