LITTLE ROCK, AR 72201 Meeting called to order at 8:20 p. m.
❑ Polish the Rock Award presented to "ALERT TEAM' & Dr. Schroeder
(501) 371-4770 for their diligent efforts during tornado clean-up & Central High
commerative clean-up.
❑ The Alert Team is re-habing the old VA hospital to house an Arkansas
team. The young men in the program go through an intensive training
program that builds character through community service.
❑ The landscape variance at 9800 Nash Lane was pulled from the
December CBC agenda and deferred until January 1998 CBC meeting.
❑ The Commission discussed possibly awarding Polish The Rock Awards
to several Master Gardner sites. The commission will view each site and
discuss at next meeting. It was suggested that one award be given to
Master Gardners as a group for their efforts.
❑ Motion made & seconded to award a Polish The Rock Award to the
Pulaski County Master Gardners. The award will be presented to them
at the next PCMG meeting.
❑ The Wildflowers Garden Club donated $50.00 to the Fountain
restoration. A thank you letter needs to be sent.
❑ CBC thank you notes (card) need to be ordered. Staff will determine
quantity based on cost.
❑ Letter -head should also be re -designed when re -ordered to
accommodate more efficient layout.
❑ City staff will assist with distribution of flyers for light -up Little Rock
through Alert /Centers.
❑ Trees have been planted at two of three sites. Staff is working to identify site on Main
street, tree should be planted by Friday.
❑ CBC will purchase 4 more tickets for Murray Dinner theater as prizes.
❑ Wal-Mart on Bowman & Chenal continues to be scrutinized by city enforcement on
landscaping issues.
❑ Commission discussed next meeting on January 8,1998. Commission also discussed
retreat for early 1998... a date is tentatively scheduled for 1-18-98 @ 1:00 p.m.
❑ Jim LaBorde was recognized for his leadership as Chairman of CBC. Mr. LaBorde
thanked the commission for its support & assistance.

The property owner shall be responsible for regular weeding, irrigating, fertilizing, pruning
or other maintenance of all plantings on the private property of the development. Plant
materials which are installed for compliance with this article shall be appropriately treated
and dead materials shall be replaced.
2. All vehicular use areas which existed prior to this article may continue in a nonconforming
status until a building permit is granted to enlarge a structure exceeding ten (10) percent
of its existing gross floor area. At such time, ten (10) percent of the existing vehicular use
area shall be brought into compliance with the provisions of this article and continue on a
graduated scale until reaching one hundred (100) percent of the required landscaping.
VARIANCE REQUESTED:
To allow a five (5) year delay in re -installing the originally required landscaping and a five (5) year
delay in installing additional landscaping required by the Phase 11 building expansion.
FINDINGS:
February 20, 1997 the Planning Commission approved a gymnasium, an auditorium and additional
parking additions to the existing church site.
The proposed gymnasium is a fifty-three (53) percent building expansion and therefore requires an
upgrade in deficient landscaping equal to the building expansion proposed.
Most of the landscaping that was installed when the church building was constructed in the
mid -eighties has died and not been replaced as required by ordinance.
The applicant has been granted a five (5) year deferral of street and sidewalk improvements or
until the Phase III auditorium is built. He would also like to wait until the auditorium is
constructed with its large parking area and install all the landscaping at the same time.
STAFF RECOMMENDATION:
Staff recommends deferring the additional upgrade in landscaping required by the current Phase II
gym addition until the next building project but believes the original required landscaping should
be re -installed now.
