Called to Order:
The City Beautiful Commission held its monthly meeting on Thursday, July 3, 1997, in the
Sister Cities Conference Room.

Approval of Minutes:
June minutes will be presented for consideration along with July minutes at the next
meeting.
Special Guest:
Mr. Scherer noted that the city is under NPDES requirements which will reduce or
minimize erosion caused by this activity; Mr. LaBorde noted that clearing of site with no
idea of the site's plan is not beneficial in establishing aesthetically acceptable
improvements; Mr. Roberts explained that this problem has no regulations to limit it and
that creation of one may raise the legal question of a taking; Ms. Funk noted that at least
city staff can request owners of property wanting to clear to consider not to do so; Mr.
Brown mentioned that the city can establish regulation to require office/commercial zoned
property to leave a specified buffer when clearing property; Mr. Stocks expressed desire
to have commissions notified of applications for excavation and clearing permits; Mr.
Scherer. suggested that CBC prepare a letter expressing their concerns about clearing and
staff will attach this to permits; Ms. Satterfield suggested that research be conducted on
other cities' ordinances; Mr. Riggins noted that the Partnership for Livable Environment,
in which Mr. Brown and Mr. Webre participate, might be addressing this same issue; Mr.
Webre explained that this committee is not addressing this; there was no further
discussion, and Mr. Scherer and Mr. Loop were excused from the meeting.
Polish the Rock:
Mr. LaBorde noted the excitement and strong appreciation for John Barrow
Neighborhood of the receipt of this award.
Fountain:
Mr. LaBorde noted there's approval for this project, but no funds for improvements. Ms.
Satterfield inquired to commissioners to see if they wanted her to apply for grant; she
explained that it is due next week; Mr. Webre recommended that due to the short amount
of time and small award amount that application be postponed until next year; at this time
CBC will have better feel of financial capabilities.
1997 Issue:
❑ Mr. Roberts drafted brochure for CBC to provide to people in the Neighborhood
Connection meeting; final draft needs to be available July 19 for this meeting; final will
be provided to Parks to create color copies. Mr. Stocks noted that Billie Holsomback
has information laid out for Web page; Mr. LaBorde noted that winners of landscape
awards should be scanned in and noted on Web Site.

❑ Ms. Blair visited with Craig Berry to follow up on outreach letter distributed by CBC
to commissioners directors and developers; Mr. Berry suggested to set up a meeting
with developers to create dialogue and develop a relationship; this meeting he
suggested can be used to express CBC's values; two potential issues commissioners
may want to discuss with these parties are the Kroger site & Kanis Corridor
developments; Mr. Webre noted CBC members can inquire to Planning Commission
members which projects they see as their own concerns; Additionally, Mr. Webre
noted emergency meetings arising from issue discussions need advance warning to
Parks in order to make public notice, everyone expressed importance of creating
dialogue and developing relationship with all those associated with development
decisions.
