Call to Order
The City Beautiful Commission held its monthly meeting on Thursday, January 2,
1997, in the Sister Cities Conference Room. The Meeting was called to order at
8:15 a.m. by Chairman James LaBorde.

Approval of the Minutes:
In the December minutes, under AGENDA, the year should have been 1997 instead
of 1996.
LIN B. MOTIONED THAT THE OCTOBER MINUTES BE APPROVED
AND ACCEPTED AS CORRECTED. RANDY S. SECONDED. MOTION
PASSED.
Polish The Rock:
A brief explanation of Polish the Rock was given to Dottie Funk.
Lin Blair will obtain additional rocks for CBC's PTR awards.
Mark will look at perennial garden near I-30 and Fifteenth Street in the Spring.
Commission members are encouraged to utilize business cards to spontaneously
recognize individuals who are improving Little Rock. This will facilitate visibility
of CBC.
Fountain:
Groups interested in locating the historic fountain at particular sites will be schedule
for presentation by the March meeting.
After discussing option of locating fountain at Curran Hall, Dottie Funk suggested
getting donations from citizens of Little Rock for Curran Hall's renovations.
It was also suggested that CBC adopt Curran Hall as an "Adopt -A -Spot" by
maintaining a flower bed.
1997 Issues:
Chairman LaBorde provided a suggested list of 1997 goals and milestones along
with thank -you letter to the conunission for his appointment as Chairman. CBC
members are to review list and edit, add, or delete for February's meeting.
Mark suggested that Chairman LaBorde and Richard Wood, of Planning and
Development, provide copies of all ordinances for CBC members.
Chairman LaBorde requested copies of Site Development Guides for each CBC
member.

Mark will be a representative for CBC and sit in on Rezoning and Subdivision
meetings.
Appointees:
Chairman LaBorde will confirm with Josephine Graham as to her status of staying a
CBC member. Mark will talk with Frank to have a letter submitted.
Linda Joyce will look into the last position opened for Father Vince to submit his
application on becoming a CBC member.
Parks and Recreation Update:
Mark gave presentation of Jimerson Creek Bridge project. He noted that the plan
encourages fishing along the banks and allows seating for folks to enjoy the view.
Dottie Funk suggested having a biker as an advisor for Parks and Recreation on the
Jimerson project.
The Jim Wood Firm of Little Rock is low bidder on the Southwest Pool project and
negotiations are ensuing. It will not be completed by the Summer of 1997, but
construction is anticipated to take place this Spring and Summer and hopefully will
be ready by October 1997.
Chairman LaBorde suggested that the Zoo have a Petting Zoo attraction for
children.
To minimize over crowding and long ticket lines during special events at the Zoo, it
was suggested that tickets be sold for certain nights.
Light Up Little Rock:
It was suggested that the commission go to a Neighborhood Connection meeting.
These meetings involve all Neighborhood Associations. They brainstorm on
different topics and ideas that help solve community needs.
This year CBC members are to start working on L.U.L.R. in August or September
to ensure that prizes are adequate and proper publication goes out.
A Thank -You note from CBC needs to go to all sponsors who helped make this
event possible.

Miscellaneous:
Chairman LaBorde would like to get a quarterly report on CBC's budget throughout
the year.
Dottie Funk noted that different organizations give monetary donations at the end of
the year to organizations like CBC, and this could be financial support to CBC.
Linda Joyce stated that CBC should come up with new things by arranging a video
with Karen Reilly in the Customer Relations and Information Department and talk
about all the different events that CBC sponsors including Polish the Rock,
appointments or vacancies within the corranission being filled, and their goals and
projects. Linda will let Karen know that CBC is interested.
Lin Blair invited members to a Kaleidoscope show at the Children's Museum. She
noted that proceeds of this event potentially could be contributed to CBC
program(s).
Chairman LaBorde mentioned that more commissioners need to be at the Board
meetings to show our support to the B.O.D.
Linda Joyce will present the "Polish the Rock" award to Jennings Osborne at the
January 21, 1997, meeting at 6:00 p.m.
There being no further business, the meeting adjourned at 10:00 a.m
